Monday,July 7, 2014
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:07 p.m.
PRESENT: Chair Thum, Commissioners Filsinger, Lueker, and Tanha
ABSENT: Commissioners Guthrie, Sabeck and Stefanko
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Vice-Chair Lueker led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Jax Meyers with Paint Encinitas spoke about their first mural located on the north-facing wall of Royal Liquor.
She indicated that the group would like to unite local businesses and visual artists to bring more artwork into
the community.
4. CHANGES TO THE AGENDA
None.
5. APPROVAL OF THE MINUTES OF THE JUNE 2, 2014 MEETING
ACTION:
COMMISSIONERS TANHA MOVED AND FILSINGER SECONDED TO APPROVE THE MINUTES OF THE
REGULAR MEETING OF JUNE 2, 2014. MOTION CARRIED: AYES: FILSINGER, LUEKER, TANHA AND
THUM: NAYS: NONE; ABSENT: GUTHRIE, SABECK AND STEFANKO: ABSTAIN: NONE.
6. ACTION ITEMS - OLD BUSINESS
6A. REVISE THE COMMISSION ASSIGNMENTS FOR THE 2014/15 WORK PLAN
Arts Administrator Gilliam reported that the FY2014/15 Work Plan was presented to the City Council
and approved. It was noted that the Arts Master Plan Update and Needs Assessment are included in
the Strategic Plan and will need to be included in the Commission's work plan once the parameters
are set by the City Manager.
This item was moved to the next meeting when the full commission could be present to vote.

613. REVIEW THE 2014 COMMISSION MEETING SCHEDULE
Arts Administrator Gilliam reported that the Commission for the Arts meeting schedule was approved
in January 2014. Per the schedule, the Commission is scheduled to go dark in September; however,
Gilliam suggested that the Commission cancel the August meeting and instead, meet in September.

COMMISSIONERS LUEKER MOVED AND FILSINGER SECONDED TO AMEND THE MEETING
SCHEDULE FOR THE COMMISSION TO GO DARK IN AUGUST AND TO HOLD A MEETING IN
SEPTEMBER. MOTION CARRIED: AYES: FILSINGER, LUEKER, TANHA AND THUM: NAYS: NONE:
ABSENT: GUTHRIE, SABECK AND STEFANKO: ABSTAIN: NONE.
7. ACTION ITEMS - NEW BUSINESS
7A. MAKE A RECOMMENDATION TO THE CITY COUNCIL TO APPROVE THE PACIFIC VIEW
SCHOOL SITE TO BECOME THE PERMANENT LOCATION FOR A CITY-OWNED CENTER FOR
THE ARTS.,
Arts Administrator Gilliam provided an update on the status of the purchase of the Pacific View site.
Chair Thum and Commissioners Filsinger and Tanha agreed to meet in August and develop talking
points for the presentation to Council by Chair Thum.

8. INFORMATIONAL ITEMS
8A. ENCINITAS FRIENDS OF THE ARTS REPORT
Commissioner Tanha reported on the upcoming activities of the Encinitas Friends of the Arts:
• Dog Days of Summer on August 9
• A Celebration of Persian Culture event on August 23 at the library (ticketed event)
• LeucadiART Walk on August 24
• Dia de los Muertos (Day of the Dead) Celebration on November 1 at the library (free event)
86. ENCINITAS ALLIANCE FOR ARTS EDUCATION REPORT
Commissioner Filsinger reported on the recent activities of the Encinitas Alliance for Arts Education.
The Arts Education ad hoc committee met in July. Commissioner Stefanko would be working on
identifying key members within the parent organizations, and Filsinger would be reaching out to the
superintendents.
8C. PACIFIC VIEW SCHOOL PURCHASE REPORT
Arts Administrator Gilliam indicated there were no new updates on the Pacific View School site
purchase.

81). PUBLIC ART AD HOC COMMITTEE REPORT
Commissioner Lueker reported that the Public Art ad hoc committee met with Constance White,
Director of the Public Art Program at the San Diego Airport Authority. She discussed several topics
including best practices in the establishment of a Percent for Art ordinance.
8E. ARTS EDUCATION AD HOC COMMITTEE REPORT
Commissioner Lueker reported that the Arts Education ad hoc committee would be working in
conjunction with the Encinitas Friends of the Arts on the proposal for a Day of the Dead Festival.
8F. GRANT ALLOCATIONS, FY2014-15 COMMUNITY GRANT PROGRAM
Arts Administrator Gilliam reported that on June 18, 2014 the City Council made their allocations to
the FY14/15 Community Grant Program. This year Council made adjustments to the evaluation
panel's recommendations.
8G. IPALPITI FESTIVAL, JULY 10-20. CONTACT PERSON: ARTS ADMINISTRATOR GILLIAM.
Arts Administrator Gilliam reported on preparations for the iPalpiti Festival taking place in July. Five
musicians from other countries will begin arriving in town tomorrow. Ticket sales are currently at half
capacity.
8H. COMMISSION-SPONSORED AND CO-SPONSORED EVENTS
Arts Administrator Gilliam reported on the Commission-sponsored and co-sponsored events taking
place in July, noting the following events:

10. COMMISSIONERS' REPORTS
Commissioner Tanha has been visiting local galleries.
Commissioner Filsinger reported that plans for the Domestic Violence Symposium are progressing.
Also, the San Diego Film Makers Association is holding a meeting on August 12. A discussion on
legislation regarding tax credits for film makers will be included during the meeting.

Commissioner Lueker reported that he currently has an installation at Scott Chatfield's home, and he
recently sold a piece.
Commissioner Thum reported that the Coastal Communities Concert Band is performing at
Disneyland on July 27, 2014. She also indicated that the band is trying out several interim
conductors.
11. ARTS ADMINISTRATOR REPORT
Arts Administrator Gilliam reported that the County Fair banners with images of local artists were
removed from Highway 101 and will be delivered to the City for distribution to the people who
participated in the commission-sponsored photo shoot.
