1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Heisler at 5:05 p.m.
PRESENT: Chair Heisler, Commissioners Crawford, DiBenedetto, Lueker,
Schmid and Thum
ABSENT: Commissioner Lemen
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Lueker led the Pledge of Allegiance.
3. ORAL COMMUNICATION
None.
4. APPROVAL OF NOVEMBER 7. 2011 MEETING MINUTES
ACTION:
COMMISSIONERS DIBENEDDETTO MOVED AND THUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF NOVEMBER 7. 2011. MOTION CARRIED: AYES:
CRAWFORD, DIBENEDETTO, HEISLER, LUEKER, SCHMID AND THUM; NAYS: NONE;
ABSENT: LEMEN; ABSTAIN: NONE.
5. NEW BUSINESS
A. 2012 MEETING SCHEDULE
Chair Heisler reported on the proposed meeting schedule.
6. OLD BUSINESS
A. Ad Hoc Committee Report, Save the Ocean Mosaic
Residents Ericka Schulz and S. Christian Platt, representing Mark Patterson on the Save
the Ocean Mosaic, spoke in favor of placing the mosaic artwork at the Moonlight Beach
entry lot. Additionally, they thanked the Mizel Family Foundation for their support in this
effort.
Commissioner Lueker, on behalf of the ad hoc committee, provided the report on their
findings, noting the following:

• The location was favorable, in an unused space, and safely accessible to the public
for viewing;
• Recommend illuminating the piece;
• Will fit in well with the surrounding area and vicinity;
• Social context of the mosaic fits well with the beach atmosphere;
• Location at Moonlight Beach entry lot will draw attention to the beach;
• Anticipate positive economic impact to the community as result of the artwork
placed on the property.
The ad hoc committee does not anticipate costs to the City based on information provided
by the
Questions by Commission?
Next steps: Gilliam — 3 pieces — this is first step; 2: to council for either acceptance or
denial of long term loan ; 3 — to State park agency for their approval for placement on
State property.
Copyright issues? The group prefers they seek approval first which will help funding.

raffled off
ACTION:
COMMISSIONERS THUM MOVED AND DIBENEDETTO SECONDED TO ACCEPT THE
PROPOSAL FOR A LOAN OF PUBLIC ART: SAVE THE OCEAN MOSAIC BY MARK
PATTERSON AND FORWARD THAT RECOMMENDATION TO THE CITY COUNCIL. MOTION
CARRIED: AYES: CRAWFORD, DIBENEDETTO, HEISLER, LUEKER, SCHMID AND THUM:
NAYS: NONE: ABSENT: LEMEN: ABSTAIN: NONE.
B. Ad Hoc Committee Report, Envision the View Coalition
Agenda Item 6.6 was pulled from the agenda by staff.
C. Commission Sponsored/Co-sponsored Events at Encinitas Library, Dec.,
2011
Arts Administrator Gilliam reported on the upcoming Commission sponsored/co-
sponsored events highlighting the following:
1) Encinitas Mainstreets Christmas Party, Elks Lodge, Friday, Dec. 9, 6:00 pm
2) Recital Series Concert: Third Wheel, Sunday, Dec. 18, 2:00 pm

Arts Administrator Gilliam reported on the upcoming Arts and Events throughout the
community.

7. AGENDA ITEMS FOR NEXT MEETING
1) Report on General Plan Update inclusions of other cities.
8. REPORTS FROM COMMISSION AND STAFF
Commisioner Lueker wished fellow Commissioners Happy Holidays.
Commissioner Schmid reported on the City's Holiday Parade.
Commissioner DiBenedetto indicated that she recently met with a poet who would be interested in
providing a Poetry Workshop or Lecture at the Encinitas Library.
Commissioner Thum reported that the Coastal Communities Concert Band performed their
Holiday Concert to a sold out crowd. The funds raised from the performance will provide $15,000
to Meals on Wheels.
Chair Heisler reported that she would be providing a report to the Council in early 2012 on the art
elements to the General Plan Update.
Arts Administrator Gilliam — GP inclusions from other cities- information from other cities well
responded to.
Gilliam also highlighted the Raku artwork on exhibit by Alex Long in the Civic Center and Jeremy
Wright's exhibit at the Library.
Gilliam also noted the new city website is up and the Arts presence will increase.
Piano update — Purchased a piano $30k — Steinway and 151 concert held Svetlana Molina —
Russian pianist. 180 in attendance. She plans on returning for another event.
9. ADJOURNMENT
Chair Heisler adjourned the meeting at 5:47 p.m.
