2014-10-06 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, October 6, 2014 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:10 p.m. PRESENT: Chair Thum, Commissioners Filsinger, Sabeck, Lueker Qoined the meeting remotely). Commissioners Guthrie, Stefanko and Tanha arrived late. ABSENT: None. ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner Filsinger led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 4. CHANGES TO THE AGENDA None. 5. APPROVAL OF THE MINUTES OF THE SEPTEMBER 8, 2014 MEETING ACTION: COMMISSIONERS FILSINGER MOVED AND SABECK SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF SEPTEMBER 8, 2014. MOTION CARRIED: AYES: FILSINGER, LUEKER, SABECK AND THUM: NAYS: NONE; ABSENT: GUTHRIE, STEFANKO AND TANHA : ABSTAIN: NONE. 6. ACTION ITEMS - OLD BUSINESS 6A. REVISE COMMISSION ASSIGNMENTS FOR THE FY2014/15 WORK PLAN Commissioner Filsinger requested to be added to the Encinitas Alliance for the Arts Ad Hoc Committee and Commissioner Sabeck requested to be added to Public Art Advisory Committee. ACTION: COMMISSIONERS SABECK MOVED AND FILSINGER SECONDED TO: 1) ADD COMMISSIONER FILSINGER TO THE ALLIANCE FOR ARTS EDUCATION COMMTTEE UNDER THE ARTS EDUCATION AD HOC COMMITTEE: 2) ADD COMMISSIONER SABECK TO THE PUBLIC ART ADVISORY COMMITTEE UNDER THE PUBLIC ART AD HOC COMMITTEE; 3) APPROVE 2014 10-06 Commission for the Arts Meeting Minutes I of 4 COMMISSION ASSIGNMENTS FOR THE FY2014/15 WORK PLAN. COUNCIL INITIATED ITEM: REVIEW "NAMING OF CITY LAND, FACILITIES AND AMENITIES" POLICY (C030), SEEK PUBLIC INPUT, AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL FOR NAMING THE COMMUNITY ROOM AT THE ENCINITAS LIBRARY Arts Administrator Gilliam discussed the City Council's request for the Commission for the Arts to make recommendations to the Council for naming of the Community Room at the Encinitas Library. Commissioners Thum and Filsinger requested to be placed on the ad hoc committee. ACTION: COMMISSIONERS SABECK MOVED AND FILSINGER SECONDED TO APPOINT COMMISSIONERS THUM AND FILSINGER TO SERVE ON THE FACILITY NAMING POLICY AD HOC COMMITTEE AND TO MAKE RECOMMENDATIONS TO THE CITY COUNCIL FOR NAMING THE COMMUNITY ROOM AT THE ENCINITAS LIBRARY. MOTION CARRIED: AYES: FILSINGER, LUEKER, SABECK AND THUM; NAYS: NONE: ABSENT: GUTHRIE, STEFANKO AND TANHA ; ABSTAIN: NONE. 8. INFORMATIONAL ITEMS 8A. ENCINITAS FRIENDS OF THE ARTS REPORT Commissioner Sabeck reported that the Encinitas Friends of the Arts recently met with Supervisor Roberts to request funding for art activities at pocket parks within the City. A decision was pending. 8B. REPORT ON THE COMMISSION'S RECOMMENDATION TO COUNCIL ON THE PACIFIC VIEW PROPERTY On September 17, 2014 Commissioner Thum brought forward to the City Council the unanimous recommendation from the Commission for the Arts to approve the Pacific View school site to become the permanent location for a City-owned Center for the Arts. COMMISSIONER TANHA ARRIVED AT 5:31 P.M. 8C. PACIFIC VIEW SCHOOL PURCHASE REPORT Arts Administrator Gilliam reported on the Pacific View Property. He indicated that the City Council anticipates closing escrow in November 2014. It was agreed that the focus of the interim use of the property should be closely aligned with the ultimate use desired including arts and education. COMMISSIONER GUTHRIE ARRIVED AT 5:41 P.M. Gilliam provided the proposed timeline for the property: 2014 10-06 Commission for the Arts Meeting Minutes Paee 2 of 4 I November 2014 — January 2015: Request for Proposals January — February 2015: Consider proposals for interim uses February 2015: Visioning process to consider long term use Summer 2015: Begin approved outdoor uses COMMISSIONER STEFANCO ARRIVED AT 5:48 P.M. 8D. DIA DE LOS MUERTOS CELEBRATION AND BALLET FOLKLORICO REPORT Arts Administrator Gilliam reported on the Dia de Los Muertos Celebration and Ballet Folklorico. He indicated that the plans were coming together with Beatriz Villarreal serving as the Master of Ceremonies and several Folklorico groups were on board to perform. The event will also feature a student art exhibit. 8E. ENCINITAS STUDENT FILM FESTIVAL REPORT Commissioner Filsinger reported on the Encinitas Student Film Festival. The students will be producing and directing the entire scene with film makers providing guidance. The symposium is scheduled for November 22, 2014 and the screening is scheduled for April 26, 2015. She also indicated that lunches have been funded. 8F. PERCENT FOR ART ORDINANCE REPORT Arts Administrator Gilliam provided a report on the Percent for Art Ordinance. He indicated that he met with the City Manager, public art consultant Gail Goldman and City staff to discuss the proposal. While the Commission already has the green light to proceed with a funding mechanism for the Arts, it was recommended that the Commission bring a fully developed Public Art Ordinance to the Council that includes the funding component. Gilliam noted that this project will take time to be thoroughly researched and developed. 8G. MUSIC BY THE SEA CONCERT SERIES REPORT Arts Administrator Gilliam reported that the first concert of the series takes place in September. Gilliam reported that 20 Season Passes were sold and that complimentary tickets will be offered to high school instrumental music students. 8H. K STREET POCKET PARK REPORT Arts Administrator Gilliam reported that, as the Friends of the Arts would like to host events at the K Street Pocket Park, he was working with staff to determine the allowable type of events or activities for the site. 81. 2015 VISUAL ART APPLICATIONS REPORT Arts Administrator Gilliam reported that the 2015 Visual Art Applications will be evaluated in October by the Visual Art Selection Committee. 8J. COMMISSION-SPONSORED AND CO-SPONSORED EVENTS Wednesdays @Noon concerts, Oct. 1, 8, 15, 22, 29. Encinitas Library. Music by the Sea concert, Friday, Oct. 17, 7:30pm. Friends Of The Arts B. Student Film Festival C. Music By The Sea 10. COMMISSIONERS' REPORTS Commissioner Stefanko reported that she was continuing to work with local artists at the Lux Art Institute. Commissioner Filsinger reported that two of her photographs were included in an international contest. She was also working with Supervisor Roberts on the reformation of the San Diego Film Commission. Lastly, she participated in a reality show pilot. Commissioner Tanha reported that the Synergy Arts Foundation fundraiser will take place on November 15 and they were accepting donated submissions. She also reported that while in England she had opportunity to visit museums and shows. Chair Thum reported that the Coastal Communities Concert Band's next performance will take place on Sunday, October 19 2014. 11. ARTS ADMINISTRATOR REPORTS None. 12.
