1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:16 p.m.
PRESENT: Chair Thum, Commissioners Colvin, Guthrie, Lueker, Scheiwe, and
Tanha
ABSENT: Commissioner Lemen
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. INTRODUCTION AND WELCOME NEW COMMISSIONER
Chair Thum welcomed newly appointed Commissioner Thora Guthrie. Commissioner
Guthrie provided her background and indicated she looked forward to serving on the
Commission.
3. PLEDGE OF ALLEGIANCE
Commissioner Lueker led the Pledge of Allegiance.

S. APPROVAL OF THE MARCH 4. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS LUEKER MOVED AND COLVIN SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF MARCH 4. 2013. MOTION CARRIED: AYES:
COLVIN LUEKER SCHEIWE TANHA AND THUM: NAYS: NONE: ABSENT: LEMEN:
ABSTAIN: GUTHRIE.
6. OLD BUSINESS
A. REVIEW 2ND ANNUAL ENCINITAS ARTS FESTIVAL
Arts Administrator Gilliam reported on the 2nd Annual Encinitas Arts Festival which took
place on March 9, 2013. The festival went very well with 2 stages of performances, dance
and music, a 600+ exhibit of student art utilizing the City's new art panels, 4 hands-on
workshops and a new partnership with Art Miles mural program for two 12' murals made
by attendees. Unfortunately, attendance was down from the previous year. Gilliam

reported that less lead time impacted festival marketing. Next year's event is scheduled for
March 22, 2014.
7. NEW BUSINESS
A. PROPOSED VISUAL ART AND FLORAL INSTALLATION EVENT
Arts Administrator Gilliam reported that a local organization proposed doing an ikebana
Floral installation in conjunction with one of the City art exhibits at the library in the fall.
The Visual Art Ad Hoc met and reviewed the request. Unfortunately, they determined none
of the fall exhibits were well suited to the project. The Ad Hoc did indicate an interest in a
Floral installation event tied to a visual art exhibit that could include Encinitas Florists,
similar to Arts Alive at the San Diego Museum of Art. The Visual Art subcommittee will
review the item and report back to the full Commission.
B. REVIEW AND APPROVE 2013/14 WORK PLAN
Arts Administrator Gilliam presented the draft FY2013/14 Work Plan. Commission
discussion ensued. Additionally, the commissioners reviewed and updated the Ad hoc
committee assignments.
ACTION:
COMMISSIONERS TANHA MOVED AND COLVIN SECONDED TO APPROVE THE
FY2013/14 WORK PLAN. MOTION CARRIED: AYES: COLVIN, GUTHRIE . LUEKER.
SCHEIWE,TANHA AND THUM: NAYS: NONE: ABSENT: LEMEN: ABSTAIN: NONE.
The approved work plan is attached and incorporated by reference.
C. COMMISSION WORK PLAN PRESENTATION TO COUNCIL, APRIL 10, 2013
Arts Administrator Gilliam reported that Chair Thum would present the Commission for
the Arts FY2013/14 Work Plan to the City Council during the Council meeting on April 10,
2013.
D. PROPOSED VISUAL ART PROTECTS, ENCINITAS COMMUNITY & SENIOR CENTER
Arts Administrator Gilliam reported that plans were being developed to add the Encinitas
Community & Senior Center as a site for changing exhibits as part of the Civic Arts
Program. 2-D exhibits would utilize the City's art panels for 4-6 weeks at a time, and 3-D
exhibits would be installed in 2 glass cases in the main hallway for up to 6 months per
exhibit.

Arts Administrator Gilliam presented the April 2013 Arts and Events calendar.
8. AGENDA ITEMS FOR NEXT MEETING
1. Report on the Commission Work Plan presentation to the Council
2. Report on proposed visual art and Floral installation event
3. Preliminary report on the iPalpiti Festival
9. REPORTS FROM COMMISSION AND STAFF
Commissioner Tanha reported that she is recruiting drummers for a drum circle at next
year's Encinitas Art Festival. Tanha also reported that she had a conversation with Deputy
Mayor Shaffer about the prospect of installing artwork along the railroad underpass.
Commissioner Colvin reported that she is looking forward to the James Hubbell exhibit in
June at the Encinitas Library. Colvin also reported that she attended the grant writing
workshop.
Commissioner Lueker reported that he had 30 students working on mosaics in Escondido.
Also, his next project is the coral reef mosaic which is partially funded by the City's grant
program.
Chair Thum reported that she attended the Music By The Sea concert featuring Andrew
Moses. On Sunday April 28, 2013, the Coastal Communities Concert Band will perform.
This concert is partially funded by the City's grant program.
