COMMISSION FOR THE ARTS
Monday, November 4, 2013
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:07 p.m.
PRESENT: Commissioners Colvin, Filsinger, Guthrie, Lueker (arrived at 5:17
p.m.), Scheiwe, Tanha and Thum
ABSENT: None.
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Filsinger led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF THE OCTOBER 7. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS SCHEIWE MOVED AND FILSINGER SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF OCTOBER 7. 2013. MOTION CARRIED:

S. OLD BUSINESS
A. Strategic Plan: Arts & Culture
Arts Administrator Gilliam reported on the Arts and Culture Planning Session as part of the
City's Strategic Plan. The meeting is November 6, 2013 at 6:00 p.m. in the Encinitas Community
Center. The public is welcome to attend.
5:17 p.m. Commissioner Lueker arrived.
The City Council developed three goals for this focus area:
1) Historic Preservation

2) Arts Programs
3) Arts Venues/Facilities
These goals will be discussed and further refined by Council. Additionally, guest speakers
involved in arts programming will address the Council.
B. Pacific View Elementary School Update
Arts Administrator Gilliam reported that the Council has met in Closed Session on several
occasions to discuss the potential purchase of the Pacific View Elementary School site. No
reportable action has been disclosed.
C. 2014 Encinitas Arts Festival
Arts Administrator Gilliam reported that the 2014 Encinitas Arts Festival is scheduled for March
22, 2014 from 10 am to 2pm. Some of the elements being planned for the event include: a dance
stage, hands on workshops, a music and theater stage, student art exhibit, student film festival,
drum circle and food truck vendors.
Commissioner Filsinger reported on the Student Film Festival Workshop being held prior to the
festival. Junior Division films and awards will be at the Encinitas Arts Festival; Senior Division
films and awards will be at La Paloma Theater in April 2014.
D. 2013/14 Work Plan
Arts Administrator Gilliam reviewed the FY13/14 Commission Work Plan. He reported that a
new column has been added to the document to reflect current status/completed items.
6. NEW BUSINESS
A. Site Visit: Santa Ana Artists Village
Commissioner Tanha reported on the site visit to the Santa Ana Artists Village. The
commissioners were able to tour the Grand Central Art Center which included artists-in-
residence apartments, studios, galleries, mixed-use businesses, and the Orange County Center
for Contemporary Art, and attend the monthly Open House. There was a Dia de los Muertos
street fair taking place as well.
B. Artist /Arts Organization Inventory
Arts Administrator Gilliam reported that the Inventory document was not complete but plans to
present it at the next meeting.
C. 2014 Visual Art Program
This item was discussed under agenda item SD - 2013/14 Work Plan.

D. Proposal for a Donation of Art to the City
Arts Administrator Gilliam reported that Mr. and Mrs. Bechtel have four historic photographs of
Encinitas that they would like to donate to the City. Commission discussion ensued.
ACTION:
COMMISSIONERS THUM MOVED AND TANHA SECONDED TO RECOMMEND TO
COUNCIL THE ACCEPTANCE OF THE DONATION OF ART TO THE CITY. MOTION
CARRIED: AYES: COLVIN, FILSINGER. GUTHRIE, LUEKER. SCHEIWE. TANHA AND
THUM: NAYS: NONE: ABSENT: NONE: ABSTAIN: NONE.
E. Holiday Party
Commissioners discussed holding a Holiday party. Commissioner Tanha offered to open her
home to the party on Sunday, December 8, 2013 from 3:00-7:00pm.
F. Commission-Sponsored/Co-sponsored Events at the Encinitas Library
1) Wednesdays @Noon concerts, November 6, 13, 20, 27
2) Music by the Sea concert, November 15, 7:30pm
3) Artist Demonstration, Misti Washington Gourd and Basket Guild, Sunday, Nov. 17, 1-3pm

Arts Administrator Gilliam reported on the Encinitas Arts & Events Calendar for November
2013.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Guthrie reported that there was a job opportunity to head up the art
programming at the airport.
Commissioner Tanha reported that the Santa Ana Artist's Village visit was very nice.
Commissioner Colvin reported that the Contemporary Art Fair takes place this weekend and her
reception is Friday night.

Commissioner Lueker reported that he would be creating a mural sign for the DNA of Creativity
project.
Commissioner Thum reported that the Moonlight Beach Ukulele Strummers are holding a
holiday concert at the library on December 1 2013.
Arts Administrator Gilliam reported on the upcoming fundraiser for the Surfing Madonna now
located on the side of Leucadia Pizzeria.
