1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Arts Administrator Gilliam at 5:02 p.m.

4. APPROVAL OF FEBRUARY 6, 2012 MEETING MINUTES

5. NEW BUSINESS
A. INTRODUCTION OF NEW COMMISSIONERS
Arts Administrator Gilliam welcomed newly appointed commissioners Colvin, Tanha and
Scheiwe. The commissioners introduced themselves.
B. APPOINT COMMISSION CHAIR AND VICE-CHAIR
Arts Administrator Gilliam identified the roles of the Commission Chair and Vice-Chair. After
discussion there was consensus to appoint Commissioner Thum as Chair and
Commissioner Lueker as Vice-Chair of the Commission for the Arts.

C. APPOINT COMMISSIONER TO THE COMMUNITY GRANT PROGRAM EVALUATION
PANEL
Arts Administrator Gilliam provided a brief overview of the Community Grant Program and
identified the need to appoint a commissioner to the Evaluation Panel. He discussed the
expectations and role of the Community Grant Program Evaluation Panelists. Discussion
ensued.

After review of the Commission for the Arts FY11/12 Work Plan, the following ad hoc
committee assignment recommendations were made:

B. REPORT: 1ST ANNUAL ENCINITAS FESTIVAL OF THE ARTS
Arts Administrator Gilliam provided background and an update on the status of the 151 Annual
Encinitas Festival of the Arts — Passport to the Arts. The event is scheduled for May 5, 2012
at the Encinitas Community and Senior Center.
Commissioner Schmid is developing and organizing the performances scheduled on the
dance stage and provided an update on those activities. There will be a wide variety of
styles of performances presented. Many of the ensembles will offer a 1 hour dance
workshop for the public following their performance.
Commissioner Lemen is developing a public art mural/performance art component with San
Dieguito Academy students.
A music and theater stage will be located in the banquet room and scheduled performances
include: The North Coast Singers, Intrepid Shakespeare, California Quartet, and the North
Coast Symphony. REMO Drum, Inc. will oversee a day long Drum Circle in the outdoor
circular area leading to the entrance to the center.
Additional plans for the festival include: Hands-on art workshops and demonstrations; a
student art exhibit; and, food and beverage vendors in the parking lot.
C. REPORT: PUBLIC ART MURAL, ENCINITAS ARTS FESTIVAL
This item was discussed under Agenda Item 6B.
D. AD HOC COMMITTEE REPORT, ARTS EDUCATION
Commissioner Lueker provided a report on Arts Education. He highlighted the recent artist
demonstration/discussion presented by Diane Stacey. Her art is currently being exhibited at
the Encinitas Library.
Commissioner Lueker indicated that access to the Community Room is very limited. The
main challenge for artists is reserving the space because it gets booked very quickly.
Lastly, Commissioner Lueker reported that the March 31 s` Poetry Workshop led by John
Fleming and Cory Taft was well attended with 25 participants. Donna DiBenedetto oversaw
the workshop for the Commission.

E. ENCINITAS ARTISTS MEETING, WEDNESDAY, APRIL 18, 7:00PM
Arts Administrator Gilliam reported that the April 18, 2012 meeting of Encinitas artists was
rescheduled to Wednesday, May 2 at 7:00 p.m. He indicated that local artists have been
invited to attend and hear about City arts programs and upcoming opportunities, and to
develop working relationships and partnerships.
F. COMMISSION SPONSORED/CO-SPONSORED EVENTS AT ENCINITAS LIBRARY
Arts Administrator Gilliam reported on the Commission sponsored and co-sponsored events
at the library.

G. ENCINITAS ARTS & EVENTS CALENDAR, APRIL, 2012
Arts Administrator Gilliam reported on the April Arts and Events Calendar.
7. AGENDA ITEMS FOR NEXT MEETING
A) Recap of the Encinitas Arts Festival.
8. REPORTS FROM COMMISSION AND STAFF
Commissioner Tanha reported on her recent trip to New York City. She visited the
Metropolitan Museum of Art in New York as well as a new museum in SoHo.
Commissioner Colvin reported on the current exhibit at L Street Gallery.
Commissioner Schmid reported that she attended a belly dance showcase in Poway.
Commissioner Thum reported that the Coastal Communities Concert Band is presenting the
Encinitas Pops Concert on Sunday, April 29, 2012.
Commissioner Lueker reported that he will soon be starting a new mosaic class. He is
broadening the scope of his work to include environmental concerns.
