1. CALL TO ORDER
Meeting was called to order by Chair Thum at 5:06 p.m.

3. ORAL COMMUNICATIONS

4. CHANGES TO THE AGENDA
Agenda Item 8A will be heard first. Agenda Items 7A and 7B will be heard after Item 5.
8A. Welcome Newly Appointed Commission Members
Agenda Item 8A was heard out of order.
Chair Thum welcomed the new commissioners Deanne Sabeck and Collette Stefanko.
Commissioners Sabeck and Stefanko introduced themselves and presented their
background as it relates to the Arts.
5. APPROVAL OF THE MINUTES OF THE FEBRUARY 3, 2014 MEETING
ACTION:
COMMISSIONERS TANHA MOVED AND FILSINGER SECONDED TO APPROVE
THE MINUTES OF THE REGULAR MEETING OF FEBRUARY 3, 2014. MOTION
CARRIED: AYES: FILSINGER, LUEKER, TANHA AND THUM: NAYS: NONE;
ABSENT: GUTHRIE; ABSTAIN: SABECK AND STEFANKO.
7A. Report on the Coastal Rail Trail Project
Chris Carterette, Transportation Planner with the San Diego Association of
Governments (SANDAG), presented a report on the Coastal Rail Trail noting he is the

Project Manager. SANDAG works with all of the Cities in the County on regional
comprehensive planning, including the Regional Bike Plan and the Coastal Rail Trail
which dove tails with the City's Bike Master Plan. This is the City's top priority of the
Bike Master Plan. The main goal of the project is to serve everyday people of all ages
and abilities with options to walk or ride a bike for their everyday activities. The project
runs from Oceanside to San Diego along the rail corridor right-of-way. There are four
segments in Encinitas ā 39A to 39D. SANDAG is working on segment 39C now
(Chesterfield to E Street), followed by segment 39D and then 39B. Segment 39A (La
Costa to Leucadia Blvd.) did not make the funding cut.
Following the report from Mr. Carterette, Commission discussion ensued.

7B. Report on the 1-5 Widening Project
Mike Strong, Associate Planner with the City, presented a report on the 1-5 Widening
Project. During the March 19 City Council meeting, staff will be presenting to the City
Council a report on the 1-5 Widening Project which will include staff recommendations
for the inclusion of landscaping and artistic elements with the project.

6. ACTION ITEMS - OLD BUSINESS
6A. Report on the North Coast Highway 101 Streetscape Project
Arts Administrator Gilliam reported that he and the Public Art Ad Hoc Committee met
with Christy Villa, Associate Planner, regarding the North Coast Highway 101
Streetscape Project. The project runs from La Costa Blvd. to Encinitas Blvd. Staff
would like input from the Commission for the Arts on the inclusion of artistic elements in
the plan. Staff would need input by the end of March.

7. ACTION ITEMS - NEW BUSINESS
7C. Discussion Regarding the Formation of a Friends of the Arts Support
Organization
Commissioner Tanha requested that this item be agendized for discussion, as she believes
the community needs and wants to be more included in the Arts within our community. The
Encinitas Friends of the Arts would be a volunteer organization to engage in activities and
help raise funds for the arts. The Friends organization would work in conjunction with the
Commission for the Arts to further the activities of the City. Commission discussion ensued.
ACTION:
COMMISSIONERS TANHA MOVED AND THUM SECONDED TO 1) CREATE AN AD
HOC COMMITTEE TO WORK ON THE FORMATION OF THE FRIENDS OF THE
ARTS SUPPORT ORGANIZATION AND 2) APPOINT COMMISSIONERS TANHA,
SABECK AND STEFANKO TO THE AD HOC COMMITTEE. MOTION CARRIED:

7D. Music by the Sea Concert, March 14, 7:30pm
ACTION:
COMMISSIONERS TANHA MOVED AND STEFANKO SECONDED TO APPOINT
COMMISSIONERS THUM AND STEFANKO TO VOLUNTEER FOR THE MUSIC BY
THE SEA CONCERT. MOTION CARRIED: AYES: FILSINGER, LUEKER, SABECK,
STEFANKO, TANHA AND THUM; NAYS: NONE; ABSENT: GUTHRIE: ABSTAIN:
NONE.
8. INFORMATIONAL ITEMS
8B. Report on the Student Film Festival
Commissioner Filsinger reported on the Student Film Festival that took place on February 1,
2014 symposium with 86 students. The screening event will take place on April 6, 2014 with
35 registrants, and Supervisor Dave Roberts confirmed that he will be in attendance.
8C. Report on the Encinitas Arts Festival
Arts Administrator Gilliam reported on the Encinitas Arts Festival noting that the festival
takes place on March 23, 2014 at the San Dieguito Academy. There will be a variety of
performances and workshops.
8D. Report on the Strategic Plan: Arts & Culture

Arts Administrator Gilliam reported that the City is moving forward with the direction given by
Council during the Strategic Plan Arts & Culture Focus Area workshop. Staff direction was
given to perform a Needs Assessment and to hold discussions with the owner of La Paloma.
8E. Report on Pacific View Elementary School
Arts Administrator Gilliam provided an update on the Pacific View Elementary School site.
Superintendent Baird submitted a letter to the City regarding their decision to auction the
property in late March 2014.
8F. Community Grant Program Overview
Arts Administrator Gilliam reported on the Community Grant Program. He recently presented
an overview of the grant program to the City Council. The FY14/15 grant program is now
open and applications are now available. On March 10 the City will hold a New Applicant
Workshop and then on April 7, the Hand to Hand Foundation is offering a grantwriting
workshop. The deadline to submit applications is April 17.
8G. Report on Appointing Community Members to Ad Hoc Committees
Commissioner Tanha requested that this item be agendized for discussion as she believes
that community members would like to be a part of the work that the commission is doing
and likewise, it would benefit the commission to seek assistance from community
stakeholders on various activities and projects such as the Arts Festival.
Arts Administrator Gilliam indicated that while the policy limits the number of commissioners
appointed to an ad hoc committee, it does allows commissions to appoint community
member stakeholders to serve on ad hoc committees.

Arts Administrator Gilliam reported on the Commission-sponsored and Co-sponsored events
taking place in March.

10. COMMISSIONERS' REPORTS
Commissioner Lueker reported that he was working on a coral reef project.

Commissioner Sabeck reported that she is happy to serve on the Commission. She would
like to see what the Commission can do with the K Street project as it relates to public art
and would also like to explore how the Commission for the Arts could work on projects in
partnership with the Environmental Commission.
Commissioner Stefanko reported that she is happy to serve on the Commission and looking
forward to learning how she can be involved in the projects and activities.
Commissioner Filsinger reported that she attended the Arts Alive exhibition and continues to
work on her professional projects.
Commissioner Tanha reported that she has been busy with the Garden Tour.
Chair Thum reported that the Coastal Communities Concert Band is holding a benefit
fundraiser concert featuring their vocalist Michael Ruhl. The concert takes place on March
23 in Poway at Noon.
11. ARTS ADMINISTRATOR REPORTS
Arts Administrator Gilliam reported that the Wednesday noon concerts have been standing
room only.
This weekend there are two art exhibit opening receptions: Commissioner Filsinger's exhibit
on Saturday from 1-4pm at the Community Center, and Raymond Elstad's exhibit on Sunday
from 1-4pm at the Encinitas Library Community Room.
Lastly, Gilliam reported on several concerts held within the community.
