1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:08 p.m.
PRESENT: Chair Thum, Commissioners Guthrie, Lueker, Sabeck, Stefanko and
Tanha. (Commissioner Filsinger arrived at 5:18 p.m.)
ABSENT: Commissioner Stefanko
ALSO PRESENT: Arts Administrator Gilliam
2. PLEDGE OF ALLEGIANCE
Commissioner Guthrie led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF

5. APPROVAL OF THE MINUTES OF THE APRIL 7, 2014 MEETING
ACTION:
COMMISSIONERS LUEKER MOVED AND TANHA SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF APRIL 7, 2014. MOTION CARRIED:
AYES: GUTHRIE, LUEKER, SABECK, TANHA AND THUM; NAYS: NONE:

7A. A report on the Leucadia Streetscape Project

8. INFORMATIONAL ITEMS
8A. Report on Beatrice Wood Exhibition
Arts Administrator Gilliam reported that the Oceanside Museum of Art (OMA) decided not to
accept the Beatrice Wood collection, so the planned exhibit at the Encinitas Library this July
will not take place. An alternative exhibit has been approved.
8B. Encinitas Friends of the Arts (EFA) Ad Hoc Committee Report
Commissioner Tanha reported on the Encinitas Friends of the Arts (EFA) Ad Hoc
Committee. A logo has now been developed as well as an informational/membership flyer.
Lastly, the Commission discussed the Brown Act requirements and clarified the limit of no
more than three commissioners in attendance at the ad hoc committee meetings.
Discussion ensued.
8C. Report on Pacific View Elementary School
Arts Administrator Gilliam provided an update on the Pacific View Elementary School. The
City has entered into escrow with a deposit. Dudek & Associates will be performing an
environmental review report. This will likely be a six-month process.
8D. Report on Public Art Ad Hoc Committee
Arts Administrator Gilliam reported that the Public Art Ad Hoc needs to meet to discuss art
elements for the Streetscape project. Commissioners Sabeck, Filsinger and Lueker will
meet on May 12, 5pm to discuss the issue and form recommendations for consideration.
8E. Report on Establishing Ballet Folklorico El Tapatio
Arts Administrator Gilliam reported that the Ballet Folklorico El Tapatio submitted a grant
application to the City's community grant program. They are proposing to hold rehearsals at
Ocean Knoll Elementary School, after school on Fridays, starting in September.
8G. Report on iPalpiti Concert Fundraiser April 11, 2014 and iPalpiti Festival, July 10-13,
2014
Arts Administrator Gilliam reported that 150 people attended the April 11 iPalpiti fundraiser
concert/play.
8H. Music by the Sea Concert, Friday, May 16, 7:30pm
Arts Administrator Gilliam reported that Somang Jeagal will be performing on Friday,
May 16 at the library. He has won international contests and is a gifted performer.

6A. Discuss and Approve 2014/15 Work Plan.
Arts Administrator Gilliam presented the proposed FY2014/15 Work Plan. Discussion
ensued and the following additions were made to the work plan:
Advocacy: Continue to advocate for City-owned Arts Center.
Arts Education: Present symposium and student film festival.
Assist in the development of a Ballet Folklorico program.
Arts Venues: Revised wording to last two items.
Public Art: "Finalize Public Art Master Plan."
"Finalize" a percent for art policy.
Install public art at the K Street pocket park.
Visual Art: Develop collaborative curated exhibits with museums, institutions and
collectors.
Pursue opportunities for pop-up exhibits.
ACTION:
COMMISSIONERS LUEKER MOVED AND FILSINGER SECONDED TO APPROVE
THE FY2014/15 WORK PLAN. MOTION CARRIED: AYES: FILSINGER, GUTHRIE,

The approved FY14/15 Work Plan is attached in hereby incorporated by reference.

10. COMMISSIONERS' REPORTS
Commissioner Guthrie attended the street fair and received good feedback regarding
the possibilities for an arts center.
Commissioner Filsinger reported that she attended the street fair. She also attended a

meeting with Supervisor Roberts regarding utilizing the arts for the domestic violence
summit being planned.
Commissioner Lueker should be home for a while and hopes to complete a few
projects.
Commissioner Tanha reported that the Garden Tour went very well. She had several
artists show in her yard. She continues to attend various events throughout the City and
advocate the Arts.
Chair Thum reported that she visited Chicago and was able to attend the basketball
game.
11. ARTS ADMINISTRATOR REPORTS
Arts Administrator Gilliam reported that the City is considering changing the ticketing
vendor.
12. ADJOURNMENT
Chair Thum adjourned the meeting at 7:05 p.m.
