CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:06 p.m. PRESENT: Chair Thum, Commissioners Filsinger, Guthrie, Lueker, Sabeck, Stefanko and Tanha ABSENT: None ALSO PRESENT: Arts Administrator Gilliam 2. PLEDGE OF ALLEGIANCE Commissioner Filsinger led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 4. CHANGES TO THE AGENDA None. 5. APPROVAL OF THE MINUTES OF THE MARCH 3, 2014 MEETING ACTION: COMMISSIONERS TANHA MOVED AND SABECK SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF MARCH 3, 2014. ENCINITAS FRIENDS OF THE ARTS (EFA) AD HOC COMMITTEE REPORT Commissioner Tanha reported that the community has shown great support for the establishment of the Encinitas Friends of the Arts (EFA). EFA has gotten approval to be a fund of the Coastal Communities Foundation and is in partnership with the City of Encinitas. Naimeh was elected President, Colleen was elected Secretary and Kay Colvin was elected Treasurer. EFA had a booth at the Encinitas Arts Festival where they signed up several members; they will also have a booth at the Street Fair. Commission discussion ensued regarding the various ad hoc committees and duties. ACTION: COMMISSIONERS FILSINGER MOVED AND LUEKER SECONDED TO AMEND THE FY13/14 WORK PLAN AND APPOINT COMMISSIONERS TO THE AD HOC COMMITTEES. THE WORK PLAN IS INCORPORATED BY REFERENCE AS ATTCHMENT A. COMMISSIONER TRAINING City Clerk Hollywood thanked the commissioners for their service to their communities. Hollywood reviewed the Brown Act, the purpose of commission meetings, the role of the Chair, and Council meeting policies and protocols. 86. REPORT ON PACIFIC VIEW ELEMENTARY SCHOOL Arts Administrator Gilliam provided an update on the City's purchase of the Pacific View site from the Encinitas Union School District. The parties are working out the terms of the agreement. Next steps include funding, site clean-up, and determination of the use of the site. 8C. REPORT ON ENCINITAS ARTS FESTIVAL Arts Administrator Gilliam provided an update on the Encinitas Arts Festival. 8D. REPORT ON ENCINITAS STUDENT FILM FESTIVAL Commissioner Filsinger provided an update on the Encinitas Student Film Festival noting the event was a huge success with positive responses from the participants. Many have indicated their interest in participating next year. 86 students participated in the symposiums. 8E. REPORT ON PUBLIC ART AD HOC COMMITTEE Arts Administrator Gilliam reported on a memo dated March 26, 2014 that the City Council recently received from the Public Art Advisory Committee and the Commissioner's Public Art Ad Hoc Committee requesting the incorporation of public art to the 1-5 Widening Project. The Public Art ad hoc and the Advisory Committee need to convene to determine recommendations for the Leucadia Streetscape project and provide those recommendations to the Planning Department within the next week. 8F. DISCUSSION ON 2014/15 WORK PLAN Arts Administrator Gilliam reported that the FY2014/15 Work Plan needs to be updated. The ad hocs need to consider the current plan and determine revisions/additions for next month's meeting. 8G. MUSIC BY THE SEA CONCERT/FUNDRAISER, FRIDAY, APRIL 11, 7:30PM Arts Administrator Gilliam reported on the upcoming Music by the Sea concert which is serving as a fundraiser to help support the iPalpiti Festival later this year. 2014 04-07 Commission for the Arts Meeune Minutes Pa_e 3 of 6 i 8H. COMMISSION-SPONSORED AND CO-SPONSORED EVENTS Wednesdays @Noon concerts, April 2, 9, 16, 23, 30 Encinitas Library Arts Administrator Gilliam reported on the Commission-sponsored and co-sponsored events for the month of April. 9. COMMISSIONERS' REPORTS Commissioner Lueker suggested the possibility of a fundraiser for an arts center. Also, he noted that he has a mosaic on exhibit at the San Francisco Wharf. Commissioner Guthrie visited Cuba and was impressed with the visual and performing arts found everywhere. She is looking forward to fundraising for an arts center. Commissioner Sabeck agreed that fundraising for an arts center will be a key initiative for the Commission. Commissioner Filsinger reported that she has art exhibits in collaboration with the Oceanside Museum of Art and has had discussions with Assembly Member Chavez on the possibility of working on a joint project that addresses women dealing domestic violence. Commissioner Stefanko reported that she is working on the Education Pavilion community open house at the Lux Art Institute. Commissioner Tanha indicated that she has been very busy organizing the Encinitas Friends of the Arts as well as the upcoming Garden Tour. Commissioner Thum reported that the next Coastal Communities Band Concert is May 4 and takes place in Encinitas at the San Dieguito Academy. The concert is funded in part by the Community Grant Program. 11. ARTS ADMINISTRATOR REPORTS None. 12.
