COMMISSION FOR THE ARTS
Monday, March 7, 2011
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Buxbaum at 5:04 p.m.
PRESENT: Chair Buxbaum, Commissioners Crawford, Jacobson,
Lemen, Lueker, and Thum
ABSENT: Commissioner DiBenedetto
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
Chair Buxbaum welcomed Commissioners Alice Jacobson and Tim Lueker, who were
appointed on February 23, 2011 to a two year term on the Commission for the Arts.
Commissioner Thum was congratulated on her reappointment.
2. PLEDGE OF ALLEGIANCE
Commissioner Jacobson led the Pledge of Allegiance.
3. ORAL COMMUNICATION

4. APPROVAL OF FEBRUARY 7, 2011 MEETING MINUTES
ACTION:
COMMISSIONERS LEMEN MOVED AND CRAWFORD SECONDED TO APPROVE
THE MINUTES OF THE REGULAR MEETING OF FEBRUARY 7, 2011. MOTION
CARRIED: AYES: BUXBAUM, CRAWFORD, JACOBSON LEMEN, LUEKER AND
THUM: NAYS: NONE: ABSENT: DIBENEDETTO: ABSTAIN: NONE.
6. 13. Artwork Request for Arts Education
Item 6B heard first out of order.
Michael Strong, with the City's Planning and Building Department, provided an update on
the City's efforts to update the General Plan. He acknowledged Commissioner
Buxbaum's representation of the Commission for the Arts at the various workshops and
meetings. Mr. Strong indicated that he would like to solicit input on ways to include visual
art by local artists, for each element/chapter, into the General Plan update document,
making it unique to Encinitas.
Discussion ensued.

THE EFFORTS TO INCORPORATE VISUAL ART INTO THE GENERAL PLAN
UPDATE DOCUMENT UNDER THE SCOPE OF THE VISUAL ARTS AD HOC
COMMITTEE. MOTION CARRIED: AYES: BUXBAUM, CRAWFORD, JACOBSON
LEMEN, LUEKER AND THUM; NAYS: NONE; ABSENT: DIBENEDETTO; ABSTAIN:
NONE.
Commissioner Lueker offered to assist the Visual Arts Ad Hoc Committee in this
endeavor.
6.A. Encinitas Alliance for Arts Education
Item 6A heard second out of order.
Joann Johnson, the new coordinator of the Encinitas Alliance for Arts Education (EAAE),
gave an update on the organization and of her plans for the future. The EAAE is the local
Alliance of the California Alliance for Arts Education. The goal of EAAE is to advocate for
arts education in K-12 public schools. The Alliance will meet in late March.
5. OLD BUSINESS
A. Temporary Public Art at Swami's Park
Arts Administrator Gilliam provided an update on the temporary public art at Swami's
Park. Artist Tim Richards is scheduled to begin work on Swami's Easter Island head on
March 14, 2011. The project is expected to be complete by the first of April.
B. Encinitas Library Piano Fund
Arts Administrator Gilliam provided an update on the Encinitas Library Piano Fund. 51
keys have been sold, bringing the total funds raised to $12,886. 37 keys remain unsold.
The campaign runs through the end of March.
C. General Plan Update
Chair Buxbaum reported on the General Plan Update process, as the Commission's
designee, and noted numerous opportunities she has had to add input, and clarity, about
the arts.
D. Marketing for the Arts Using Social Media and New Technology
The City is creating a new website that will launch in late 2011. Arts Administrator Gilliam
stated he was working with the Informational Technology Department to increase arts
information on the new site and incorporate the elements of the arts website,
EncinitasLive.com.

E. Review 2010/11 Work Plan and Ad Hoc Committee Assignments
Arts Administrator Gilliam indicated that, as a result of the new commission appointments,
there were several openings on the ad hoc committees. The Commissioners reviewed the
ad hoc committees and assignments.

AD HOC COMMITTEE ASSIGNMENTS AS FOLLOWS:
Advocacy: Jacobson and Thum (Co-Chairs)

Arts Venues: DiBenedetto and Jacobson (Chair)
Public Art: Lemen
Visual Art: Lemen (Chair), Crawford, and Lueker

6. NEW BUSINESS
C. Commission Sponsored Events, March 2011
Arts Administrator Gilliam reported on the March 20`" Concert: Trio Fontaine at the
Encinitas Library. Commission members will assist at the event.
D. Encinitas Arts & Events Calendar, March, 2011
Arts Administrator Gilliam reported on the March 2011 Encinitas Arts & Events Calendar.
7. AGENDA ITEMS FOR NEXT MEETING
None noted.
B. OPEN DISCUSSION
Commissioner Lueker reported that he has been active in the community as an artist and
instructor and is excited to be a part of the Commission for the Arts.
Commission Jacobson indicated her pleasure to be appointed to the Commission for the
Arts, noting her interest in promoting the arts, and arts education, in the City.
The remaining Commissioners introduced themselves and discussed their specific area of
interest in the arts.
