Monday, February 6, 2012
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Heisler at 5:04 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, Lemen, Lueker,
Schmid and Thum
ABSENT: Commissioner DiBenedetto
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Crawford led the Pledge of Allegiance.
3. ORAL COMMUNICATION
None.
4. APPROVAL OF JANUARY 9, 2012 MEETING MINUTES
ACTION:
COMMISSIONERS LUEKER MOVED AND CRAWFORD SECONDED TO APPROVE
THE MINUTES OF THE REGULAR MEETING OF JANUARY 9, 2012. MOTION

Commissioner Lueker arrived at 5:08 p.m.
5. NEW BUSINESS
A. Encinitas Street Art Event 2012 proposal by David Ross
David Ross, owner of HOME, presented a proposal for an Encinitas Street Art event. He
proposed a two or three day event wherein accomplished local and regional mural artists
would collaborate on painting murals on privately owned building walls in the downtown
area. Many building owners have already granted permission to have a mural painted on
their walls. Mr. Ross further indicated that sponsors have shown a high level of interest in
the event so he anticipated that ancillary costs to execute the event would be minimal.
Mr. Ross was seeking the support and input of the Commission for the Arts.

Chair Heisler indicated that the Public Art ad hoc committee would be tasked with working
through the City approval process for murals on privately owned buildings and planning
the event with Mr. Ross. Ross' timeframe was August, 2012.
B. New Concert Series Wednesdays(cDNoon
Arts Administrator Gilliam provided an update on the Wednesdays @Noon concert series
at the Encinitas Library. The concerts have been well attended, ranging from 50 to over
100 people in attendance. Concerts were currently booking into May 2012.
6. OLD BUSINESS
A. Update, Save the Ocean Mosaic
Arts Administrator Gilliam reported that he and Commissioner Lueker recently presented
to the City Council Mr. Patterson's proposal for a temporary loan of the Save the Ocean
mosaic. Council approved the proposal for the placement of the mosaic on State-owned
property. The City would submit a letter to the State requesting their approval.
B. Ad Hoc Committee Report, Arts Education
Commissioner Lueker provided an update report on the FY2011/12 Work Plan for the Arts
Education ad hoc committee.
C. Presentation and report, Commissioner Lemen
a. Arts Festival — Public Art Mural
Commissioner Lemen reported on the Public Art Mural, as part of the 151 Annual Encinitas
Festival of the Arts scheduled for May 5, 2012. The mural would be a performance based
activity in which students from the San Dieguito Academy would create the murals as
bands performed. Commissioner Lemen anticipated the event would cost $500 to
execute. The Community Center is the location for the festival. Arts Administrator Gilliam
recommended that a proposal be prepared and presented to the new Director of Parks
and Recreation Lisa Rudloff.
b. Action Sports Festival Concept
Commissioner Lemen presented a proposal for a one-day event wherein local action
sports figures would demonstrate their skills while artists created artwork. The festival
would be an offshoot of the "X Games" which were developed and originated in Encinitas.
A full report would be presented at a future meeting.

Arts Administrator Gilliam reported on the Commission sponsored and co-sponsored
events for February.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Crawford reported that the Arts Alive Banners were unveiled over the
weekend. She also indicated that the Artists Colony would be seeking assistance with
next year's event.
Commissioner Schmid reported that she and another dancer performed at the Arts Alive
Banner unveiling held at Yogi's Sports Bar.
Commissioner Thum reported that the reception for the piano sponsors was held at
the library. Deputy Mayor Bond formally accepted the piano on behalf of the Friends
of the Encinitas Library. Commissioner Thum also . reported that the Coastal
Communities Concert Band would be performing their 29`" Annual Concert on
February 29, 2012.
