Monday, January 7, 2013
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:06 p.m.
PRESENT: Chair Thum, Commissioners Colvin, Lemen, Lueker, Scheiwe,
Schmid (arrived at 5:09 pm) and Tanha
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Colvin led the pledge of allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF DECEMBER 3. 2012 MEETING MINUTES
ACTION:
COMMISSIONERS TANHA MOVED AND COLVIN SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF DECEMBER 3, 2012. MOTION
CARRIED: AYES: COLVIN, LEMEN, LUEKER, SCHEIWE, TANHA AND THUM:
NAYS: NONE: ABSENT: SCHMID; ABSTAIN: NONE.
Commissioner Schmid arrived at 5:09 p.m.
5. OLD BUSINESS
A. EVALUATION: ENCINITAS ARTISTS HOLIDAY ART SALE
Arts Administrator Gilliam reported on the Encinitas Artists Holiday Art Sale which took place on
December 8 and 9, 2012 at the Encinitas Library. Of the 20 artists who participated in the event only
one reported poor sales.
Plans for 2013 are already underway and scheduled for two weekends: November 16 and 17, 2013
and December 7 and 8, 2013.

ACTION:
COMMISSIONERS COLVIN MOVED AND TANHA SECONDED TO MOVE
FORWARD WITH THE ENCINITAS ARTISTS HOLIDAY ART SALE IN 2013 AND TO
SET A $100 FEE FOR EARLY-BIRD REGISTRATION, PER WEEKEND, AND A $125
FEE AFTERWARD. MOTION CARRIED: AYES: COLVIN, LEMEN, LUEKER,
SCHEME, SCHMID, TANHA AND THUM; NAYS: NONE; ABSENT: NONE;
ABSTAIN: NONE.
B. UPDATE: ARTIST STUDIOS, LEICHTAG PROPERTY
Arts Administrator Gilliam reported that the Ecke property was recently sold to the Leichtag group.
The Leichtag group showed interest in providing their barns to local artists as an "Artist Colony."
However, the property is zoned as agricultural use and would require re-zoning permit approvals by
the City and the California Coastal Commission. Gilliam indicated that staff would look into options.
C. ARTS ORGANIZATION MEETING, MONDAY, JANUARY 14, 7:00 PM
Arts Administrator Gilliam reported that the Arts Organization meeting is scheduled for Monday,
January 14, 2013 in the Encinitas Library Community Room. 70 people have submitted an RSVP to
attend the meeting. Topics for discussion include: The 2"d Annual Encinitas Arts Festival,
SummerFest, after-hours arts programming at the Encinitas Library, Arts Advocacy for a City
theater/arts venue, the City's Arts & Events weekly e-blast, and the Community Grant Program.
Commissioner Schmid offered to arrive early to help set up.
D. CITY COUNCIL WORK PLAN PRESENTATION
Arts Administrator Gilliam reported that the City Manager would like each commission to present their
work plans to the City Council during an upcoming Council Meeting (date to be determined).
6. NEW BUSINESS
A. REVIEW DRAFT PROCLAMATION IN TRIBUTE TO RAVI SHANKAR
Arts Administrator Gilliam reported a request was made to draft a proclamation in tribute to Ravi
Shankar; however, the request has since been withdrawn.
B. 2013 ARTS PROGRAMS, ENCINITAS LIBRARY
Arts Administrator Gilliam reported that interviews for the Arts Program Intern and the After-hours
Facility Attendant at the Encinitas Library are scheduled to take place on Wednesday, January 9,
2013.
C. 2013 COMMISSION MEETING SCHEDULE
Arts Administrator Gilliam presented the 2013 Commission for the Arts meeting schedule.
D. ARTS VENUE UPDATE
Commissioner Schmid reported that she recently toured the new performance space at Seacrest
Village off Saxony Road. The facility has a small stage with good lighting, sound and seating for 200.
Schmid indicated the venue is suited for performances not requiring a large stage.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Thum thanked Commissioner Tanha for hosting the holiday party for the
commissioners.
Commissioner Lueker reported that he will be doing a week long class in Hawaii to study climate
change and to make a mosaic of the coral reef.
Commissioner Tanha reported that she is working on a Synergy Art Foundation fundraiser at the
Feeding America site.
Commissioner Colvin reported that: 1) She recently met with Jim Farley with Leichtag; 2) The
Encinitas Banners unveiling is February 16 at the Cabo Grill site; and 3) She attended an art exhibit
opening last Saturday with local artists.
Commissioner Lemen reported that he is working on two projects: 1) Artworks integrated with
Augmented Reality Technology; and 2) In conjunction with the Virginia Commonwealth, a week-long
art seminar which would be filmed live for a documentary.
Commissioner Schmid suggested that a commissioner introduction page or section be incorporated
into the City's Commission for the Arts webpage so they and the public can become more familiar
with each commissioner's areas of interest and accomplishments. Also, she reported on her work
with students at Paul Ecke Central to paint an Arts Alive banner.
Arts Administrator Gilliam noted that February 23, 2013 is the 5h anniversary of the Encinitas Library.
The San Diego County Library is organizing a celebration.
