1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at S:06 p.m.
PRESENT: Commissioners Colvin,Guthrie, Lueker (via teleconference), Scheiwe,Tanha
and Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam,Commission Secretary Zenns

Commissioner Guthrie led the Pledge of Allegiance.

4. APPROVAL OF THE MAY 6. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS LUEKER MOVED AND SCHEIWE SECONDED TO APPROVE THE MINUTES OF
THE REGULAR MEETING OF MAY 6. 2013. MOTION CARRIED: AYES: COLVIN, GUTHRIE,
LUEKER SCHEIWE TANHA AND THUM9 NAYS: NONE: ABSENT: NONE: ABSTAIN: NONE.
S. OLD BUSINESS
A. Public Art Advisory Committee
Arts Administrator Gilliam reported on the role and purpose of the Public Art Advisory Committee. The
committee is advisory in function and will be comprised of local artists who work in Public Art, regional
public art experts and Commission for the Arts Public Art representatives Lueker and Guthrie. One of the
first activities of the advisory committee will be to review a draft of the proposed Percent for Art Policy
and provide input. Gilliam indicated that the following individuals have agreed to serve on the advisory
committee: artists Jeffrey Laudenslager,,T.J. Dixon,and public art expert Naomi Nussbaum. Other names
were suggested.
B. Civic Arts Program: Adding the Community Center as a Venue for Rotating Exhibits
Arts Administrator Gilliam reported on the addition of the Encinitas Community and Senior Center as a
venue for rotating visual art exhibits. The Parks and Recreation Department manages the center and is

very enthusiastic about the addition of the exhibits. The visual art would be on exhibit for an extended
period of time ranging from three months to one year.
C. 2013 iPalpiti Festival of International Laureates
Arts Administrator Gilliam reported on the 2013 iPalpiti Festival of International Laureates taking place
in July. Tickets are currently on sale. 14 season passes for the five concert series and eight season passes
for the four concert series have been sold. Individual concert tickets are now on sale. 1 Y ul 11 - 14th are
concert dates with the fifth concert on July 21,1.
D. Report: Commissioner Training
Arts Administrator Gilliam reported on the Commissioner Training. The Brown Act was thoroughly
covered,attendees received valuable information and a training manual.
6. NEW BUSINESS
A. Arts Applications, 2013-14 Community Grant Program
Arts Administrator Gilliam reported on the arts applications for the FY2013-14 city of Encinitas and
Mizel Family Foundation Community Grant Program. The evaluation panel met and made
recommendations; the City Council will make allocations on June 19, 2013. There were a total of 59
applications with 30 applications in the Arts category. Of the S9 applicants, 32 were recommended for
funding, 17 were not.The top 13 applicants were recommended to receive 100%of their funding
request.
B. Co-sponsor Opera NEO Cabaret,Aug. 3 and 4, 2013
Arts Administrator Gilliam reported on the progress of after-hours programming at the Encinitas Library
Community Room. Opera NEO will be performing a program of"Cabaret"on August 3 & 4, 2013 at 7:30
p.m. They are seeking to collaborate with the Commission for the Arts for free use of the space for this
first-time event. Long-term, they plan to present a variety of concert programming in Encinitas as their
North County location.

COMMISSIONERS GUTHRIE MOVED AND TANHA SECONDED TO COLLABORATE WITH OPERA
NEO ON THEIR CABARET PERFORMANCE IN AUGUST 2013 AT THE ENCINITAS LIBRARY.

C. Commission-Sponsored/Co-Sponsored Events at Encinitas Library
Arts Administrator Gilliam reviewed the Commission-Sponsored and Co-Sponsored events at the
Encinitas Library, highlighting the following:
1) Wednesdays @Noon concerts,June 5, 12, 19, 26
2) Opening Reception, John and Muffy Peugh exhibit,June 8, 6-8pm
3) Music by the Sea concert: Ceora Winds, Friday,June 14, 7:30pm

Arts Administrator Gilliam discussed the June 2013 Encinitas Arts& Events calendar.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Tanha reported that she attended a performance by Encinitas Ballet at the Sherwood
Auditorium in La Jolla. She also reported that Synergy's next project is working with filmmakers.
Commissioner Colvin reported that she attended the San Dieguito Art Guild Mother's Day Tour and had
the opportunity to tour the Hubble compound which will be the feature of an upcoming article.
Vice-Chair Lueker reported that he is in Hawaii working on a coral reef mosaic project. He also reported
on the Paul Ecke Central School project. The mosaic is completed but needs to installed.
Chair Thum reported on an art school for disabled children that performed for her tom' group while on
vacation in Quito, Ecuador. The children danced and performed a music concert. She noted that two of
the students who played the clarinet were blind.
Arts Administrator Gilliam reported that Encinitas Environment Day is this Sunday, June 9, 2013. The
Arts Division is providing two workshops and a student art exhibit.
