1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Buxbaum at 5:04 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, DiBenedetto,
Jacobson, Lemen, Lueker, and Thum
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Lueker led the Pledge of Allegiance.
3. ORAL COMMUNICATION
None.
4. APPROVAL OF MARCH 7, 2011 MEETING MINUTES
ACTION:
COMMISSIONERS DIBENEDETTO MOVED AND THUM SECONDED TO APPROVE
THE MINUTES OF THE REGULAR MEETING OF MARCH 7, 2011. MOTION
CARRIED: AYES: HEISLER, CRAWFORD, DIBENEDETTO, JACOBSON- LEMEN,
LUEKER AND THUM; NAYS: NONE; ABSENT: NONE: ABSTAIN: NONE.
5. OLD BUSINESS
A. Temporary Public Art at Swami's Park
Arts Administrator Gilliam reported that the temporary public art at Swami's Park, Swami's Easter
Island Head, created by artist Tim Richards, was unveiled today and was well received by the
community members in attendance.
B. Encinitas Library Piano Fund
Arts Administrator Gilliam updated the Commissioners on the Encinitas Library Piano Fund. He
indicated that 72 keys had been sold for a total of$18,000. Additionally, a grant request to the
County of San Diego was submitted.

C. Encinitas Alliance for Arts Education
Commissioner Lueker reported on the recent meeting he attended for the Encinitas Alliance for the
Arts Education (EAAE). School administrator and representatives from several arts organizations
and parent groups were in attendance. The meeting consisted of discussion about existing arts
education programs in public schools. It was noted that the districts do not have art plans in place
making it difficult to determine specific needs and connect available resources. Discussion
ensued on potential formats and ideas to help facilitate the efforts of EAAE.
D. Ad Hoc Committee Report, Artwork Images for the General Plan Update
Commissioner Crawford reported that the ad hoc committee met with City staff regarding the
General Plan Update. The Commission for the Arts was asked to help solicit artwork images for
each chapter of the General Plan Update document. A call for art submissions would be issued.
Commissioner Lemen suggested that the artwork be a watermark so as to not distract from the
document itself but rather an enhancement to the document.

Arts Administrator Gilliam highlighted a few of the upcoming Commission sponsored events.
B. Encinitas Arts & Events Calendar, April, 2011
Arts Administrator Gilliam discussed the April 2011 Encinitas Arts & Events Calendar and
highlighted some of the various events occurring in April.
7. AGENDA ITEMS FOR NEXT MEETING
None noted.
8. OPEN DISCUSSION
Commissioner Lemen indicated that he would be teaching a new class, Visual Scribing. He
explained that Visual Scribing is a new way for artists to work with companies to help
facilitate problem solving. An artist would create whiteboard drawings of the discussion as it
takes place which would provide a visual illustration of the discussion and give a different
perspective of the problem at hand. The visual scribe would make a pictorial illustration and
diagrammatical format of the group's words to help achieve a creative solution to the problem
that the group may not have otherwise considered.
Commissioner Jacobson announced that the City and the Hand to Hand fund of the Coastal
Communities Foundation will be sponsoring a free grant writing workshop for non-profits on
May 3 from 2:00 pm to 5:00 pm at City Hall.
Commissioner DiBenedetto asked about the status of the Farmers Market, an update will be
provided at the May meeting.

Commissioner Crawford reported that on Thursday, April Vh at the Cultural Tourism
Committee the MainStreet Associations would hold a Press Conference to announce the
results of their branding project.
Commissioner Lueker indicated that he held a mosaic workshop at the library with 19 in
attendance. Each participant made a mosaic with stone, the and glass.
Commissioner Thum reported that the Coastal Communities Concert Band would perform on
May 1s` at the San Dieguito Academy Gymnasium. The concert is funded by the City of
Encinitas and Mizel Family Foundation Community Grant Program.
