2010-10-04 AGENDA ITEM 4 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, October 4, 2010 City Hall, Council Chambers 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Buxbaum at 5:08 p.m. PRESENT: Chair Buxbaum, Commissioners Cope (arrived at 5:30 p.m.), DiBenedetto, Lemen, Tucker and Thum. ABSENT: Commissioner Zimdars ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner Lemen led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF SEPTEMBER 13, 2010 MEETING MINUTES ACTION: COMMISSIONERS TUCKER MOVED AND THUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF SEPTEMBER 13. 2010. MOTION CARRIED: AYES: BUXBAUM, DiBENEDETTO, LEMEN, THUM, AND TUCKER; NAYS: NONE; ABSENT: COPE AND ZIMDARS: ABSTAIN: NONE. 5. OLD BUSINESS A. Review and Approve FY2010/11 Work Plan and Ad Hoc Committee Assignments Chair Buxbaum noted that the Commission is to approve the FY2010/11 Work Plan and Ad Hoc Committee assignments. However, due to the Commissioners absent this evening, it is recommended that this item be re-agendized for the November meeting when all Commissioners are present. NEW BUSINESS A. Proposal for The Art of Food by Mims Michelove Community member Mims Michelove presented a proposal for the Friday afternoon New Encinitas Art & Food Farmers Market. Her recommended site for the weekly event is the centrally located proposed Theater Pad in the Encinitas Ranch Town Center. Ms. Michelove noted the benefits that could result from the farmers market, included a revenue stream for the local schools, consumer access to fresh and locally grown vegetables and fruits, and increased customer draw to local businesses. A projected income was estimated at $100,000 annually after expenses. Profits would go to the Encinitas Union School District via the Encinitas Educational Foundation and to the Encinitas Commission of the Arts Theater Pad Project.. Lastly, Michelove indicated that her hope was to include art and artists in the farmers market. Commission discussion ensued. Chair Buxbaum indicated that this item would be agendized for discussion at the next Commission for the Arts meeting in November. Commissioner Cope arrived at 5:30 p.m. B. Proposals for Unfunded Arts Goals to Carry Forward to the Next City Budget Cycle, FY2O11/12 and FY 2012/13 Chair Buxbaum opened the discussion proposals of unfunded arts goals for consideration and inclusion in the next budget cycle. Arts Administrator Gilliam reviewed the Draft Budget Preparation Worksheet which identified the following unfunded programs for the next two year budget cycle: DRAFT BUDGET PREPARATION WORKSHEET Unfunded Arts Programs ARTS GOAL i) Rental Fees, SDA Performing Arts Center Performing Arts,Arts Venues z) The Art of Food, Theatre Pad, Encinitas Ranch Town Center All 3) Exhibit lighting system,Encinitas Library Community Room Visual Art 4) Expand programming,Encinitas Library Recital Series Performing Arts S) Purchase concert grand piano,Encinitas Library Performing Arts 6) Sculpture pads,Hall Property Park Public Art 7) Retrospective Series,Encinitas Library Visual Art 8) Open Call exhibitions Visual Art 9) EncinitosLive.com improvements All io) Subscribe to Constant Contact for arts calendar Audience Development ii) Volunteers in the Arts annual appreciation event All 12) Advocacy,determine expenditures Advocacy 13) Purchase of Public Art Public Art Commissioner Cope proposed adding the Encinitas Song Photo Contest to the list of unfunded programming. Other ideas for further brainstorming and creative development included the Artist Gazebo, mobile art, sponsored impromptu art/music events, cultural events in the gazebo at Cottonwood Creek Park, and development of an artist area in the Hall Property Park amphitheater. General Plan Update: Vision Report Summary and Education Series, Commissioner Buxbaum Chair Buxbaum presented an update on the Vision Summary Report for the Encinitas General Plan Update and highlighted the areas where arts and culture opportunities were included or noted. D. Proposal for Gift of Public Art by artist John Dole, Arborescence Arts Administrator provided a brief report on the proposal for gift of public art by artist John Dole. Commissioners Cope, Tucker and Lemen agreed to serve on the ad hoc committee for the gift of public art by artist John Dole. ACTION: COMMISSIONERS THUM MOVED AND LEMEN SECONDED TO FORM AN AD HOC COMMITTEE CONSISTING OF COMMISSIONERS COPE, TUCKER, AND LEMEN TO ADDRESS THE PROPOSAL FOR GIFT OF PUBLIC ART, ARBORESCENCE, BY ARTIST JOHN DOLE. OPEN DISCUSSION Commission Cope reported on the "Boat Houses and Beyond Architectural House Tout" scheduled to take place on Sunday, October 17w in an effort to raise money for the ongoing maintenance of the boat houses. 9.
