Monday, January 6, 2014
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:05 p.m.
PRESENT: Commissioners Filsinger, Guthrie, Lueker, Scheiwe, Tanha and Thum
ABSENT: Commissioner Colvin
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Lueker led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS

4. APPROVAL OF THE DECEMBER 2. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS LUEKER MOVED AND TANHA SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF DECEMBER 2. 2013. MOTION CARRIED:

S. OLD BUSINESS
A. Strategic Plan: Arts & Culture
Arts Administrator Gilliam reported that staff met with the City Manager regarding the Strategic
Plan: Arts & Culture November 2013 workshop and reviewed the motions and direction
received from the City Council. The initial focus will be on the possibilities with La Paloma
Theatre.
B. Artist/Arts Organization Inventory
Arts Administrator Gilliam reported that the initial scope of the inventory was limited to visual
arts organizations; however, the scope is being expanded to also include performing arts
organizations.

C. Pacific View Elementary School Update
Arts Administrator Gilliam reported that the City made an offer to the Encinitas Union School
District to purchase the Pacific View property.
D. 2014 Encinitas Arts Festival and Student Film Festival
Arts Administrator Gilliam reported on the 2014 Encinitas Arts Festival taking place on March
22, 2014. The subcommittee is meeting tomorrow to update deadlines for the festival. They
are working on a packet to send to the schools.
Commissioner Filsinger reported that the San Diego Film Makers Association has agreed to
sponsor the Student Film Festival. Also, the Museum of Performing Arts does not have time to
get board approval for sponsorship but will be partnering with the City's efforts. Filsinger also
indicated that confirmation is pending for an "A-List" artist/musician to attend the film festival.

E. Percent-for-Art Policy
Arts Administrator Gilliam reported that he recently met with the City's Engineering staff to
discuss coordinating art with city projects and recommends that the ad hoc committee also
meet with the engineering staff.
The goal of creating a Percent-for-Art Policy would be to create a revenue stream for public art
projects.
F. San Diego County Fair Banner Project Ad Hoc Committee
Arts Administrator Gilliam reported that the theme for the 2014 San Diego County Fair is "Fab
Fair (British Invasion)." Preparations are underway for the fair banners. On Saturday, January
11 at 10:00 am, the photo shoot for the 50 banners will take place in the City Hall lobby.
G. Commission Policy Changes
Arts Administrator Gilliam reported that the Council recently approved changes to the Boards,
Commissions and Committees term limits and absences.
H. Scalice Foundation Family Concerts
Arts Administrator Gilliam reported that the Betty Scalice Foundation, in conjunction with the
Coastal Community Foundation, funded four concerts and one ballet, as part of the Scalice
Foundation Family Series which took place in December 2013 at the Encinitas Library. The
events were well attended.

6. NEW BUSINESS
A. Potential site for Public Art: K Street Mini-Park
Arts Administrator Gilliam reported that there is potential to include public art in the
development stage of the K Street mini-park. He will be working with the City's Engineering
staff to determine the requirements to install public art.
B. Commission-Sponsored/Co-sponsored Events at the Encinitas Library
1) Wednesdays @Noon concerts, January 8, 15, 22 ,29
2) Opening Reception: Donn Angel, Jan. 19, 1-4pm
3) Music by the Sea, January 17, 7:30pm
Arts Administrator Gilliam reported that January 2014 marks the third year of the
Wednesdays @Noon concert series.

Arts Administrator Gilliam reported on the January 2014 Arts and Events calendar.

8. REPORTS FROM COMMISSION AND STAFF
Arts Administrator Gilliam reported that at the December 2013 Cultural Tourism Committee
meeting a representative from the County spoke about their "Live Well San Diego" program,
noting that the arts were not included in the planned program. He subsequently met with the
County to further demonstrate the benefits of including arts and culture.
Chair Thum reported that yesterday's First Sunday Concert went very well with an overflowing
crowd in attendance.
Commissioner Lueker reported that he was invited to participate in the Del Lago Academy
Advisory Committee. He was requested to develop a mosaic banner for the DNA for creativity
event in April. Lueker also indicated that he was considering developing a design competition
for Graywater systems to help alleviate the drought issue. He envisions combining
environmental issues associated with the water shortage and water recycling with an art and
engineering event.

Commissioner Tanha reported that she was in Palm Dessert over the holidays and was very
impressed with their downtown area public art. Also, she noted that her property will be
included in the Garden Tour in April.
Commissioner Filsinger reported that her work will be featured in the February issue of the
Black& White magazine.
Commissioner Guthrie reported that she started painting again.
Commissioner Scheiwe thanked Commissioner Tanha for hosting the holiday party.

Chair Thum adjourned the meeting at 6:44 p.m.
