1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:07 p.m.
PRESENT: Chair Thum, Commissioners Colvin, Lemen, Lueker, Scheiwe, Schmid
and Tanha
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Lemen led the pledge of allegiance.
3. ORAL COMMUNICATIONS
Evan Bollinger, District Representative for Supervisor Dave Roberts, spoke about the
County Supervisors' Community Enhancement Program. The supervisors are currently
seeking applicants for funding. Applications are available on the County's website.
4. APPROVAL OF THE IANUARY 7. 2013 MEETING MINUTES

MINUTES OF THE REGULAR MEETING OF JANUARY 7. 2013. MOTION CARRIED:

5. OLD BUSINESS
A. Report: Arts Organization Meeting Ianuary 14, 2013
Arts Administrator Gilliam reported on the Arts Organization meeting which took place on
January 14, 2013. Mayor Barth opened the meeting and welcomed the attendees. The meeting
was well attended by various artists from throughout the City. Participants left excited about
the future vitality of the Arts in Encinitas.

B. Introduction of Arts Program Assistant and Facility Attendant
Arts Administrator Gilliam introduced Cheryl Ehlers who was recently hired as the Arts
Program Assistant who will work alongside Gilliam in administering the various arts programs
handled in the City Manager's office.
A Facility Attendant for after-hours arts events in the Community Room at the Encinitas Library
was also hired but unable to attend tonight's meeting.
C. 2nd Annual Encinitas Arts Festival
Arts Administrator Gilliam provided an update on the plans for the 2„d Annual Arts Festival
scheduled for Saturday, March 9 at the Encinitas Community and Senior Center. An Entry
Form/Application has been developed and is available for participants. The deadline to submit
the Entry Form is February 151h.
6. NEW BUSINESS
A. SummerFest. lune 15-August 15, 2013
Public Speaker: Jim Reeves, representing Eagle and Snake Records, spoke about a proposal he
presented to the principal of the San Dieguito Academy for programming at the San Dieguito
Performing Arts Center.
Arts Administrator Gilliam suggested that proposals be vetted to the Academy Foundation to
ensure that the proposed programs are amenable to school authorities.
B. 2013 City of Encinitas and Mizel Family Foundation Community Grant Program
Arts Administrator Gilliam provided an update on the 2013 Community Grant Program.
Applications will be available on March 4, 2013. $150,000 in grant funding will be awarded this
fiscal year.
In addition to the release of the grant application, the Hand to Hand Foundation is offering a free
grant writing workshop for nonprofits on March 18, 2013 at the Encinitas Community Library.
C. Arts Venue Update
Arts Administrator Gilliam reported that after-hours arts programming is now available in the
Encinitas Library Community Room. The Reservation Application has been revised to include
options and conditions for"After Hours Arts Programs."

Arts Administrator Gilliam presented the Encinitas Arts & Events calendar for February 2013.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Schmid reported that she is taking a dance course to fulfill requirements for a
dance degree. Also, she will be participating in a Belly Dance of the World competition next
weekend. Lastly, the Arts Alive Banners unveiling is taking place on February 161H
Commissioner Scheiwe is celebrating his birthday today.
Commissioner Lemen reported that he is also back in school to learn music production.
Commissioner Colvin reported that she attended the Canon Galleries opening and visited the
Oceanside Museum and in doing so she realizes the possibilities for Encinitas. She also noted
that the L Street Gallery in the San Diego Gaslamp area is holding a reception for their current
exhibit which includes art by Cheryl Ehlers. The juried show is February 24, 2013.
Commissioner Tanha reported that she is working on the Fundraiser by Synergy and Visual Arts
to benefit Feeding America.
Commissioner Lueker reported that he is working on a proposal for science/art teacher
workshops in Hawaii on how to make coral reef murals. He is also working on three additional
coral reef mural workshops including the City grant-funded Kids College.
Chair Thum reported on the February 151 Sunday Music Series. Synchronicity performed with
approximately 130 people in attendance.
Arts Administrator Gilliam reported that the Cardiff Kook Run took place over the weekend with
over 2400 participants. Some of the proceeds will go toward the Cardiff School and the
landscaping project at the Cardiff State Beach Park area. Gilliam also noted that over the
weekend the "tiki man" at Swami's was dressed up as a mushroom.
