2012-06-04 ACTION MEETING MINUTES CITY OF ENCINITAS - - COMMISSION FOR THE ARTS Monday, June 4, 2012 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:05 p.m. PRESENT: Chair Thum, Commissioners Colvin, Leman, Lueker, Scheiwe, Schmid, and Tanha ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Vice-Chair Lueker led the Pledge of Allegiance. 3. ORAL COMMUNICATION None. 4. APPROVAL OF MAY 7. 2012 MEETING MINUTES ACTION: COMMISSIONERS SCHEIWE MOVED AND THUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF MAY 7. 2012. MOTION CARRIED: AYES: COLVIN, LUEKER, SCHEIWE, SCHMID, TANHA AND THUM; NAYS: NONE: ABSENT: LEMEN; ABSTAIN: NONE. Commissioner Leman arrived at 5:07 p.m. 5. OLD BUSINESS A. Proposed Encinitas Street Art Event 2012 by David Ross David Ross provided an update to the proposed Encinitas Street Art event in which artists would create murals on the walls of downtown private businesses. He indicated that in order to move forward with the event he was seeking Commission support to approach the business owners, obtain sponsors for supplies, coordinate the artists line up, and help develop the event. Mr. Ross indicated that he was open to ideas including providing a preview of proposed murals, holding the event in conjunction with another event, working with youth to focus their skills towards something positive, and developing an art walk/tour. ACTION: COMMISSION CONSENSUS TO FORM AN AD HOC COMMITTEE CONSISTING OF COMMISSIONERS LEMEN, LUEKER AND TANHA TO WORK WITH DAVID ROSS TO DEVELOP THE STREET ART EVENT. 06-0J-201?Arts Commission,tfeeting,ifinutes.doc Page I of Meeting Minutes of the Commission for the Arts B. iPalpiti Music Festival, July 12-15, 2012 Arts Administrator Gilliam provided a report on the iPalpiti Music Festival scheduled for July 12 — 15, 2012. He noted that the group received funding through the City's FY11/12 Community Grant Program and the Friends of the Encinitas Community Library. Gilliam indicated that he would be working with iPalpiti to develop promotional materials. He will also address pre-sale tickets and look into the possibility of live video and potential streaming on the City's website. ACTION: COMMISSION CONSENSUS TO FORM AN AD HOC COMMITTEE CONSISTING OF COMMISSIONERS SCHEIWE AND THUM TO WORK WITH IPALPITI TO DEVELOP THE FESTIVAL. C. Fee-based Arts Programming Arts Administrator Gilliam proposed that the Arts programming be moved from a Sunday concert series to a Friday night ticketed concert series once a month beginning in August, 2012. Staff is looking into the possibility of developing a paid room attendant to staff the evening events. ACTION: COMMISSIONERS COLVIN MOVED AND LUEKER SECONDED TO PARTNER WITH THE CONSORTIUM OF SO CAL MUSIC PRESENTERS AND PRESENT FRIDAY NIGHT TICKET BASED CONCERT SERIES. D. 2013 Encinitas Arts Festival Plans and Committee Assignments Arts Administrator Gilliam reported that discussions have already begun for a 2013 Encinitas Arts Festival. He proposed that the full Commission provide leadership for the event according to their area of expertise. ACTION: COMMISSIONERS COLVIN MOVED AND LUEKER SECONDED TO HAVE THE COMMISSION FOR THE ARTS PARTICIPATE IN THE DEVELOPMENT OF THE 2013 ENCINITAS ARTS FESTIVAL WITH ALL THE COMMISSIONERS WORKING WITHIN THEIR ASSIGNED AREAS OF EXPERTISE TO PROVIDE LEADERSHIP TO THE EVENT. Arts Venues: SDA Amphitheater Arts Administrator Gilliam reported that he met with Don Cardenas and Sheila Durkin with the San Dieguito Academy Foundation and learned that if arts groups were interested in using the San Dieguito Academy (SDA) theater, amphitheater or gym, they could partner with the SDA Foundation. Encinitas Alliance for Arts Education Arts Administrator Gilliam reported that Sandy Jordan has worked with CA Alliance for Arts Education over the last year as the Local Advocacy Network Coordinator. Ms. Jordan is now moving out of state, so the Alliance is looking for her replacement. C. Commission-sponsored/co-sponsored Events at Encinitas Library 1) Wednesdays @Noon concerts, June 6, 13, 20, 27 2) Recital Series Concert, June 17, 2012 3) Opening Reception, Carol Korfin exhibit, June 24, 2:00-3:30pm Arts Administrator Gilliam reported on the Commission's June events at the Encinitas Library. D. Appoint Commissioner to Serve on General Plan Advisory Committee The General Plan Advisory Committee continues to provide input to City staff on the General Plan Update process; however, the Arts Commission position is vacant. The next meeting is June 18, 2012. ACTION: COMMISSIONERS LEMEN MOVED AND COLVIN SECONDED TO APPOINT COMMISSIONER TANHA TO SERVE ON THE GENERAL PLAN ADVISORY COMMITTEE WITH COMMISSIONER SCHMID SERVING AS THE ALTERNATE. Encinitas Arts & Events Calendar, July, 2012 Arts Administrator Gilliam reported on the Encinitas Arts & Events Calendar in July. 7. AGENDA ITEMS FOR NEXT MEETING 1) Update from the iPalpiti Music Festival Ad Hoc Committee 2) Update from the Public Art Ad Hoc Committee 3) FY2012/13 Community Grant Program Allocations 8. REPORTS FROM COMMISSION AND STAFF Commissioner Schmid reported that she attended the California Ballet's performance of Don Quixote. Also, she performed at the City's Intergenerational Recital at the Community and Senior Center. Commissioner Scheiwe reported on a documentary film screening at UCSD. Commissioner Lueker reported that he recently completed a mosaic at a Rancho Santa Fe elementary school. He also participated in a proposal to the City's Community Grant Program for a mosaic project with sixth graders. Commissioner Thum reported on the EUSD Artistry in Music's 10w Anniversary concert taking place this week at San Dieguito Academy gymnasium. Arts Administrator Gilliam reported that the Community Grant Program Evaluation Panel recently met to review the grant applications for FY2012/13. He indicated that that the City and Mizel Family Foundation have $150,000 in funding available for this next grant cycle. Council will make final allocations on June 20, 2012. Gilliam also indicated that he would be attending the Americas for the Arts Conference in San Antonio later this week. 9.
