2014-09-08 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, September 8, 2014 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:08 p.m. PRESENT: Chair Thum, Commissioners Filsinger, Guthrie (joined the meeting remotely at 5:15 p.m.), Lueker and Tanha ABSENT: Commissioners Sabeck and Stefanko ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Chair Thum led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 4. CHANGES TO THE AGENDA None. 5. APPROVAL OF THE MINUTES OF THE JULY 7, 2014 MEETING ACTION: COMMISSIONERS TANHA MOVED AND LUEKER SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JULY 7, 2014. MOTION CARRIED: AYES: FILSINGER, LUEKER, TANHA AND THUM; NAYS: NONE; ABSENT: GUTHRIE, SABECK, STEFANKO; ABSTAIN: NONE. 6. ACTION ITEMS - OLD BUSINESS Commissioner Guthrie joined the meeting remotely at 5:15 p.m. 6A. REVIEW AND APPROVE THE PERCENT FOR ART ORDINANCE Gail Goldman of Gail Goldman & Associates, addressed the Commission for the Arts. She indicated that Arts Administrator Gilliam requested her assistance with the development of a potential Percent for Art Ordinance for the City Council's consideration. Ms. Goldman gave a presentation on selected Public Art which represented a broad range of pieces installed throughout the country and in Canada. 2014 09-OS Commission for the Arts Meeting Minutes I of 6 Arts Administrator Gilliam reported on the status of a Percent for Art ordinance and reviewed a tentative timeline outlining the steps to present the issue to the City Council for their consideration and hopeful approval. Lastly, Ms. Goldman prepared a comparison of how other cities fund Public Art. Commission discussion ensued. 6B. REVISE COMMISSION ASSIGNMENTS FOR THE 2014/15 WORK PLAN Due to the absent commissioners, Chair Thum recommended tabling the discussion until there was full commission. However, Arts Administrator Gilliam suggested that those present either approve or suggest changes to the current appointments and 2014/15 work plan. The assignments would be brought back to the Commission should changes become necessary in the future. Commissioners Tanha and Lueker volunteered to serve as alternates to the Visual Art Ad Hoc. ACTION: COMMISSIONERS FILSINGER MOVED AND LUEKER SECONDED TO APPROVE THE APPOINTMENT OF COMMISSIONERS TO SERVE ON THE AD HOC COMMITTEES IN THE FULFILLMENT OF THE 2014/15 WORK PLAN AS PRESENTED AND TO ADD COMMISSIONERS LUEKER AND TANHA AS ALTERNATES TO THE VISUAL ART AD HOC. ENCINITAS FRIENDS OF THE ARTS REPORT Commissioner Tanha reported that the Encinitas Friends of the Arts (EFA) had a booth at the Dog Days of Summer in Cardiff and LeucadiArt Walk. New members joined the Friends as a result of their presence at the events. EFA's first ticketed event, A Celebration of Persian Culture, was a great success with over 88 tickets sold, plus free attendance by members of EFA. Combined, more than 170 people attended. Many thanks to the volunteers, commission and board members for their participation. 8B. AD HOC REPORT, PRESENTATION TO COUNCIL ON THE PACIFIC VIEW PROPERTY Chair Thum reported that she was meeting with Arts Administrator Gilliam tomorrow to finalize the presentation regarding the Pacific View property that will be presented to Council in September. 8C. PACIFIC VIEW SCHOOL PURCHASE REPORT Arts Administrator Gilliam reported that there was no update on the purchase of the Pacific View School site. 2014 09-08 Commission for the Arts Meeting Minutes Page 2 of 6 8D. DIA DE LOS MUERTOS CELEBRATION REPORT Commissioner Tanha reported on preparations for the first Annual Dia de Los Muertos Celebration taking place at the Encinitas Library on Saturday, November 1, 2014. This is a free event with participation by more than 15 community organizations and partners. This will be EFA's second major event since their inception. 8E. ENCINITAS ALLIANCE FOR ARTS EDUCATION REPORT Commissioner Filsinger reported that, due to conflicting obligations, she had to resign as coordinator of the Encinitas Alliance for Arts Education. She will continue to attend as a representative of the Commission for the Arts. 8F. IPALPITI FESTIVAL REPORT Arts Administrator Gilliam reported that the iPalpiti Festival occurred in July and went very well. The attendance was very similar to last year's festival with 490 tickets sold. He noted that the festival requires the assistance of many volunteers to make the event a success. The amount of effort is overwhelming. As a result, Gilliam is considering eliminating the food receptions for 2015. 8G. MUSIC BY THE SEA CONCERT SERIES REPORT Arts Administrator Gilliam reported on the Music by the Sea Concert Series noting that the first concert takes place on Friday September 19, 2014. 8H. COMMISSION-SPONSORED AND CO-SPONSORED EVENTS: Wednesdays @Noon concerts, Sept. 3, 10, 17, 24. Encinitas Library. Music by the Sea concert, Friday, Sept. 19, 7:30pm. Encinitas Library. COMMISSIONERS' REPORTS Commission Filsinger reported that she had two images selected for exhibit at the Oceanside Museum of Art; the Student Film Festival Symposium was coming up in November; and she reported that the plans for the Domestic Violence Symposium were going well. Commissioner Guthrie reported that she is in Portland and taking advantage of the local public art including a piece included in Ms. Goldman's earlier presentation. 2014 09-08 Commission for the Arts Meeting Minutes Paue 3 of 6 Commissioner Tanha reported that she was invited to Story Arts "Hidden Treasures" private event which recognized and honored local artists. She also noted that she would be visiting Europe at.the end of the month and would try to take pictures and post them to Facebook. Commissioner Lueker reported that he received a call to do a commissioned piece and that he was also giving a presentation to a local school on Art & Science collaborations. Chair Thum reported that she attended the exhibit Zooinitas and the Celebration of Persian Culture, and that the Coastal Communities Concert Band selected Tom Cole as their new band director. 11. ARTS ADMINISTRATOR REPORTS Arts Administrator Gilliam reported that he was experiencing better media coverage of local art events mostly through the Encinitas Advocate. 12.
