Monday, October 7, 2013
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at S:04 p.m.
PRESENT: Commissioners Colvin, Filsinger, Guthrie, Lueker, Scheiwe,Tanha and Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Guthrie led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF THE SEPTEMBER 9. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS SCHEIWE MOVED AND FILSINGER SECONDED TO APPROVE THE MINUTES
OF THE REGULAR MEETING OF SEPTTEMBER 9. 2013 MOTION CARRIED: AYES: COLVIN,
FILSINGER GUTHRIE LUEKER SCHEIWE TANHA AND THUM• NAYS: NONE: ABSENT: NONE:
ABSTAIN: NONE.
5. OLD BUSINESS
A. Site Visit: GLOW Santa Monica
The Site Visit had to be cancelled.
The next site visit is the Santa Ana Artist Village on November 2, 2013 at 4pm returning around 9pm.
Commissioners Colvin, Scheiwe, Filsinger and Tanha will join Arts Administrator Gilliam, Mayor Barth
and Dody Crawford.
The City of Beverly Hills just opened a new performing arts center. Mr.Gilliam is looking into a site visit.
B. Art in Bloom Fundraiser
Arts Administrator Gilliam reported on the Art in Bloom event, proposed for the next fiscal year. There
was consensus to table the event for the time being due to time constraints.

C. Strategic Plan:Arts& Culture
Arts Administrator Gilliam reported that the City Council approved a schedule to hold planning sessions
for each of the eight Focus Areas. The Arts & Culture Focus Area is scheduled for November 6, 2013.
Council will hear from City staff, area experts and stakeholders.
Item 6.A. heard next out of order.
6.A. Arts Community Survey
Arts Administrator Gilliam reported that the Arts ad hoc committee met to discuss and develop the draft
Survey that will go out to the community. The survey will help staff determine the arts community's
needs.
5. D. Pacific View Elementary School Update
Arts Administrator Gilliam reported that the Council ad hoc committee has met with the School District
representatives on several occasions to discuss the possible purchase of Pacific View Elementary School.
A site visit took place today, October 7, 2013.
6. NEW BUSINESS
B. 2014 Visual Art Exhibit Applications
Arts Administrator Gilliam reported that Arts Program Assistant Cheryl Ehlers organized and oversaw
the application process. The Visual Art Selection Committee met and juried the applications. Exhibits
will be mounted at three venues, City Hall, Encinitas Library and Encinitas Community and Senior Center.
Arts Administrator Gilliam showed the Commissioners the improved Visual Art page on the City's
website and screened the PowerPoint presentation of artist submissions to the commission.
C. 2014 Encinitas Arts Festival
Arts Administrator Gilliam reported that Commissioner Filsinger is making headway on the Student Film
Festival. The Downtown Encinitas Mainstreet Association is researching the availability of La Paloma.
Numerous film makers are on board for the workshop. An application is being developed for teachers
and students. The festival will take place on March 22, 2014, 10am-2pm.
D. Commission-Sponsored/Co-sponsored Events at the Encinitas Library
Arts Administrator Gilliam reported on the following:
1) Wednesdays @Noon concerts, October 2,9, 16, 23, 30
2) North County Photo. Society exhibit reception, Sunday, Oct. 12, 1-4pm
3) Music by the Sea concert,October 18, 7:30pm

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Guthrie enjoyed the Commissioner Appreciation Dinner and felt much appreciated. Also,
she noted that she enjoyed helping at the last Concert by the Sea. Lastly, she attended Peter Sprague's
concert and was disappointed in the attendance. Commission discussion ensued.
Commissioner Filsinger also enjoyed the Commissioner Appreciation Dinner and has been attending
Wednesdays @Noon concerts.
Commissioner Colvin reported that she attended an "Art Crawl" in Jersey City while on the East Coast and
thought it would be a nice possibility for Encinitas. She also attended the city-sponsored workshop on
artist insurance. She noted that we need to continue to find ways to advertise and promote our events.
Commissioner Tanha reported that she was unable to participate in many events last month due to a
family illness.
Commissioner Lueker was disappointed to miss the Commissioner's Appreciation Dinner.
Chair Thum reported that she attended the Music by the Sea concert and the first of two Peter Sprague
concerts at the SDA Amphitheater. She attended the Commissioner's Appreciation Dinner and mentioned
that the Arts Commission was singled out by the Mayor as, "a very hard working group:' She also
reported that the Coastal Communities Concert Band will hold its Fall concert on Oct. 20, 2013 at 2:00
p.m.
9. ADIOURNMENT
Chair Thum adjourned the meeting at 6:38 p.m.
