2010-07-12 ACTION MEETING MINUTES _ CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, July 12, 2010 City Hall, Lilac Room 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Buxbaum at 5:08 p.m. PRESENT: Chair Buxbaum, Commissioners Cope, DiBenedetto, Lemen, Thum and Zimdars ABSENT: Commissioner Tucker ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE No flag was present so the Pledge of Allegiance was not conducted. 3. ORAL COMMUNICATIONS Rene Rosman spoke about the San Dieguito Art Guild's upcoming events: A portrait & oil demonstration on August 5`" and a reception for the Off Track Gallery at the Lumberyard on August 21, 2010. 4. APPROVAL OF JUNE 7. 2010 MEETING MINUTES ACTION: COMMISSIONERS ZIMDARS MOVED AND THUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JUNE 7, 2010. MOTION CARRIED: AYES: COPE, DiBENEDETTO, LEMEN, THUM AND ZIMDARS; NAYS: NONE; ABSENT: TUCKER; ABSTAIN: BUXBAUM. 5. 2009/10 Work Plan Evaluation (Arts Goals) Chair Buxbaum indicated that as a plan for this year and hereafter, the year-end evaluation of the Commission work plan would be presented and discussed during the July meeting prior to Summer break and when the Commission returns in September, a new work plan would be developed. The Commissioners evaluated the work plan that they had set out to accomplish in FY2009/10. Work plan activities within the areas of interest were discussed and are captured in the entitled document, "Commission for the Arts 2009110 Work Plan Evaluation," herein attached and incorporated by reference. The seven areas of interest include: 1) Advocacy; 2) Arts Education; 3) Arts Venues; 4) Performing Arts; 5) Public Art, 6) Visual Art; and, 7) Audience and Volunteer Development. Encinitas Arts & Events Calendar for July, 2010 Arts Administrator Gilliam reported on the Arts and Events calendar for July, 2010. 7. AGENDA ITEMS FOR NEXT MEETING 1. Presentation on "The Art of Food Project' by Mims Michelove 2. 2010/11 Work Plan Development 8. OPEN DISCUSSION Commissioner Zimdars reported on the upcoming Leucadia Art Walk. Commissioner Thum reported that the Coastal Communities Concert Band was having a summer concert Sunday August 22nd Commissioner Lemen reported that his artwork would be used on the Downtown Encinitas Mainstreet Association's products. Also, beginning in December his art school, Studio 2nd Street, would be accredited giving his students the ability to earn degrees and to receive scholarships. 9. Children were encouraged to do their own beach clean up and with the trash they collected make a flower at the workshop, more than 20 participated in the workshop led by Rodney McCoubrey.The flowers will become a year long outdoor exhibit on the north side of the library. Installation will take place in July. b)In June we held a hands-on workshop for adults at City Hall in collaboration with the current exhibit, Mosaic Art from the Heart. More than 20 adults participated and learned how to make a mosaic.The workshop was led by two of the exhibit artists, Tim Lueker and Terry Oshrin. c)Commission members have attended meetings with Encinitas Union School District staff regarding arts education instruction. d)We continue to be involved with the Encinitas Alliance for Arts Education. 3)ARTS VENUES a)Hall Property Amphitheatre, Plans being drawn up by architect b)Theater at Encinitas Ranch Town Center c)Potential Arts Center,DEMA letter of interest sent to Encinitas Union School District, spring, 2010 Commissioners DiBenedetto(Chair)and Cope NOTES Commission members are weighing the options of presenting arts events, and possibly an arts marketplace, on the theatre pad at Encinitas Ranch Town Center. The Community Room continues to be a highly utilized space as an art gallery, concert hall and theater.The new public address and projection system is working very well and is greatly appreciated by all. 07-12 2010 Ans Commission,ileetlng,Iflnures doc 30f5 Meeting Minutes of the Commission for the Arts q) PERFORMING ARTS, Budget: S6,600 a)Select and manage two concerts b)Select and manage two reader's theatre productions Commissioners Thum(Chair)and Buxbaum a)Launched Encinitas Library Recital Series with 4 concerts, June 13-22, excellent response NOTES Around the nation, every great library has a great music series.The commission launched the Encinitas Library Recital Series this June with four free concerts.The series is intended to feature local and regional performers,without amplification,to show off the outstanding acoustic of the Community Room.We held 2 piano concerts,one classical, one contemporary, one opera performance and a five and a half hour Chamber Music Marathon. Each concert drew excellent attendance with well over loo people at each.The next concert is on Sunday,July 25 at 2:oopm and features the Encinitas piano, flute and cello ensemble,Trio Fontaine. b)Mar. 12, My Year of Living Anxiously by Moira Keefe, excellent response May 14,Taxi Dance by Joe Powers, best production to date,excellent response NOTES On May 14 we presented the last of 2 reader's theatre productions for the year with a reading of Taxi Dances by San Diego playwright Joe Powers. It featured several actors from the San Diego Black Ensemble Theatre. This was our best reading to date,thanks to the new AV equipment in the Community Room.We had an excellent audience of more than ioo people. Each reading is followed by a Talk Back and our audiences really enjoy the opportunity to ask questions and interact with the actors. 5)PUBLIC ART, Budget$2,000(maintenance only) a)Percent-for-Art policy,research has been conducted Commissioner Cope b)Sculpture along the Hall Property Walking Trail Commissioners Lemen(Chair)and Tucker c)Tom Dempsey sculpture, Hall Property,goes to City Council on July 21, 2010 Commissioners Tucker(Chair)and Cope NOTES The commission has reviewed the public art proposal of a sculpture of Tom Dempsey.An ad hoc committee was formed and made several observations about the project. The commission voted in favor of forwarding a recommendation to accept the artwork to the City Council. It is on their July 21 agenda. 6)VISUAL ART, Budget SS,16o a)Civic Art Program:select and manage 37 exhibits,see separate sheet Commissioners Lemen(Chair)and Tucker Installed new hanging system in Special Collection room, Encinitas Library, installed 2 year exhibit, Lost Heritage:The Dorymen of Cardiff by Robert Wald,through 2011 NOTES We currently have 3 exhibits on view that were selected specifically for the summer:at City Hall,Mosaic Art from the Heart, a group exhibit featuring the work of six Encinitas artists; at the library, in the lobby,The Art of Toy Sculpting by artist Alec McTurk.Alec lives in Leucadia and is the genius who took the drawings of The Simpsons and The Ninja Turtles and turned them into 3 dimensional sculptures for mass production.The third 07-122010 Arts Commission,%Ieeting,ilmutes.doe 4of5 Meeting Minutes of the Commission for the Arts exhibit is in the Community Room, Dismantled Hope by artist Ron Cameron. Ron is one of the nations leading graphic artists working in the skateboard industry. 7)AUDIENCE AND VOLUNTEER DEVELOPMENT a)Arts& Events Calendar, Monthly calendar, weekly email blast Arts Administrator Gilliam NOTES The monthly Arts& Events Calendar continues to be a great resource in promoting the activities put on by the city and community organizations.
