Monday, January 10, 2011
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Vice-Chair Thum at 5:07 p.m.
PRESENT: Chair Buxbaum (arrived at 5:08 p.m.), Commissioners Cope,
Crawford, DiBenedetto, Lerner, and Thum
ABSENT: Commissioner Zimdars
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. ORAL COMMUNICATIONS
Mary Nee thanked the Commission for the Arts for their efforts in support of the California Quartet.
She spoke about the potential implications of charging admission fees to the arts programming at
the Library.
Chair Buxbaum arrived at 5:08 p.m.
3. APPROVAL OF DECEMBER 6, 2010 MEETING MINUTES
ACTION:
COMMISSIONERS COPE MOVED AND LEMEN SECONDED TO APPROVE THE MINUTES OF
THE REGULAR MEETING OF DECEMBER 6. 2010.* MOTION CARRIED: AYES: BUXBAUM,
COPE, CRAWFORD, DiBENEDETTO, LEMEN AND THUMB NAYS: NONE; ABSENT:
ZIMDARS: ABSTAIN: NONE.
4. OLD BUSINESS
A. Ad Hoc Committee Report: Arts & Food Farmers Market
Mim Michelove provided an update on the proposed Arts & Food Farmers Market. She
reported that she has been in discussions with the Town Center property management and
they are reviewing tenant leases to ensure that there are no contractual preclusions from
holding this type of event on the property. The Encinitas Union School District has agreed to
front the start-up costs and equipment requirements. The City permit is working its way
through the application process.
Ms. Michelove indicated that she was working with potential vendors for the Farmers Market
and was seeking assistance with the artist vendors. She noted that she was hoping to
develop a hands-on children's art class or activities.

Lastly, Michelove indicated that there were details that still needed to be worked out such as
the cost breakdown, the ratio of artists to farmers, and the vendor selection.
ACTION:
COMMISSION CONSENSUS FOR THE SUBCOMMITTEE TO MEET, DISCUSS, AND REFINE
THE ASPECTS OF THE ARTS ELEMENTS OF THE MARKET.
B. Ad Hoc Committee Report: Proposed Donation Of Public Art, Arborescence, By John
Dole
Commissioner Cope met with several parties of interest regarding the proposed donation of
public art, Arborescence. She indicated that the Cardiff and Leucadia 101 Mainstreets
expressed interest in the artwork.
5. NEW BUSINESS
A. City Council Goal Setting Meetings, January 18 & 25, 2011
Arts Administrator Gilliam provided an overview of the upcoming City Council Goal Setting
Sessions to take place on January 18 and 25, 2011. He indicated that the Commission for
the Arts should prepare recommendations to the Council for the upcoming 2-year budget
cycle that would promote and further enhance the goals and priorities of the Commission and
the arts within the community. The Arts Programming for FY2011/12 & FY2012/13, which
lists the approved priorities for the Commission for the Arts, was reviewed and discussed.
ACTION:
THUM MOVED AND DiBENEDETTO SECONDED FOR COMMISSION FOR THE ARTS
COMMISSIONERS TO ATTEND THE UPCOMING CITY COUNCIL GOAL SETTING SESSIONS
TO PROMOTE THE FOLLOWING COMMISSION PRIORITIES:
• EXHIBIT LIGHTING SYSTEM AT THE ENCINITAS LIBRARY COMMUNITY ROOM WITH
COMMISSIONER CRAWFORD ADDRESSING THE ITEM:
• INSTALL SCULPTURE PADS AT THE HALL PROPERTY WITH CHAIR BUXBAUM
ADDRESSING THE ITEM.

B. ENCINITAS ARTS & EVENTS CALENDAR, JANUARY 2011
Arts Administrator Gilliam presented the January 2011 Arts & Events Calendar.

8. OPEN DISCUSSION
Commissioner DiBenedetto posed whether the Commission would be promoting any county-
wide programs or events for 2011, such as The Big Read. A brief discussion ensued.
Chair Buxbaum reported that she attended another General Plan Update Workshop which
focused on future planning related issues. General consensus of the participants focused on
mixed use properties and walkable communities. Also of noted concern was the ability of the
City to achieve the state mandated density housing units requirements. Lastly, Chair
Buxbaum noted that there appeared to be confusion within the community regarding the
Theatre Pad plans at the Town Center; they are confusing the theater pad with a movie
theater.
9. ADJOURNMENT
Chair Buxbaum adjourned the meeting at 6:35 pm.
