Monday, February 3, 2014
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:04 p.m.
PRESENT: Commissioners Colvin, Filsinger, Guthrie, Lueker, Scheiwe, Tanha and
Thum

ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Colvin led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF THE IANUARY 6. 2014 MEETING MINUTES
ACTION:
COMMISSIONERS TANHA MOVED AND GUTHRIE SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF JANUARY 6. 2014. MOTION CARRIED:

S. OLD BUSINESS
A. Symposium and Student Film Festival
Arts Administrator Gilliam reported that the film festival was launched over the weekend with
the Student Film Festival Symposium.
Commissioner Filsinger reported that 50 registered and 36 walk-in students participated in the
symposium. Jordan Roberts, Hollywood producer, enjoyed participating in the event and would
like to participate next year. The students indicated that they would like to have attended more
than the two workshops that were permitted. They especially enjoyed the hands-on experience
and the Question and Answer portions of the event.

Chair Thum commended Commissioner Filsinger for the great work on this project. Also
Commissioner Guthrie was thanked for her work on the publications, and Arts Administrator
Gilliam and Arts Program Assistant Cheryl Ehlers for the administrative assistance as well.
The next step in the festival is the actual Film Festival with the showing of the students' films. A
red carpet event is being planned for the film festival screening. The screening will take place at
La Paloma on April 6, 2014.
B. Encinitas Arts Festival
Arts Administrator Gilliam reported on the Encinitas Arts Festival. He indicated that the location
for next year's festival may change from the Community Center. The SDA Foundation received a
City grant to present an Arts Festival; there is discussion about collaborating on the festival and
holding it at the Academy.
C. San Diego County Fair Banner Project Ad Hoc Committee
Commissioners Scheiwe and Tanha reported that the photo session for the San Diego County
Fair banner project took place on Sat. Jan. 11 with more than 20 people participating. There will
be 50 banners placed along Coast Highway 101.
D. Strategic Plan: Arts & Culture
Arts Administrator Gilliam reported that the City is moving forward with the direction given by
Council during the Strategic Plan Arts & Culture Focus Area workshop. In addition to the
Council's "Intent Motions," staff direction was given to perform a Needs Assessment and to hold
discussions with the owner of La Paloma.
E. Pacific View Elementary School Update
Arts Administrator Gilliam reported the Encinitas Union School District declined the City's
purchase amount. The City next issued a letter to EUSD requesting continuing negotiations.
F. Public Art Ad Hoc Committee Report
Co-Chair Lueker reported that the Public Art Ad Hoc Committee attended a meeting with City
Planning Staff regarding the Coastal Rail Trail, North Coast Hwy 101 Streetscape, the 1-5
widening project, and other public improvement projects. All of the upcoming projects could
easily incorporate public art elements. The commission is seeking to learn how to integrate art
elements into the planning stages of these projects.
Arts Administrator Gilliam reported that Christy Villa, associate engineer, is working on the
City's streetscape. She recently reached out to him to seek input on the incorporation of art into
the design. Villa will present the streetscape plan at the April commission meeting. Gilliam also
indicated that Michael Strong, city associate planner, will present the 1-5 widening project, and
Chris Carterette with SANDAG, will present on the Coastal Rail Trail at the March commission
meeting.

ACTION:
COMMISSIONERS LUEKER MOVED AND TANHA SECONDED TO HOLD A SPECIAL
MEETING IN FEBRUARY SOLEY DESIGNATED TO DISCUSS POTENTIAL PUBLIC ART
ELEMENTS IN CITY IMPROVEMENT PROIECTS. MOTION CARRIED: AYES: COLVIN,
FI_LSINGER, GUTHRIE, LUEKER. SCHEIWE, TANHA AND THUMP NAYS: NONE: ABSENT:
NONE: ABSTAIN: NONE.
G. Encinitas Alliance for Arts Education: Francine Filsinger
Commissioner Filsinger reported that she attended an arts education meeting as the
coordinator for the Encinitas Alliance for Arts Education (EAAE). She stated that arts education
is state mandated in grades 1 through 12. However, due to budget cuts arts education has
greatly decreased. The EAAE was organized to advocate for arts education in K-12 public
schools.
6. NEW BUSINESS
A. Encinitas Community Center Gallery Grand Opening, Feb. 8. 1-4pm
Arts Administrator Gilliam reported that we have three exhibits at the community center, now
named the Encinitas Community Center Gallery, with a two-dimensional exhibit on the walls
and two three-dimensional exhibits in display cases. The grand opening will take place on Sat.
February 8, 2014 from 1-4pm.
B. Applicants for the Commission for the Arts
Arts Administrator Gilliam reported that Commissioner Colvin has determined that she will not
be re-applying for another term on the Commission for the Arts. Commissioners Filsinger,
Scheiwe and Tanha have re-applied for another term. City Council will hear from commission
applicants on February 19.
Commissioner Tanha suggested that a "Friends of the Arts" committee be formed to help
implement projects. She also suggested that an "Advisory Panel" be formed to draw from the
talents and expertise of key community people in the Arts field.
C. Commission-Sponsored/Co-sponsored Events at the Encinitas Library
Arts Administrator Gilliam reported on the Commission-sponsored/Co-sponsored events at the
Encinitas Library, highlighting the following:
1) Wednesdays @Noon concerts, February 5, 12, 19 , 26
2) Opening Reception: Stephen Frank Gary, Jim Hornung and Eva Connell, Encinitas
Community Center Gallery, Feb. 8, 1-4pm
3) Music by the Sea concert: Smoke and Mirrors Ensemble, February 14, 7:30pm

D. Encinitas Arts & Events Calendar, February 2014
Arts Administrator Gilliam reported on the Encinitas Arts & Events calendar for February 2014.
The weekly eblast now reaches 15,000 people.
Chair Thum commented on several events listed on the Arts & Events calendar. She also noted
that the Coastal Communities Concert Band is holding their 315t annual concert at the Carlsbad
Community Church on Saturday at 7pm and Sunday at 2pm.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Scheiwe reported that he will be touring Italy in the summer.
Commissioner Guthrie will be going to Cuba in the summer, and she also thanked Filsinger for
her efforts on the film festival.
Commissioner Filsinger reported that her images are in the current Black &White publication.
Commissioner Tanha reported that she is taking a class in mosaic and Plein Air. She also
thanked Commissioner Filsinger for her work on the Film Festival and thanked Commissioner
Colvin for her contribution to the Commission for the Arts.
Commissioner Colvin indicated that she is sad that she is unable to continue with the
commission at this time but will stay connected to the arts. She reported that she had an
opening on February 9 at L Street - Hearts for Healing exhibit and that the Arts Alive Banners
unveiling is February 15 at the Cabo Grill. Lastly, Colvin reported that the Oceanside Museum of
Art and the San Diego Museum are collaborating on an artist-in-residence program with Italy.
Commissioner Lueker thanked Commissioner Colvin for her work as a commissioner. He
reported that he may be sitting on a panel discussion in Monterey for the DNA of Creativity
show in an effort to bring awareness to the ocean activities.
