1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:06 p.m.
PRESENT: Commissioners Colvin, Filsinger, Guthrie, Lueker, Scheiwe,Tanha (via
teleconference) and Thum

ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns

Commissioner Colvin led the Pledge of Allegiance.

4. APPROVAL OF THE IUNE 3. 2013 MEETING MINUTES

5. OLD BUSINESS
A. Public Art Advisory Committee
Arts Administrator Gilliam reported that the following individuals have agreed to serve on the
advisory committee: artists Jeffrey Laudenslager, T.J. Dixon, and public art expert Naomi
Nussbaum. Commissioners Lueker and Guthrie are the commission representatives.
B. Community Grant Program Allocations: Arts
Arts Administrator Gilliam reported on the FY13/14 Community Grant Program. Council made
funding allocations on June 19, 2013. Gilliam highlighted the funded organizations in the Arts
category.

C. 161h Annual iPalpiti Festival of International Laureates
Arts Administrator Gilliam reported on the upcoming iPalpiti Festival of International
Laureates. The festival consists of four concerts at the Encinitas library followed by a full
orchestra performance in Aliso Viejo. The musicians come from all parts of the world. To date
34 season passes were sold in addition to individual concerts tickets. Commissioners Thum,
Colvin, Tanha, and Scheiwe volunteered to help with the concerts.
6. NEW BUSINESS
A. Welcome Commissioner Francine Filsinger
Newly appointed commissioner Francine Filsinger was introduced. She is trained in classical
piano and is also an actress, author and fine art photographer.
B. 2013/14 Work Plan Ad Hoc Committee Appointments
Arts Administrator Gilliam reviewed the FY13/14 Work Plan. Commissioner Filsinger indicated
that she is interested in serving on the Advocacy and Performing Arts ad hoc committees.

Item 6E was heard next out of order.
E. Strategic Planning Process, City Manager Gus Vina
City Manager Gus Vina presented the steps taken to date in the development of a Strategic Plan
for the City. The City Council met several times over the last few months to develop the strategic
plan. On July 17, 2013 the Council will review and approve the draft plan they created during
the council workshops. The next step will be to hold community workshops. Once approved, it
will take up to 18 months to implement.
At the Council workshops, eight focus areas were chosen including"Arts & Culture." Under this
focus area, the Council developed three goals:
1) Improve historic preservation

2) Expand arts and performance venues
3) Partner with groups to expand arts and arts venues
The City Manager will be seeking the Arts Commission's participation and expertise on the "Arts
& Cultures" focus area during the community workshops.
C. Appoint Commissioner to Serve as a Stakeholder on the Transit Feasibility Study
Arts Administrator Gilliam reported that the City received grant funding to perform a transit
feasibility study to analyze the needs and interest in expanding transit options including a
transit shuttle service, service routes and alternatives.
It is a one year commitment and the appointee is responsible for providing updates to the
Commission for the Arts. The first meeting is expected to take place in late July/early August.

D. Proposal to Cancel August Commission Meeting

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Scheiwe reported that he was impressed by the James Hubbell exhibit.
Commissioner Guthrie reported that she was also inspired by the Hubbell exhibit. She also
toured the painted electrical boxes in the downtown area.
Commissioner Filsinger indicated that she was very excited to be part of the Commission for the
Arts.
Commissioner Colvin reported that the Sculpture in the Garden and Hubbell exhibit were
excellent. Also, this Saturday night, three Encinitas artists will be featured at the L Street Gallery.
Vice-Chair Lueker reported that he just completed mural work in Hawaii. He also completed the
coral reef mosaic at Paul Ecke Central School. The project was partly funded by the Community
Grant Program. His next project is a mural at the Del Lago Academy (High Tech High) in
Escondido.
Commissioner Tanha reported that she attended the Hubbell exhibit and thought it was very
impressive. Also, there is a book signing this Saturday at 1:30 pm at the library.
Chair Thum reported that she toured cabins in the mountains and saw some unique art. Also,
the Coastal Communities Concert Band will perform a concert in Rancho Santa Fe on
Independence Day.
Arts Administrator Gilliam reported that copies of the Brown Act manual were available for
those who did not receive a copy at the Commissioners' Training.
