1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:06 p.m.
PRESENT: Chair Thum, Commissioners Colvin, Lemen, Scheiwe, Schmid
(arrived at 5:11 p.m.) and Tanha
ABSENT: Commissioner Lueker
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Tanha led the pledge of allegiance.
3. ORAL COMMUNICATIONS

4. APPROVAL OF NOVEMBER 5, 2012 MEETING MINUTES
ACTION:

MINUTES OF THE REGULAR MEETING OF NOVEMBER 5, 2012. MOTION

5. OLD BUSINESS
A. Approve FY2013/14 and FY2014/15 Work Plan and Budget
Arts Administrator Gilliam reviewed the draft work plan and proposed budget for FY13/14 and
FY14/15.
Commissioner Schmid arrived at 5:11 p.m.

The approved FY13/14 and FY14/15 Work Plan is attached and incorporated by reference.
B. City Council Work Plan Presentation
Arts Administrator Gilliam discussed the budget development and approval process beginning
January 2013. He anticipates that the Commission for the Arts would present to Council its FY13/14
and FY14/15 Work Plan and proposed budget in February 2013.
C. Encinitas Artists Holiday Art Sale, Dec. 8 and 9, 2012
Arts Administrator Gilliam reported on the Encinitas Artists Holiday Art Sale taking place at the library
on December 8 and December 9. There are currently 19 artists signed up. Commissioners Colvin
and Thum agreed to help set up at 8:00 a.m. on December 8.
D. Holiday Party
Chair Thum reported that she cannot hold the Commissioner's Holiday Party at her home.
Commissioner Tanha offered to host the party at her home on December 16 at 4:00 p.m.
6. NEW BUSINESS
A. Proposed Donation to the Encinitas Art Collection by DEMA
DEMA Executive Director Crawford presented a proposed donation of six artworks by artist Jim
McConlogue to the Encinitas Art Collection. The artworks are giclee copies of original oil paintings by
McConlogue. Banners of the images will hang on light posts on Coast Hwy 101 in the downtown.

B. Report: Artist and Community Meetings
Arts Administrator Gilliam reported that he has been in discussions with local art organizations about*
developing SummerFest, a series of concerts, films, plays and performances at the San Dieguito
Academy Performing Arts Center this summer. Arts Administrator Gilliam would coordinate a
planning meeting of arts organizations in January 2013.
C. Artist Studios Project, Leichtaq Property
Arts Administrator Gilliam reported that the Leichtag Foundation is scheduled to close escrow on the
purchase of Ecke Ranch in December. They have an interest in turning the bams into artist studios.
Gilliam will meet with the Planning and Building Department to discuss this option given the
property's AG zoning.

E. Encinitas Arts & Events Calendar, December 2012
Arts Administrator Gilliam presented the Encinitas Arts and Events calendar for December
2012.

8. REPORTS FROM COMMISSION AND STAFF
Commissioner Lemen reported that he recently attended a graffiti demonstration organized by
Persue/David Ross which was very well organized. He also reported that his on-line school is now
accredited and as a result is opening four locations in various countries.
Commissioner Schmid reported that she visited the Leichtag Senior Living Facility. They have a
stage for performances which can be rented for$100 for free events that include facility residents.
Commissioner Colvin reported that Rodney McCoubrey received a Picerne Foundation grant and will
be doing a year-long program for seniors at the Senior Center. Also, the Arts Alive Banners will be
installed in January 2013.
Commissioner Tanha reported that Synergy Art Foundation would be celebrating its 10 year
anniversary and with a celebration at Feeding America located in Mira Mesa.
Chair Thum reported that the Coastal Communities Concert Band held their benefit concert for Meals
on Wheels to a capacity audience.
Arts Administrator Gilliam reported that the Council Elect would be seated on December 11, 2012.
