Monday, March 4, 2013
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:07 p.m.
PRESENT: Chair Thum, Commissioners Colvin, Lemen, Lueker, Scheiwe, Schmid
and Tanha

ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns

Commissioner Thum led the pledge of allegiance.
3. ORAL COMMUNICATIONS

4. APPROVAL OF THE FEBRUARY 4. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS SCHEIWE MOVED AND LUEKER SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF FEBRUARY 4. 2013. MOTION CARRIED:

S. OLD BUSINESS
A. 2nd Annual Encinitas Arts Festival
Arts Administer Gilliam provided an update on the 2nd Annual Encinitas Arts Festival and
reported on the scheduled performances and workshops. Gilliam noted that art exhibits
will be included in the event, and once the festival was over, they would remain on exhibit
at the Community Center for the remainder of the month as part of a new art exhibit
program.

B. SummerFest. June 15-August 15. 2013
Arts Administer Gilliam reported on Summerfest, the new programming at the Academy.
Summerfest is intended to take place during the school's summer break when the venue is
not being used. Intrepid is scheduled to be artists in residence for two months and hold
youth theater camps. Additional programming is also being planned.
C. After Hours Arts Programming, Encinitas Library
Arts Administer Gilliam reported that since the Facility Attendant was hired for after-hours
arts programming at the library, the City has collected $1,500 in rental fees since January
2013, and averaged five or six programs a month.
D. City of Encinitas and Mizel Family Foundation Community Grant Program
Arts Administer Gilliam stated that the FY2013/14 Community Grant Program applications
are now available. $150,000 is planned for funding in the upcoming fiscal year. The new
applicant workshop is scheduled for Monday, March 11 from 4:00 to 5:00 pm, and a grant-
writing workshop is scheduled for March 18 from 2:00 to 5:00 pm. Both workshops will
take place at the Encinitas Library.
6. NEW BUSINESS
A. Appoint a Commissioner to Serve on the Grant Evaluation Panel for the 2013/14
City of Encinitas and Mizel Family Foundation Community Grant Program
Arts Administer Gilliam reported that each of the City commissions is appointing a
commissioner to serve on the FY13/14 Community Grant Program evaluation panel. The panel
will convene on May 20, 2013 to review the applications and make recommendations to the City
Council.

Arts Administer Gilliam reported on the Encinitas Arts & Events for March 2013.
D. Farewell to Commissioner Schmid
Chair Thum announced that Commissioner Schmid's term concludes next month and she would
not be re-applying for a second term due to a busy schedule. The commission thanked
commissioner Schmid for her service to the City and the community.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Schmid reported that she applied for a Community Enhancement Grant through
the County. She will also be applying for a City community grant. Lastly, Schmid reported that
she is working with the Arts Alliance Foundation and the schools to promote dance.
Commissioner Colvin reported that the Kids College (city community grant project) was having
difficulty getting started but is now ready to kick off the Coral Reef art program. Colvin also
reported that we may have access to the Hubble art exhibit at the Library.
Commissioner Tanha noted that there is an increasing need for live/work housing for artists in
our community. Tanha also reported that the Synergy Art Foundation's fundraiser is in the final
planning stages.
Commissioner Scheiwe continues to play and perform music.
Commissioner Lueker reported that in addition to the Kids College program, he is working on a
3D sculpture project with students. Also, he is gearing up for a project with a new high school in
Escondido.
Chair Thum encouraged everyone to become a member of the Friends of the Encinitas Library.
She also noted that the library is sponsoring an electronics recycling event to help raise funds
for the library.
