Monday, September 12, 2011
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Heisler at 5:03 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, DiBenedetto, Lemen, Lueker,
Schmid (arrived at 5:13 p.m.) and Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Chair Heisler led the Pledge of Allegiance.
4. INTRODUCTION OF NEW CITY MANAGER GUS VINA
Agenda Item 4 heard next out of order
City Manager Vina thanked the Commission for the time they have invested in serving the
community and noted his appreciation of their efforts.
5. ORAL COMMUNICATION
None.
6. ' APPROVAL OF JULY 11, 2011 MEETING MINUTES
ACTION:
COMMISSIONERS CRAWFORD MOVED AND LUEKER SECONDED TO APPROVE THE MINUTES OF
THE REGULAR MEETING OF JULY 11, 2011. MOTION CARRIED: AYES: CRAWFORD,
. DIBENEDETTO, HEISLER, LEMEN, LUEKER AND THUM: NAYS: NONE; ABSENT: SCHMID;
ABSTAIN: NONE.
Commissioner Schmid arrived at 5:13 p.m.
3. INTRODUCTION OF NEW COMMISSIONER GEORGIA SCHMID
Agenda Item 3 heard next out of order.
Chair Heisler welcomed newly appointed Commissioner Schmid to the Commission.

7. OLD BUSINESS
A. Report: Artwork for the General Plan Update
Arts Administrator Gilliam provided a report on the artwork solicitation_ for the General Plan Update
noting that several proposals were received from local artists.
B. Report: Draft of General Plan Update
Chair Heisler provided a report on the General Plan Update process noting she attends the
committee meetings on regular basis. She indicated the need to appoint an alternate who would
be willing to attend the meetings when she is unavailable.
ACTION:
COMMISSIONERS THUM MOVED AND LUEKER SECONDED TO APPOINT COMMISSIONER
DIBENEDETTO AS AN ALTERNATE TO THE GENERAL PLAN UPDATE COMMITTEE. MOTION
CARRIED: AYES: CRAWFORD, DIBENEDETTO, HEISLER, LEMEN, LUEKER, SCHMID AND THUM;
NAYS: NONE; ABSENT: NONE; ABSTAIN: NONE.
Commissioner DiBenedetto would be attending the October meeting in Chair Heisler's place.
C. Update: Purchase a Grand Piano for the Encinitas Library
Arts Administrator Gilliam provided an update on the purchase of a piano for the Encinitas Library.
Fundraising was successful and resulted in $35,000 available for the purchase. Over 20 pianos have been
considered for purchase; however, none have satisfied the desired requirements.
8. NEW BUSINESS
A. Proposal for a Loan of Public Art: Save the Ocean. Mosaic by Mark Patterson
The following speakers addressed Agenda Item 8A:
Mark Patterson presented a proposal to loan the Save the Ocean mosaic to the City on a long-
term basis. He indicated that he would like to locate the artwork at the Moonlight Beach Entry
where the piece would be visible, not overwhelm the site, and have surrounding space for the
public to gather safely. Mr. Patterson noted that the artwork delivers a worthy message regarding
the ocean and its presence is important to the community. Mr. Patterson sought the Commission
for the Arts support for his proposal to loan his artwork to the City on a long-term basis.
Maureen Gaare spoke in favor of Mr. Patterson's proposal. She indicated that the artwork fulfills
the Parks and Recreation Department's Mission Statement and requested the Commission's
support of the proposal.
Gene Chapo spoke in favor of the proposal noting that Mr. Patterson's artwork would result in a
benefit to the City.
Tony Kranz spoke in favor of the proposal. He agreed that the proposed location would be a
suitable location.

Discussion ensued among the Commissioners regarding the suggested location, the length of the
loan, and the potential for vandalism to the artwork.
ACTION:
THERE WAS COMMISSION CONSENSUS TO APPOINT COMMISSIONERS LUEKER, CRAWFORD
AND LEMEN TO AN AD HOC COMMITTEE TO ADDRESS THE PROPOSAL FOR COUNCIL
CONSIDERATION.
B. Public Art Community Action Plan
Commissioner Lueker presented a report on the Public Art Community Action Plan. He indicated
that CC Hafner & Christina Wilson initially presented to the Commission for the Arts the proposal
to develop a Public Art Community Action Plan. The idea was initiated as a result of the public's
interest in preserving the Save the Ocean mosaic. The goals of the action plan include promoting
public art in the community and facilitating a process to develop public art in the City.
The ad hoc committee would continue to develop the plan and return to the Commission for the
Arts for approval.
C. Commission Information Booth, Encinitas 25th Anniversary, Oct. 1, 2011
Arts Administrator Gilliam reported that the Commission for the Arts would have an information
booth at the City's 25`h Anniversary celebration to be held on October 1, 2011.
ACTION:
COMMISSIONERS SCHMID DIBENEDETTO AND THUM AGREED TO PARTICIPATE ON AN AD HOC
COMMITTEE AND TO FACILITATE THE INFORMATION BOOTH AT THE CITY'S 25 ANNIVERSARY
CELEBRATION.
D. Evaluation of the 2010/11 Commission Work Plan
The Commission reviewed the goals and assignments for the 2010/11 Work Plan. The majority of
the goals in each of the seven areas of interest have been successfully completed.
Chair Heisler indicated that at the October Commission meeting, the 2011/12 plan will be
developed.
E. Commission Sponsored/Co-sponsored Events at Encinitas Library, Sept., 2011
Arts Administrator Gilliam reported on the events scheduled for September 2011, highlighting the
following:
1) Opening Reception, Wendy Gauntlett-Shaw, Saturday, September 3, 2:00-4:00pm
2) Recital Series Concert, Vio-fonik, Sunday, September 18, 2:00pm
3) Opening Reception, Fritz Rothman, City Hall, Wed. September 21, 6:00-8:00pm

Arts Administrator Gilliam reported on the September 2011 Arts & Events Calendar.

10. REPORTS FROM COMMISSION AND STAFF
Commissioner Lueker welcomed Commissioner Schmid to the Commission.
Commissioner DiBenedetto reported that she attended the Poetry Slam held at La Paloma and
thought the talent was amazing with approximately 250 in attendance.
Commissioner Crawford reported that the San Diego Foundation completed a report on artists in
San Diego County. The City of Encinitas was ranked number two in the highest number of concert
artists in the County, according to the report.
Commissioner Thum reported that the Coastal Communities Concert Band was holding their
Annual Fall Concert on October g'".
Chair Heisler reported that she would be out of town in October and unable to attend the next
Commission meeting.
Arts Administrator Gilliam indicated that he participated in a webinar provided by the Western
States Federation. The organization captures public art throughout the nation. The Commission
could provide information to the organization and they would incorporate it into their website.
Gilliam also reported that the City was developing a new website and the Arts will have an
increased presence.
