2011-07-11 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, July 11, 2011 1. CALL TO ORDERIROLL CALL Meeting was called to order by Chair Heisler at 5:04 p.m. PRESENT: Chair Heisler, Commissioners Crawford (arrived at 5:12 p.m.), DiBenedetto, Jacobson, Lemen (via teleconference) and Thum ABSENT: Commissioner Lueker ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner DiBenedetto led the Pledge of Allegiance. 3. ORAL COMMUNICATION Encinitas attorney Anton Gerschler and attorneys from the Paul Hastings law firm who have been assisting Mark Patterson, pro bono, regarding his Save the Ocean artwork, commonly referred to as the Surfing Madonna spoke about the artwork. A foundation was being established to place the artwork in a permanent location and to fund ongoing maintenance. Mark Patterson thanked the Commission for the Arts for the programs they oversee in the City. 4. APPROVAL OF JUNE 6, 2011 MEETING MINUTES ACTION:, COMMISSIONERS THUM MOVED AND LEMEN SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JUNE 6. 2011 WITH THE FOLLOWING CORRECTION: CHAIR HEISLER CALLED THE MEETING TO ORDER. MOTION CARRIED: AYES: DIBENEDETTO, HEISLER, JACOBSON, LEMEN AND THUM: NAYS: NONE: ABSENT: CRAWFORD AND LUEKER: ABSTAIN: NONE. S. OLD BUSINESS A. Call for Entries, Artwork for the General Plan Update Arts Administrator Gilliam presented an update on the General Plan Update and noted the desire of Planning and Building staff to incorporate images of original works of art by Encinitas artists into the first page for each of nine chapters. Commissioner Lemen requested that staff allow the artists to include their website (as a watermark) in their artwork. A Call for Entries would be conducted through the end of August. The call would be open to Encinitas artists only. My Best Friend, Pet Portrait Exhibition Arts Administrator Gilliam provided an update on the upcoming My Best Friend, pet portrait exhibition at the Encinitas Library. More than 250 submissions were received; 55 were accepted by the Curator, Jim Hornung. The Opening Reception would take place on Saturday, July 23 from 5:00-8:00 p.m. Rancho Coastal Humane Society would set up a pet adoption booth and a "kissing" booth. C. Magic Carpet Ride Sculpture Repair and Maintenance Arts Administrator Gilliam reported on the Magic Carpet Ride Sculpture. Repairs were needed due to damage done by the "dressing up" of the sculpture. Repair costs were estimated at $2,000. Artist Matthew Antichevich would perform the repair work and be assisted by Danny Salzhandler. The sculpture would also be power washed, waxed and buffed, and two underground LED light fixtures would replace the broken above ground fixtures, an additional cost of$1,800. The work would be done in July, 2011. 6. NEW BUSINESS A. Public Art Community Action Plan, Christina Wilson, CC Hafner CC Hafner with the Tony Hawk Foundation and Christina Wilson with the Ranch Santa Fe Foundation were undertaking a class project as part of their Master's Degree requirements. They proposed to assist in the development of an Encinitas Public Art Community Action Plan, in collaboration with the Commission for the Arts. Commissioners Crawford, DiBennedetto, and Lemen agreed to participate on the ad hoc committee to develop a Public Art Community Action Plan. Commissioner Lemen indicated he would step down if Commissioner Lueker who is absent from today's meeting wished to participate on the ad hoc. B. Proposal for Temporary Installation of Public Art: Garden Totems Arts Administrator Gilliam presented a proposal for a Garden Totems Temporary Installation of Public Art at the Encinitas Library. The 26 artworks were created by children and adults during a workshop at the Encinitas Environment Day Festival in June. The exhibit would be on view through the end of January, 2012. COMMISSIONERS THUM MOVED DIBENEDETTO SECONDED TO APPROVE THE PROPOSAL FOR A TEMPORARY INSTALLATION OF PUBLIC ART: GARDEN TOTEMS. MOTION CARRIED: AYES: CRAWFORD, DIBENEDETTO, HEISLER, JACOBSON, LEMEN AND THUM; NAYS: NONE: ABSENT: LUEKER; ABSTAIN: NONE. C. SDG&E Policy on Painting Pad-mounted Electrical Transformers Arts Administrator Gilliam reported that SDG&E has a process in place to allow for the painting of utility boxes in business and redevelopment districts. Requests and art designs must be submitted to SDG&E for prior approval. Commissioner Crawford indicated that DEMA would take on the project. D. Review FY2011/12 Comm. Grant Program Evaluation Panel Recommendations Arts Administrator Gilliam provided a report on the arts applications that were recommended for funding as part of the FY2011/12 Community Grant Program. $128,000 was available to non- 07-11-2011 Arts Communon Ateeting Alfnutes do 2 Of 3 Meeting Minutes of the Commission for the Arts profits for community projects and programs with 50% of the funding from the City and 50% from the Mizel Family Foundation. The City Council would make funding allocations during the July 13th Council Meeting. E. Commission Sponsored/Co-sponsored Events at Encinitas Library, July, 2011 Arts Administrator Gilliam highlighted several of the upcoming Commission sponsored and co- sponsored events at the Encinitas Library including the following: 1)Artist Demonstration, Nadine Spier, Basketry, Sunday, July 10, noon-2:00pm 2) Recital Series Concert, Serenitas Duo, Sunday, July 15, 2:00pm 3) Opening Reception, My Best Friend: Pet Portrait Exhibit, Sat., July 23, 5:00-8:00pm 4) Arts Education Workshop, Pysanky, Andrew Powell, Sunday, July 24, noon-4:00pm F. Encinitas Arts & Events Calendar, July, 2011 7. AGENDA ITEMS FOR NEXT MEETING None noted. 8. OPEN DISCUSSION Commissioner Thum noted that she attended the June Recital Series concert at the library and indicated that it was our highest attendance to date, with more than 100 in attendance. Chair Heisler noted she attended the opening event for Sculpture in the Garden exhibit at the San Diego Botanic Garden. 55 artworks by 26 artists are on view through April 2012, including sculptures by several Encinitas artists. 9.
