1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Buxbaum at 5:07 p.m.
PRESENT: Chair Buxbaum, Commissioners Cope, Crawford,
DiBenedetto, Lemen, Thum and Zimdars
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. ORAL COMMUNICATION
Maura Benford-Combs spoke about her interest in establishing a Ukele program.
Commissioner Thum arrived at 5:09 p.m.
3. APPROVAL OF JANUARY 10, 2011 MEETING MINUTES
ACTION:
COMMISSIONERS ZIMDARS MOVED AND LEMEN SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF JANUARY 10, 2011. MOTION CARRIED:
AYES: BUXBAUM, COPE, CRAWFORD, DiBENEDETTO, LEMEN, THUM AND
ZIMDARS: NAYS: NONE: ABSENT: NONE; ABSTAIN: NONE.
4. OLD BUSINESS
A. Ad Hoc Committee Report: Arts & Food Farmers Market
Arts Administrator Gilliam provided an update on recent changes on the allowable uses of
the Town Center parcel. He indicated that he received direction to develop a policy on
the terms, permitting and use of the property. Once completed, Ms. Michelove would
have the opportunity to take the Arts & Food Farmers Market plan through the permitting
and application process.

THE ARTS AND FOOD FARMERS MARKET PROPOSAL TO COUNCIL FOR

B. Ad Hoc Committee Report: Performing Arts
Vice-Chair Thum reported that the Third Sunday Series at the Library was booked several
months out.
C. Ad Hoc Committee Report: Arts Education
Commissioner Zimdars reported that the ad hoc committee met to discuss upcoming arts
education events. She indicated that the committee was developing four workshops for
the year and additional details would be provided as they became available.
D. Report: Photography Contest
Commissioner Cope reported that she would be seeking underwriting by the Encinitas
Historical Society for the Photography Contest.
6. NEW BUSINESS
A. Proposal: Summer Play Series at Cottonwood Creek Park, Caryn Hall, Prodigy Kids
Performing Arts
Caryn Hall, Prodigy Kids Performing Arts, spoke about developing a Summer Play Series
at Cottonwood Creek Park and was seeking the support of the Commission for the Arts.
The performances would be free; however, the rental of a stage and possibly a sound
system would be needed. Performances would likely be planned for Saturdays, 3:00 p.m.
to 5:00 P.M.
Commissioner Zimdars volunteered to serve on the ad hoc committee should the
Commission move to support the project.

COMMISSIONERS ZIMDARS MOVED AND COPE SECONDED TO SEND THE
SUMMER PLAY SERIES AT COTTONWOOD CREEK PARK TO THE PERFORMING
ARTS AD HOC COMMITTEE, WITH THE ASSISTANCE OF COMMISSIONER
ZIMDARS. MOTION CARRIED: AYES: BUXBAUM, COPE, CRAWFORD,
DiBENEDETTO, LEMEN, THUM AND ZIMDARS: NAYS: NONE: ABSENT: NONE:

B. Proposal for Temporary Public Art at Swami's Park
Arts Administrator Gilliam reported on the proposal for temporary public art at Swami's
Park. The proposal was developed as a result of the removal of an 80 year old Torrey
Pine tree at Swami's Park that died from a Bark Beetle infestation. Gilliam presented a .
maquette by Tim Richards, Swami's Easter Island Head, as the proposed temporary
sculpture which would be created from the 11' trunk of the dead pine tree.

ACTION:

SWAMI'S PARK AND BRING TO COUNCIL FOR APPROVAL. MOTION CARRIED:

ZIMDARS: NAYS: NONE: ABSENT: NONE; ABSTAIN: NONE.
C. Report: Marketing for the Arts using Social Media and New Technology
Commissioner Lemen presented a report on marketing for the Arts using social media and
other forms of new technology that was now available. He indicated that one of the
benefits of these forms of media is that information posted to these sites is immediately
sent to all those on the address lists. Lemen indicated that there were about 250 social
media sites available and they were interconnected with each other so posting to one site
has the potential to get your information to all the sites. Commissioner Lemen
recommended focusing on the use of Facebook and BlogSpot for marketing the Arts.
Commissioner Lemen noted that the information posted to the sites needs to be kept
current and active in order to create an interest that will entice the viewers to send your
information along to others. He indicated that the future of newspapers, magazines, flyers
are moving from paper to digital formats.
Lastly, Commissioner Lemen recommended that a link be created on the Encinitas
Facebook which is controlled by the Downtown Encinitas Mainstreet Association.
Commissioner Crawford noted that current membership for Encinitas Facebook is
approximately 10,000.
D. Encinitas Arts & Events Calendar, February, 2011
Arts Administrator Gilliam reported on the Encinitas Arts & Events Calendar for February
2011.

8. OPEN DISCUSSION
Commissioner DiBenedetto suggested that the Commission consider the use of "festival"
instead of"market" in the name of the Arts and Food Farmers Market.
Commissioner Zimdars suggested coordinating activities.and sharing information with the
other city commissions.
Commissioner Thum reported that commission appointments were on this week's City
Council Agenda. Commissioners Cope, Thum and Zimdars were up for re-appointment
and their attendance at the meeting was recommended. Thum also reported on the
March 13, 2011 Coastal Communities Concert Band's 28th Anniversary Concert.

Arts Administrator Gilliam spoke about the possibility of developing a Summer Concert
Series at the Library beginning in May and concluding in September. He also noted that
the San Dieguito Heritage Museum had a new Executive Director, Will Neblitt.

Chair Buxbaum adjourned the meeting at 6:28 pm.
