2014-06-02 ACTION MEETING MINUTES �~ CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, June 2, 2014 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:15 p.m. PRESENT: Chair Thum, Commissioners Filsinger, Sabeck, Stefanko and Tanha ABSENT: Commissioners Guthrie and Lueker ALSO PRESENT: Arts Administrator Gilliam 2. PLEDGE OF ALLEGIANCE Arts Administrator Gilliam led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 4. CHANGES TO THE AGENDA None. 5. APPROVAL OF THE MINUTES OF THE MAY 5, 2014 MEETING ACTION: COMMISSIONERS FILSINGER MOVED AND SABECK SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF MAY 5, 2014. MOTION CARRIED: AYES: FILSINGER, SABECK, STEFANKO, TANHA AND THUM; NAYS: NONE; ABSENT: GUTHRIE AND LUEKER: ABSTAIN: NONE. 6. ACTION ITEMS - OLD BUSINESS None. 7. ACTION ITEMS - NEW BUSINESS 7A. A REPORT ON THE LEUCADIA STREETSCAPE PROJECT Associate Civil Engineer Villa presented a brief overview of the North Highway 101 Leucadia Streetscape Project. The project runs from North Court to La Costa Avenue. Staff would like to obtain input from the Commissioners on opportunities for the installation of public art. Ms. Villa also reported that staff will be holding a community meeting at the Library on Thursday, June 5, 2014. Updated criteria and design drawings will be presented during the community meeting. MOTION CARRIED: AYES: FILSINGER, SABECK, STEFANKO, TANHA AND THUM; NAYS: NONE: ABSENT: GUTHRIE AND LUEKER; ABSTAIN: NONE. 8. INFORMATIONAL ITEMS 8A. ENCINITAS FRIENDS OF THE ARTS REPORT Commissioner Tanha reported on the Encinitas Friends of the Arts (EFA). They held their first volunteer meeting and she was pleased with the turn out. The group has identified three advocacy areas: 1) an art center, 2) public art and 3) art education. The membership drive will focus on these efforts. Commissioner Tanha indicated that there are approximately 30 members now signed up. The EFA is also interested in collaborating with other groups. Lastly, Commissioner Tanha indicated that the Encinitas Friends of the Arts is purchasing a pop-up canopy to be used when they attend public events. 8B. ENCINITAS ALLIANCE FOR ARTS EDUCATION REPORT Commissioner Filsinger presented a report on the Encinitas Alliance for Arts Education. She recently attended the Encinitas School District Liaison Committee meeting. The following suggestions were made during that meeting: The Commissioners should visit schools sites to see what they offer, develop an inventory of community art programming, find creative ways to fund art programming, create an Arts Needs Assessment, extend the Student Film Festival to Elementary age students, and become an Arts Empowered School District. Public Speaker: Annie Leaf spoke in support of the Encinitas Alliance for Arts Education. Commission discussion ensued. The Arts Education Ad Hoc Committee (Commissioners Filsinger, Lueker and Stefanko)will consider next steps. 8C. PACIFIC VIEW ELEMENTARY SCHOOL REPORT Arts Administrator Gilliam reported that the last three council meetings were budget oriented. During those meetings, Council majority determined that they would proceed with the purchase of the Pacific School site via bond revenue. It is anticipated that escrow will last approximately six months. Dudek & Associates is performing an environmental report on the property. This item will be brought back to Council to discuss next steps for the site. Public Speaker: Danny Salzhandler, President of the 101 Artist Colony, spoke in support of an art center on the vacant school site. He also indicated that the Arts Alive Banners Auction is this weekend. 