1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:08 p.m.
PRESENT: Commissioners Colvin, Filsinger, Guthrie, Lueker, Scheiwe, Tanha and
Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Scheiwe led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS

4. APPROVAL OF THE IULY 1. 2013 MEETING MINUTES

5. OLD BUSINESS
A. FY2013/14 Work Plan
Arts Administrator Gilliam discussed the current FY 2013/14 work plan and noted a possible
change in plans as a result of the Council's Strategic Planning. Arts & Culture is a Focus Area in
the Strategic Plan. As a result, the Arts Commission may need to redirect its attention toward
that effort. The City Manager anticipates that the Commission for the Arts will have a significant
involvement in the process.

B. Public Art Advisory Committee
Commissioner Colvin suggested that the Community Room at the library be renamed to give the
gallery more prestige. The Arts Administrator indicated that this would have to go to the City
Council.
C. 2nd Annual Music by the Sea Concert Series
Arts Administrator Gilliam reported on the upcoming nine concerts as part of the 211d Annual
Music by the Sea Concert series. The first concert is Friday, September 20. Gilliam requested
assistance from the Commission, Thora Guthrie, Francine Filsinger and Judy Thum volunteered.
D. 16th Annual iPalpiti Festival of International Laureates
Arts Administrator Gilliam reported on the 161h Annual iPalpiti Festival in July. The five day
festival was expanded from the previous year. The quality of the concerts was outstanding but
attendance was lower than in 2012. 27 people purchased tickets for the charter bus orchestra
concert in Aliso Viejo.
6. NEW BUSINESS
A. Pacific View Elementary School Update
The City Manager, Mayor Barth and Council Member Kranz are on an ad hoc committee with
Tim Baird and two school board members to work on the possibility of negotiating the purchase
of the Pacific View School site.
B. Arts and Cultural Infrastructure
Heard in conjunction with Item #6C.
C. Strategic Plan: Arts & Culture
Arts Administrator Gilliam reported that at the August 19 council meeting the City Council
directed Arts Administrator Gilliam, with input from the Commission for the Arts and Cultural
Tourism Committee, to develop a needs assessment plan for an arts center (what kind of venues
and facilities are needed, size, purpose, use, etc.). Gilliam requested to form an ad hoc
committee to survey the needs of the arts community. Commissioners Thum, Colvin, Tanha,
Filsinger volunteered to serve.

COMMISSIONERS LUEKER MOVED AND THUM SECONDED TO APPOINT
COMMISSIONERS COLVIN, FILSINGER AND TANHA TO AN AD HOC COMMITTEE TO
DEVELOP A NEEDS ASSESSMENT SURVEY AS DIRECTED BY THE CITY COUNCIL.

D. Site Visits: GLOW Santa Monica. Santa Ana Artist's Village
Arts Administrator Gilliam discussed taking the Commission on field trips to see various arts
events and arts centers. The first trip will be to see "GLOW Santa Monica," an all-night art
festival with public art installations and performances on September 28, 2013. Gilliam would
like the commissioners to experience the event first hand to get ideas on the potential for
bringing an event of this nature to Encinitas.
Commissioners Guthrie, Colvin, Thum and Filsinger noted interest in attending.
The second field trip will be to the Santa Ana Artists Village on November 2. Commissioners
Colvin, Filsinger, Guthrie Scheiwe noted interest in attending.
E. Commissioner Appreciation Dinner, Monday, September 30, 5:3012m
Arts Administrator Gilliam reported that the City will host a Commissioners' Appreciation
Dinner on September 30, 2013. Commissioners are encouraged to attend.
F. Transit Feasibility Study Update
Arts Administrator Gilliam and Commissioner Tanha attended a City meeting regarding the
Transit Feasibility Study. The City is seeking input on the community's transportation needs. In
addition to seeking information, the project will inform the community of transportation
options currently available. The study will also address how to beautify transit stations and
options to serve the community. Additional meetings will be held.
G. Commission-Sponsored/Co-sponsored Events at the Encinitas Library

the library.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Scheiwe attended the iPalpiti festival and made positive comments about it and
the musicians.
Commissioner Filsinger attended the Leucadia Artwalk and heard positive comments about the
event.
Commissioner Tanha reported that Synergy is collaborating with Lawrence Furniture to
showcase local artists. Also, she would like to see a collaboration between art and agriculture.
Commissioner Colvin also attended the Leucadia Artwalk. Council Member Kranz showed his
photography.
Commissioner Lueker reported that he installed a major mosaic at the Del Lago Academy in
August. Also, he may be creating another mosaic in Hawaii.
Commissioner Guthrie reported that she attended the San Diego Artwalk. She suggested that
the arts center also have a culinary arts program.
Arts Administrator Gilliam reported that the San Diego Foundation wants to hold a forum to
inform artists about affordable health care coverage.
