1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Heisler at 5:02 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, DiBenedetto, Lemen,
Lueker, Schmid (arrived at 5:05 p.m.) and Thum

5. NEW BUSINESS
A. City Council Presentation: FY 2010/11 Accomplishments and FY 2011112
Work Plan
Chair Heisler indicated that she would be presenting the Commission for the Arts FY2010/11
Accomplishments and FY2011/12 Work Plan to the Council at an upcoming City Council Meeting.
B. Sculpture Exhibit Tour, San Diego Botanic Garden
The Commissioners discussed the prospect of taking a tour of the sculpture exhibit at the San
Diego Botanic Garden. Arts Administrator Gilliam will schedule it for November 23, 2011.
C. Commission Float in the Holiday Parade, December 3, 2011
Chair Heisler indicated that the Parks and Recreation Commission was requesting float entries for
the December 3, 2011 Holiday Parade by the various commissions. Discussion ensued.

B. Appoint Ad Hoc Committee, General Plan Update
Arts Administrator Gilliam indicated that the goal of the ad hoc committee for the General Plan
Update would be to: 1) Review arts content and General Plans from other cities; 2) Coordinate all
the information and ideas; and, 3) Package the information into a format that can be presented to
the City's General Plan Update group.

Chair Heisler noted that she was already assigned to the General Plan Update Ad Hoc
Committee, however, additional assistance would be needed to complete the project.
Commission consensus to bring this item back to the Commission at a future meeting to make
appointments to the Ad Hoc Committee after preliminary information is received and the
expectations of the Planning and Building Department are made clear.
C. Commission Sponsored/Co-sponsored Events at Encinitas Library, Nov., 2011
1) Playwrights Forum: The Greek Chorus Play, Monday, Nov. 14, 6:00pm (ETC)

Arts Administrator Gilliam presented upcoming Commission Sponsored/co-sponsored events at
the Encinitas Community Library.
D. Encinitas Arts & Events Calendar, November, 2011
Arts Administrator Gilliam presented the November 2011 Encinitas Arts & Events Calendar.
7. AGENDA ITEMS FOR NEXT MEETING
1) Follow up on the Ad Hoc Committees
2) Ad Hoc Committee report on the proposal for a long term loan of the Save the Ocean mosaic
by Mark Patterson.
8. REPORTS FROM COMMISSION AND STAFF
Commissioner Schmid reported that she visited Beirut, Lebanon for an international dance festival
with instructors from all over the world. She noted that despite the country's economic and
political issues, the arts are not neglected; it is part of the culture. Also, she and her dance troup
are performing at the Fall Festival on November 20'h.
Commissioner Lueker reported that he did a mosaic demonstration and workshop in Fallbrook.
Commissioner DiBenedetto reported that she went to the performance of"Hair" at the San Diego
Civic Auditorium.
Commissioner Lemen reported that he did two visual art workshops last month and would be
doing two more in December.
Commissioner Crawford reported that she was part of a coalition that has formed, "Envision the
View." The goal is to save the Pacific View site for community use.
Commissioner Thum reported that the Coastal Communities Concert Band would be performing
their Annual Holiday Concert on December 4, 2011. The concert will benefit"Meals on Wheels."
Chair Heisler reported that she toured the coast of California and visited many art venues and saw
numerous works of public art.
Arts Administrator Gilliam reported that he met with a Fallbrook library volunteer regarding
mounting visual art exhibits at their new facility.
Gilliam reported on the ArtPlace national grant program that funds major arts redevelopment
projects, similar to what is envisioned at the Pacific View site.
Lastly, Gilliam reported that a concert grand piano has been selected for the Encinitas Library.
