COMMISSION FOR THE ARTS
Monday, October 1, 2012
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:03 p.m.
PRESENT: Chair Thum, Commissioners Colvin (via telephone), Lemen,
Lueker, Scheiwe, Schmid and Tanha
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Scheiwe led the pledge of allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF SEPTEMBER 10, 2012 MEETING MINUTES
ACTION:
COMMISSIONERS LUEKER MOVED AND LEMEN SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF SEPTEMBER 10, 2012. MOTION
CARRIED: AYES: COLVIN, LEMEN, LUEKER, SCHEIWE, SCHMID, TANHA AND
THUMP NAYS: NONE: ABSENT: NONE: ABSTAIN: NONE.
5. OLD BUSINESS
A. Ad Hoc Committee Report: Public Art
Commissioner Lueker reported that the Public Art Ad Hoc Committee recently met with
Jeremy Wright regarding the installation of mosaics throughout the community and was
seeking support of the Commission for the Arts. He further noted that the installation
would be privately funded. Commissioner Lueker noted that the ad hoc committee
suggested to Mr. Wright that he further develop the concept to include a sample
rendering for consideration. Commissioner Lemen suggested that Mr. Wright develop
an end goal.

Lastly, Commissioner Lueker suggested that guidelines, criteria and a critique form be
developed to provide to the artists so their projects and programs could be vetted and
better developed by the artists before they come before the Commission.
6. NEW BUSINESS
A. Holiday Fine Art Sale at the Encinitas Library, Dec. 8 and 9, 2012
Arts Administrator Gilliam presented a report on the upcoming Holiday Fine Art sale at
the Encinitas Library. The event will take place on December 8 and 9, 2012. Sales will
be handled by the artists directly at their booths. Profits from the rental of booths would
benefit the Commission directly.
The Commissioners agreed that "Fine" should be removed from the title and be
replaced with "Handcrafted."
B. FY2012/13 Work Plan
Arts Administrator Gilliam presented the updated FY12/13 Work Plan for the
Commission.
ACTION:
COMMISSIONERS LUEKER MOVED AND TANHA SECONDED TO APPROVE THE
FY12/13 WORK PLAN. MOTION CARRIED: AYES: COLVIN, LEMEN, LUEKER,
SCHEIWE, SCHMID, TANHA AND THUM: NAYS: NONE; ABSENT: NONE:
ABSTAIN: NONE.
C. Schedule Ad Hoc Committee Meetings for FY 2013/14 and FY 2014/15 Work
Plan and Budget
Arts Administrator Gilliam proposed that each ad hoc committee schedule meetings to
develop the FY13/14 and 14/15 Work Plan in conjunction with the budget process.
Meetings were agreed to take place as follows:
Advocacy: Thursday, Oct. 11 at 11:00 a.m.
Arts Education: Monday, Oct. 15 at 8:30 a.m.
Arts Venues: Tuesday, Oct. 16 at 9:15 a.m.
Performing Arts: Thursday, Oct. 18 at 4:30 p.m.
Theatre: Monday, Oct. 22 at 8:30 a.m.
Dance: Tuesday, Oct. 16 at 10:00 a.m.
Public Art: Wednesday, Oct. 17 at 3:00 p.m.
Visual Art: Thursday, Oct. 4 at 2:00 p.m.
D. Commission-Sponsored/Co-sponsored Events at Encinitas Library
1)Wednesdays @Noon Concerts: October 3, 10, 17, 24, 31
2) Music by the Sea: Krechkovsky-Loucks Duo, October 19, 7:30pm

Arts Administrator Gilliam presented the Encinitas Arts & Events in October.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Colvin voiced concems with the Arts Alive Banners program in reference
to the Council's determination to revise the current Banner Policy.
Commissioner Lemen reported that he opened his artist in residency studio.
Commissioner Lueker reported that he enjoyed the Commissioner Appreciation Dinner.
Commissioner Schmid indicated that she too enjoyed the Commissioner Appreciation
Dinner. Also, she noted that she would be performing at Al Gore's restaurant this
weekend.
Chair Thum reported that the Book Festival and Acoustic Showcase Concert is taking
place at the library on October 13, 2012. She also noted that the Coastal Communities
Concert Band was performing on October 14, 2012.
Arts Administrator Gilliam reported on the status of the Pacific View site noting that the
Council decided to not take action on the item until the threat of litigation by the school
district was resolved.
9. ADJOURNMENT
Chair Thum adjourned the meeting at 6:47 p.m.
