1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Heisler at 5:03 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, DiBenedetto,
Jacobson, Lueker, and Thum
ABSENT: Commissioner Lemen
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns

Commissioner Lueker led the Pledge of Allegiance.

4. APPROVAL OF APRIL 4, 2011 MEETING MINUTES
ACTION:

MINUTES OF THE REGULAR MEETING OF APRIL 4, 2011. MOTION CARRIED: AYES:

5. OLD BUSINESS
A. Proposed Pacific View Art Center, Dody Crawford
Commissioner Crawford reported that the Downtown Encinitas Mainstreet Association submitted a
letter of intent to the Encinitas Union School District for an art center at the Pacific View site. It
was suggested that a formal proposal should be presented to the school district. Discussion
ensued.
Commissioner Thum arrived at 5:06 p.m.

HOC COMMITTEE TO ASSIST THE DOWNTOWN ENCINITAS MAINSTREET ASSOCIATION
TO DEVELOP A PROPOSAL FOR THE ENCINITAS UNION SCHOOL DISTRICT FOR USE OF
THE PACIFIC VIEW SITE AS AN ARTS CENTER AND (2) TO APPOINT COMMISSIONERS
CRAWFORD, LUEKER AND DIBENEDETTO TO THE AD HOC COMMITTEE. MOTION

B. Encinitas Library Piano Fund
Arts Administrator Gilliam provided an update on the Encinitas Library Piano Fund. $19,000 has
been raised through private donations and $10,000 from a Neighborhood Reinvestment Program
grant from the County of San Diego, bringing the total available funds to $29,000 for the purchase
a grand piano for the Encinitas Library.
C. Encinitas Library Recital Series
Arts Administrator Gilliam reported that he attended the Consortium of Southern California
Chamber Music Presenters annual auditions and has numerous performer recommendations for
the series. The Performing Arts Ad Hoc Committee will review the recommendations and select a
roster of artists for the coming 12 months.
D. My Best Friend: Pet Portrait Exhibit
Arts Administrator Gilliam reported on the "My Best Friend" Pet Portrait Exhibit taking place in July
2011. A call for artists was emailed to artists from throughout San Diego; brochures are available
at City Hall and the Encinitas Library. A press release was distributed to the media. The exhibit is
in collaboration with the Rancho Coastal Humane Society and the Cardiff Mainstreet Association's
Dog Days of Summer event. A Press Release was issued last Friday and brochures are available
for distribution.
E. Theater Pad Policy
Item 5.E. was continued to the next meeting.
6. NEW BUSINESS_
A. Appoint a Commissioner to the Community Grant Program Evaluation Panel

Arts Administrator Gilliam reported on the May 2011 Arts & Events Calendar.

8. OPEN DISCUSSION
Commissioner Jacobson announced that the May 3, 2011 grant writing workshop being
presented by the Hand to Hand Fund of the Coastal Communities Foundation and the City is
fully booked at 50 attendees, with a waiting list.
Arts Administrator Gilliam reported on the glass mosaic mural on the North County Transit
District train trestle on Encinitas Boulevard. An assessment was performed by Sculpture
Conservation Studio to determine the condition of the mosaic, the possibility of relocating the
piece and potential associated costs. Because the artwork was installed without the approval
of the City, it is considered graffiti and the City Council will provide direction. Chair Heisler
suggested that the Public Art Policy be made available on the City's Website to inform the
public of the process for public art donations.
Commissioner Jacobson indicated that she would like to develop a performing arts program
in the downtown area as a partnership with the business community.
Commissioner Crawford indicated that she attended the Turner Classic Movies Film Festival
in Los Angeles and spoke with a preservationist about La Paloma Theater.
Commissioner Thum reported that the Coastal Communities Concert Band presented their
annual Encinitas concert at the San Dieguito Academy Gymnasium. The venue was an
improvement over the gym at the Community Center; however, a concert hall/theater is
needed in the City. The concert was funded, in part, by the City of Encinitas and Mizel Family
Foundation Community Grant Program.
