Monday, June 6, 2011
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Vice-Chair Thum at 5:02 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, DiBenedetto,
Jacobson, Lemen, Lueker, and Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner DiBenedetto led the Pledge of Allegiance.
3. ORAL COMMUNICATION
Carolyn Cope spoke about the Encinitas Song Photo contest and the Art & Food Farmers Market
being developed by Mim Michelove. -
4. APPROVAL OF MAY 2, 2011 MEETING MINUTES
ACTION:

5. OLD BUSINESS
A. Encinitas Library Piano Fund
Arts Administrator Gilliam provided an update on the Encinitas Library Piano Fund. $30,000 has
been raised to date; a search is underway for a Steinway B grand piano. Two consultants are
assisting with the search. Several pianos have been considered, one was evaluated by two
professional tuners; however, their evaluations differed greatly. It was determined not to move
forward with a purchase. The search is ongoing.
B. Ad Hoc Committee, Performing Arts
Commissioner Thum reported that the Performing Arts Ad Hoc Committee met last week and
listened to recordings from several ensembles under consideration for the 2011/12 Encinitas
Library Recital Series.
C. Theater Pad Policy
Arts Administrator Gilliam provided an update on the Theater Pad policy. He indicated that he has
met with the City Manager and staff from other city departments. The Encinitas Ranch Specific

Plan Interim Use Standards allows for the following permitted uses on the Theater Pad: art and
music festivals, fairs, festivals and farmers' market. Staff is working on a policy to bring before the
City Council for their consideration and approval. The Arts Venues Ad-hoc Committee will meet in
June with Mim Michelove to discuss the proposed Theater Pad policy.
6. NEW BUSINESS
A. 2012 Encinitas Festival of the Arts at the new San Dieguito Academy Performing Arts
Center
Arts Administrator Gilliam distributed a list of Encinitas visual, performing and literary arts
organizations, which also includes performance venues, galleries, and major arts events.
Mr. Gilliam reported on the proposed Encinitas Festival of the Arts on Saturday and Sunday, April
28 and 29, 2012 at the new San Dieguito Academy Performing Arts Center. The festival would
feature performances by Encinitas public and private school ensembles and performing arts
organizations —student and professional groups alike.
B. Commission Sponsored/Co-sponsored Events, June, 2011
Arts Administrator Gilliam reported on upcoming Commission sponsored or co-sponsored events:
I. Play: The Violet Hour by Richard Greenberg, Intrepid Shakespeare Company, June 13,
7:00 p.m.
2. Encinitas Library Recital Series: Cabrillo Piano Trio, Sunday, June 26, 2:00 p.m.

Arts Administrator Gilliam reported on upcoming events in June:
1. Sculpture in the Garden at San Diego Botanic Garden. 52 sculptures by 26 artists are
featured in the outdoor exhibit. The opening event is Sunday, June 11, 2011.
2. Gallery Perspectives, an art gallery in the Moonlight Beach Lofts, opening in mid June.
7. AGENDA ITEMS FOR NEXT MEETING
1. SDGBE policy on painting pad-mounted electrical transformers
2. Artwork for the General Plan Update
3. Pet Portrait Exhibit update
8. OPEN DISCUSSION
Arts Administrator Gilliam discussed incorporating artwork in the General Plan Update
document. The document will have 8 chapters, with artwork on the title page of each chapter.
A call for artists would be initiated this summer. The item would be agendized for the July
meeting.
Magic Carpet Ride artist Matthew Antichevich has agreed to wax and polish the bronze
sculpture and repair the wave element that has been bent downward by individuals who have
dressed the statue since it was installed in 2007.

Arts Administrator Gilliam indicated that the City Council approved entering into a contract
with Sculpture Conservation Studio to do testing on the Surfing Madonna mosaic to
determine the feasibility of removing the artwork.
Gilliam noted that the next meeting would take place on July 11 due to Independence Day.
Discussion ensued and there was Commission Consensus to cancel the August meeting.
Commissioner Thum reported on the upcoming Coastal Communities Concert Band's Annual
Spring Concert taking place Sunday, June 12 at 2:00 p.m.
Chair Heisler indicated that she attended The North County Arts & Culture Coalition meeting.
The seven museum and institution members of the coalition are offering a 50% off admission
for the month of June. Passports are available at the Encinitas Library.
Arts Administrator Gilliam noted that SDG&E has a policy which allows their electrical boxes
located in business districts to be painted. The item would be agendized for the July
meeting.
9. ADJOURNMENT
Chair Heisler adjourned the meeting at 6:25 p.m.
