2012-09-10 =�. ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, September 10, 2012 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:06 p.m. PRESENT: Chair Thum, Commissioners Colvin, Lueker, Scheiwe, and Schmid (via telephone) ABSENT: Commissioners Lemen and Tanha ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS April Game, representing Art Pulse, spoke regarding the Pacific View Arts Center. Ryan Maher introduced himself indicating that he represented SAID, an art gallery on Highway 101. 4. APPROVAL OF JULY 9, 2012 MEETING MINUTES ACTION: COMMISSIONERS LUEKER MOVED AND SCHEIWE SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JULY 9, 2012. MOTION CARRIED: AYES: THUM, COLVIN, LUEKER, SCHEIWE AND SCHMID; NAYS: NONE; ABSENT: LEMEN and TANHA; ABSTAIN: NONE Item 6A was heard first out of order. 6A. Review of the Brown Act, City Attorney City Attorney Greg Luisitana provided an overview of the Brown Act, otherwise known as the "Open Meeting Act," as it pertains to the Commission for the Arts and its Commissioners. 5. OLD BUSINESS A. Ad Hoc Report: iPalpiti Music Festival, July 12-15, 2012 Arts Administrator Gilliam reported on the iPalpiti Music Festival which took place July 12 — 15, 2012. The event was a huge success with high interest from the community. Over 600 tickets were sold. The group would like to participate in the festival again next year and include their full orchestra. The next festival is currently scheduled for July 11 — 14, 2013. A search for a larger venue is underway. 09-10 2012 Arts Commission Meeting Minutes 1 of 3 1 B. Encinitas Alliance for Arts Education. New Director Search Arts Administrator Gilliam reported that a search for a new Director for the Encinitas Alliance for Arts Education is underway. C. March Timeline and Preliminary Planning for 2013 Encinitas Arts Festival Arts Administrator Gilliam reported that the committee was considering the ideal timeframe for the 2013 Encinitas Arts Festival. March 16, 2013 is the tentative date to take place at the Community Center. The event will be planned as a four hour event. Activity committees will be formed soon. 6. NEW BUSINESS B. New Commission Timeline for Goal Setting and Work Plan Arts Administrator Gilliam presented a revised timeline for the Commission for the Arts goal setting and development of the work plan for FY13/14 and FY14/15. ACTION: COMMISSIONERS SCHEIWE MOVED AND COLVIN SECONDED TO APPROVE THE NEW COMMISSION TIMELINE FOR GOAL SETTING AND DEVELOPING THE FY2013/14 AND FY2014/2015 WORK PLAN. MOTION CARRIED: AYES: THUM, COLVIN, LUEKER, SCHEIWE AND SCHMID; NAYS: NONE: ABSENT: LEMEN and TANHA; ABSTAIN: NONE C. Review and Update: FY2011/12 Approved Work Plan Arts Administrator Gilliam provided a status update on the current FY2011/12 work plan. D. Commission Sponsored/Co-sponsored Events at the Encinitas Library 1) Opening Reception, Bob Hord and Dave Pike exhibit, Sat., September 1, 2:00pm 2)Wednesdays @Noon concerts, September 5, 12, 19, 26 3) Playwright's Forum, Monday, September 10, 7:30pm 4) Music by the Sea: Chika Inoue, saxophone, Friday, September 14, 7:30pm 5) Discussion: John Santuccio, Life and Music of George and Ira Gershwin, Sat., Sept. 29, 2:00pm E. Encinitas Arts & Events Calendar, September, 2012 Arts Administrator presented the Encinitas Arts & Events Calendar for September 2012. 7. AGENDA ITEMS FOR NEXT MEETING a. Proposed Work Plan b. Public Art Ad Hoc Committee Report c. Goal Setting 8. REPORTS FROM COMMISSION AND STAFF Commissioner Lueker reported that he recently met with Mark Patterson. The non-profit group has remaining funds from the relocation of the surfing Madonna mosaic and is considering working with Art Pulse on the Pacific View Art Center. 09-10 2012 Arts Commission Meeting Minutes 2 of 2 Commissioner Colvin reported that two Encinitas glass artists are exhibiting in San Diego. Also attended the recent Full Moon Poetry Slam. Lastly, she wrote an article on Cheryl Ehlers for the Coast News. Commissioner Schmid reported that Bob Hord painted the shed for the Children's Garden at Quail Botanical Gardens. Chair Thum reported that the Coastal Communities Band Concert will perform in October. 9.
