1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:11 p.m.
PRESENT: Commissioners Colvin, Filsinger, Guthrie, Lueker, Scheiwe, Tanha and
Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Chair Thum led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS

4. APPROVAL OF THE NOVEMBER 4. 2013 MEETING MINUTES
ACTION:
COMMISSIONERS LUEKER MOVED AND TANHA SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF NOVEMBER 4. 2013. MOTION CARRIED:

5. OLD BUSINESS
A. Strategic Plan: Arts & Culture
Arts Administrator Gilliam reported on the November 6, 2013 Strategic Planning Session Focus
Area: Arts & Culture. He indicated that the Council gave direction and made "Intent Motions" for
each of the three outlined goals.
B. Artist/Arts Organization Inventory
Arts Administrator Gilliam indicated that the City will be conducting an Artist/Arts Organization
Inventory.

C. Pacific View Elementary School Update
No reportable action.
D. 2014 Encinitas Arts Festival and Student Film Festival
Arts Administrator Gilliam reported on the 2014 Encinitas Arts Festival taking place on March
22, 2014. The entry form for the Student Artistic Achievement Showcase is now available. The
festival will include a student art exhibit, performances, and a student film festival.
Commissioner Filsinger reported that a website was being developed and she anticipates that it
will be ready next week.
E. Commission Holiday Party, Sunday December 8. 3-7pm
The Commission Holiday Party is scheduled for Sunday, December 8 at Commissioner Tanha's
home.
6. NEW BUSINESS
A. Percent for Art Policy, Public Art Ad Hoc Committee
Arts Administrator Gilliam reported that the Public Art ad hoc committee recently met to review
and discuss public art policies from other organizations. Commissioner Lueker suggested that
the community be surveyed to determine the level of support for a "Percent for Art" program.
B. Commission Policy Changes
Arts Administrator Gilliam reported that the Council approved changes to the Boards,
Commissions and Committees policy. He highlighted the addition of Terms and Term Limits to
the policy.
C. Scalice Foundation Family Concerts
Arts Administrator Gilliam reported that the Betty Scalice Foundation, in conjunction with the
Coastal Community Foundation, funded the Scalice Foundation Family Series taking place in
December 2013 at the Encinitas Library.
D. 2014 San Diego County Fair Banners: Fab Fair (British Invasion)
Arts Administrator Gilliam reported that the theme for the 2014 San Diego County Fair is "Fab
Fair (British Invasion)." Preparations are underway for the fair banners.

E. Proposal for a Donation of Art to the City: Patricia Drew
Arts Administrator Gilliam reported that Patricia Drew has offered to donate her photograph
collection currently hanging in City Hall. Discussion ensued.
Commissioners recessed to view the photographs at 6:26 pm and reconvened at 6:28 pm.
Commission consensus to not accept the photograph collection.
F. Commission-Sponsored/Co-sponsored Events at the Encinitas Library
1) Wednesdays @Noon concerts, December 4, 11, 18
2) Opening Reception: Artie Mattson exhibit, Tuesday, Dec. 10, 5-7pm
G. 2014 Meeting Dates
The proposed 2014 schedule for the Commission of the Arts meeting was discussed.

Arts Administrator Gilliam reported on the December calendar.

B. REPORTS FROM COMMISSION AND STAFF
Commissioner Scheiwe reported that he is working on an aqua-scape project.
Commissioner Guthrie reported that she visited farmers' markets and art shops during her
recent travels.

Commissioner Filsinger reported that she is working on a joint project with the Oceanside
Museum of Art. Also, the Oceanside Museum of Art has agreed to sponsor the student film
festival. Lastly, Filsinger indicated that she was working on a project with Manuelita Brown.
Commissioner Colvin reported that over the weekend she attended the San Dieguito Art Guild's
Art Fair and the Seaside Bazaar Art Fair.
Commissioner Tanha reported that she is excited to host the commissioners' holiday party. She
also indicated that she was in New Orleans recently and was disappointed with the art scene, as
it was very commercialized.
Commissioner Lueker reported that he visited Death Valley.
Chair Thum reported that the Coastal Communities Concert Band was holding their annual
Holiday concert on Sunday, December 8 benefitting Meals on Wheels.
Arts Administrator Gilliam reported that on Saturday evening Theater Arts West is holding a
play and visual art combination performance. Also, he had meetings with dance groups about
possibilities of bringing dance performances to our community.
