1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at: 5:05 p.m.
PRESENT: Chair Thum, Commissioners Colvin, Lemen, Scheiwe, and Tanha
ABSENT: Commissioners Lueker and Schmid
ALSO PRESENT: Arts Administrator Gilliam, Brandi Lewis for Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Lemen led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
April Game with Art Pulse discussed the status of the community art center targeted for the Pacific View
Property in Encinitas.
4. APPROVAL OF JUNE 4, 2012 MEETING MINUTES
ACTION:
COMMISSIONERS SCHEIWE MOVED AND TANHA SECONDED TO APPROVE THE MINUTES OF THE
REGULAR MEETING OF JUNE 4, 2012. MOTION CARRIED:. AYES: THUM, COLVIN, LEMEN,
SCHEIWE, AND TANHA; NAYS: NONE: ABSENT: LUEKER AND SCHMID: ABSTAIN: NONE
5. OLD BUSINESS
A. Ad Hoc Report: Proposed Encinitas Street Art Event 2012 by David Ross
Arts Administrator Gilliam reported that the subcommittee is pursuing options and locations for street art and
wall murals. He contacted the Downtown Encinitas Mainstreet Association (DEMA) to work with the
downtown businesses to locate wall space. There is a new mural on Third Street and the response from
neighbors has been positive.
B. Ad Hoc Report: iPalpiti Music Festival, July 12-15, 2012
Arts Administrator Gilliam reported on the iPalpiti Music Festival to be held on July 12-15, 2012. Carolyn
Cope would be hosting the artists. The Friends of the Encinitas Library donated $1,200 towards the festival
and are working to coordinate sponsorships, ticket sales, and event details. The music critic at the San
Diego Union Tribune has been giving good coverage. The iPalpiti orchestra will be at Disney Concert Hall in
L.A. on July 28. Jim reported he was still looking for volunteers to help with the Encinitas concerts.

C. FY2012113 Community Grant Program Allocations
Arts Administrator Gilliam reported on the council-approved Community Grant Program allocations for
FY2012/13. Several applicants were fully funded with 60% of the grantees receiving 80% or more of their
funding request. Jim noted that 15 applicants were not funded this year. Copies of the rating sheets were
provided to the applicants, including comments regarding scores. Information is available on the city
website.
6. NEW BUSINESS
A. 2010 Arts & Economic Prosperity Report, April Game, Art Pulse
April Game reported that Art Pulse participated in the Americans for the Arts 2010 Arts & Economic
Prosperity study, a national report on the impact of the non-profit arts on economic generation and job
creation. She stated that for 2010 the San Diego economic impact of the non-profit arts was over$665
million and 20,374 full time equivalent jobs (not inclusive of Universities).
April discussed the economic impacts of small and medium sized non-profit organizations and stated that
local residents typically spend $40/pp and non-residents spend $60/pp, excluding admission costs. Cultural
travelers tend to spend more money in general and more than sports enthusiasts. The report is available on
the Art Pulse website.
B. Report: American's for the Arts Convention
Arts Administrator Gilliam discussed the highlights of the American's for the Arts Convention. The focus was
on the 2010 Arts & Economic Prosperity Report. He stressed that educator budgets should not eliminate the
arts and discussed an arts education report which showed a correlation between having one art class
through high school resulted in up to 80% higher SAT test scores. Information can be found on the
American's for the Arts website.
C. Encinitas Alliance for Arts Education, New Director Search
Arts Administrator Gilliam reported that Victoria Sanders reviewed the applicants. Interviews are scheduled
with two potential candidates. A recommendation will be forwarded to the California Alliance for Arts
Education. The director position needs to be filled by September.

Arts administrator Gilliam reported that a new LED lighting system has been purchased and is expected to
be installed by late July, early August in the Community Room of the Encinitas Library.

7. AGENDA ITEMS FOR NEXT MEETING
There will be no meeting in August. Items are for the September meeting:
• Review of the Brown Act with the City Attomey.
• Update from Art Pulse on meetings with various arts groups and community input meeting for Pack
View property.
• Update on street art mural program
• Review of iPalpiti Music Festival

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Scheiwe reported there was an interesting exhibit in Los Angeles at Gallery 1998 called
"There's Always Money in the Banana Stand" featuring Artwork dedicated to the TV show Arrested
Development.
Commissioner Colvin reported there would be an exhibit with reception for works in glass by Encinitas Artists
Deanne Sabeck and Michelle Kurtis Cole the third week in August at L Street Gallery in San Diego.
Commissioner Tanha reported that she attended a recent General Plan Advisory Committee (GPAC)
Meeting as representative for the Arts Commission. Their next meeting is next Monday.
Commissioner Lenten reported the Shapeshifters exhibit featuring artwork by Rick Berry and Vanessa
Lemen will have an opening reception on Monday, July 16th 4:30-7:30 p.m. He will have four additional
instructional DVD's released next month. Copies of the first two DVD's have sold 150,000 copies. His
publications will go into book form, and the blog with free videos will convert to for sale DVD's. They are now
officially an accredited art school and are part of a larger organization called The Art Department.org.
Chair Thum reported that the Coastal Communities Concert Band will team with Coastal Cities Jazz Band for
a concert at the Carlsbad Community Church on Sunday, August 19, at 2 p.m.
Arts Administrator Gilliam reported that he attended the Sculpture in the Garden reception featuring over 23
artists at the San Diego Botanic Garden. Naomi Nussbaum was the curator for the exhibit this year. She is
currently working on a survey of botanic gardens which feature permanent art.
Commissioner Tanha stated she will be absent from the next meeting.