8D. PUBLIC ART AD HOC COMMITTEE REPORT Commissioner Sabeck reported that the last Public Art Ad Hoc Committee focused on the Leucadia Streetscape. The next step is to take a walking tour of the area to solidify recommendations. Also, Commissioner Sabeck indicated that she will be conferencing with the Public Art Director for the San Diego International Airport to discuss their structure for their Percent for Art policy. The commission would like to develop and implement a Percent for Art policy within the City to create a funding mechanism for public art. 2014 06-02 Commission for the Arts Meeting Minutes Nee 2 of 6 8E. BALLET FOLKLORICO EL TAPATIO REPORT Arts Administrator Gilliam reported that the Bayside Community's Ballet Folklorico El Tapatio performed at a recent Ocean Knoll Open House. They have also submitted an application to the City's Community Grant Program to create a program at Ocean Knoll Elementary School. Funding by the Council is pending. 8F. FY2014/15 COMMISSION WORK PLAN REPORT Arts Administrator Gilliam reported on the FY2014/15 Commission Work Plan that was approved by the Commission during the May meeting. It was suggested that the Commissioners review the member assignments to the ad hoc committees. If changes are desired, it will be placed on a future agenda. The next step is to present the work plan to the City Council for approval with a date to be determined. 8G. ARTS EDUCATION: ARTIST WORKSHOP PROPOSAL, CRAIG DEVINE Arts Administrator Gilliam reported that Craig Devine, owner of the Devine School of Guitar, would like to present a workshop/demonstration to the community. He is also considering holding a demonstration at the Arts Festival. 8H. VISUAL ART: CURATED EXHIBITS DISCUSSION Arts Administrator Gilliam reported that the 2015 application period for the curated art exhibit is now open. In September, the applications and exhibits will be reviewed by an evaluation panel and the Visual Art Ad Hoc Committee (Commissioners Filsinger, Sabeck and Stefanko) for selection of the City Exhibitions. Public Speaker: Jim Hornung spoke in support of having individually curated shows to create a themed exhibit. 81. EVALUATION PANEL RECOMMENDATIONS, COMMUNITY GRANT PROGRAM Arts Administrator Gilliam reported that an Evaluation Panel, consisting of five City Commissioners, met in May to discuss and make recommendations for the FY14/15 Community Grant Program. The Mizel Family Foundation has agreed to match City funds once again this year, bringing total funding available for the City Council to allocate to $150,000. Council will make their allocations during the June 18, 2014 council meeting. 8J. MUSIC BY THE SEA CONCERT: ALLANT TRIO. FRIDAY, JUNE 20, 7:30PM Arts Administrator Gilliam reported that the Friday night monthly series on June 20, 2014 features the Allant Trio from New York. 8K. COMMISSION-SPONSORED AND CO-SPONSORED EVENTS: Arts Administrator Gilliam reported on the Commission-sponsored and co-sponsored events for the month of June: Wednesdays @Noon concerts, June 4, 11, 18, 25. Encinitas Library. Opening Reception: San Dieguito Art Guild, Friday, June 13, 5-7pm, Encinitas City Hall. 9. COMMISSIONERS' REPORTS Commissioner Sabeck reported that she is leaving for Costa Rica tomorrow. Commissioner Filsinger reported that she attended the event presented by Doris Keats and it was very inspiring. Also attended Canyon Crest's Film Festival. Commissioner Tanha reported that the Commissioners should be involved in E101's First Thursdays events. This may also be a good event for the Encinitas Friends of the Arts to attend. Commissioner Stefanko reported that she and Commissioner Filsinger are collaborating with the Lux Art Institute on a rescreening of 16 films from the Encinitas Student Film. Also, the Lux Art Institute issued a Request for Proposals for art programming. Chair Thum reported that the Friends of the Library held their First Sunday concert this last weekend and it was well attended. 11. ARTS ADMINISTRATOR REPORTS Arts Administrator Gilliam reported that the City Council approved $40,000 in the FY14/15 to update the 2002 Arts Master Plan. The update will include an arts facility needs assessment. Gilliam also reported that a north county arts group was being developed. A series of meetings will be identified. He suggested a regional Commissioners meeting to talk about best practices. 12.
