2010-05-03 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, May 3, 2010 City Hall, Council Chambers 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Buxbaum at 5:08 p.m. PRESENT: Chair Buxbaum, Commissioners Cope, DiBenedetto, Lemen, Thum and Zimdars ABSENT: Commissioner Tucker ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner DiBenedetto led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. Commissioners Thum and Zimdars arrived at 5:12 p.m. 4. APPROVAL OF APRIL 5, 2010 MEETING MINUTES ACTION: COMMISSIONERS LEMEN MOVED AND DiBENEDETTO SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF APRIL 5. 2010. MOTION CARRIED: AYES: BUXBAUM, COPE, DiBENEDETTO, LEMEN, THUM AND ZIMDARS: NAYS: NONE: ABSENT: TUCKER: ABSTAIN: NONE. 5. OLD BUSINESS A. 2009/10 Arts Goals Reports: I. Advocacy: Commissioners Buxbaum (Chair) and Thum Chair Buxbaum reported on the Alliance for Arts Education conference she recently attended which focused on best practices from leaders in art education advocacy throughout the state. Commissioner Thum indicated that members of the Coastal Communities Concert Band were doing their outreach program with 5t" graders throughout the school district and providing students with an opportunity to experience six different instruments. 05-03 2010 Arts Commission Afeeling Afimaes.do Page / of 4 Meeting Minutes of the Commission for the Arts II. Arts Education: Commissioners Zimdars (Chair) and Thum Arts Administrator Gilliam reported on the upcoming Environmental Art Exhibit workshop with Rodney McCoubrey on Saturday, May 15th at the Encinitas Library. The artwork completed at the workshop will be part of a year long outdoor exhibit at the library entitled, Green Spring Flower Thing. Volunteers were needed to help at each workshop station. Commissioners Thum, Zimdars and DiBenedetto offered their time. Gilliam also indicated that the Artwalk organizers were looking for assistance with organizing a hands on art activity at the L101 Art Walk event. Commissioner Zimdars noted that she may be able to assist. III. Arts Venues Commissioners DiBenedetto and Cope reported that they had met with an architect associated with the L101 Mainstreet Association regarding the possibility of building a gazebo at the Hall Park and several other parks throughout the City. Cope added that this issue came up at the General Plan Update workshop. The gazebos would be available to artists for various activities and would serve as mini art venues. IV. Performing Arts: Commissioners Thum (Chair) and Buxbaum Commissioner Thum reported on the small classical musical events being administered under the civic art recital programming. The first event on June 13th would be a piano performance and the second event on June 20th would be a classical guitar recital. Arts Administrator Gilliam reported that the City was in the process of determining budget cuts throughout the City. The art programming budget would likely be reduced by $8,000 next fiscal year. V. VISUAL ART (Commissioners Lemen (Chair) and Tucker Gilliam reported on the 2nd Environmental Art Exhibit which took place in April at the library. Commissioner Lemen reported that he held an art workshop for the children at Flora Vista Elementary and would likely be holding another workshop at the San Dieguito Academy. B. Report: Encinitas Street Fair Photo Contest, Commissioner Cope Commissioner Cope reported that she had nine entries for the Encinitas Street Fair Photo Contest. C. Ad Hoc Committee Report: Donation of Public Art, Tom Dempsey Sculpture Commissioner Lemen provided an update on the sculpture of Tom Dempsey. The ad hoc committee met on Monday, April 26 and reviewed images of the Marquette. They made recommendations in three areas: 1) the sculpture; 2) the pedestal; and 3) the location. The recommendations are: 05-032010Arts Commtsston.ileetmg,4/inures.do Page 2of4 Meeling A4inules of the Commission for the Arts SCULPTURE 1) Artist needs to fabricate statue to be seen from the ground looking upward, potentially at a 45 degree angle. 2) Facial expression looks very relaxed. A more active expression seems appropriate. 3) Incorporate more heroic looking features verses softer rounded edges. 4) Modify the hand posture. 5) Modify the posture of the kicking leg, bring the foot down near the football (refer to the artist sketch by Ron Lemen). PEDESTAL 1) The statue will have a temporary and permanent installation. Consideration of both installations must be carefully planned out. 2) The permanent pedestal should be narrow at the top to deter the public from standing next to the sculpture. 3) The permanent pedestal should be between 3' — 5' feet in height, elevating the sculpture to deter interaction with the public. 4) In addition to the artist plaque, a 2nd plaque is needed that tells the Dempsey story. LOCATION 1) The plans for the park are in process. The plaza in front of the two baseball diamonds seems the likely location for the sculpture. 2) This site has the potential for other sculptures. Consideration should be given for additional pedestals to accommodate sculptures of other Encinitas sports heroes. The ad hoc committee would present the recommendation by the Commission for the Arts to the City Council during the June g`" City Council Meeting. COMMISSIONERS COPE MOVED AND THUM SECONDED TO ACCEPT THE AD HOC COMMITTEE RECOMMENDATIONS AS AMENDED TO INCLUDE HAND AND FOOT POSTURE MODIFICATIONS, A SKETCH AND AN IDENTIFYING PLAQUE. MOTION CARRIED: AYES: BUXBAUM, COPE, DiBENEDETTO, LEMEN, THUM AND ZIMDARS: NAYS: NONE: ABSENT: TUCKER; ABSTAIN: NONE. COMMISSIONERS THUM MOVED AND COPE SECONDED TO RECOMMEND THAT THE CITY COUNCIL ACCEPT THE DONATION OF PUBLIC ART, TOM DEMPSEY SCULPTURE. MOTION CARRIED: AYES: BUXBAUM, COPE, DIBENEDETTO, LEMEN, THUM AND ZIMDARS: NAYS: NONE; ABSENT: TUCKER, ABSTAIN: NONE. D. General Plan Update, Commissioner Buxbaum Commissioner DiBenedetto reported that she attended the General Plan Update Community Goal Setting Workshop which took place on May 1, 2010. She was disappointed that the arts were not an item included in the survey. Chair Buxbaum clarified that the document reflected a State mandated process with predetermined sections which the survey reflected. However, input received from each of the workshops and the advisory committee meetings would be included in the report provided to the City. Appoint a Commissioner to the Community Grant Program Evaluation Ad-hoc Committee Chair Buxbaum indicated that she had served on the ad hoc committee in the past and would be willing to serve again. COMMISSIONERS THUM MOVED AND ZIMDARS SECONDED TO APPOINT CHAIR BUXBAUM TO THE COMMUNITY GRANT PROGRAM EVALUATION AD HOC COMMITTEE. MOTION CARRIED: AYES: COPE, DiBENEDETTO, LEMEN, THUM AND ZIMDARS; NAYS: NONE; ABSENT: TUCKER; ABSTAIN: BUXBAUM. B. Encinitas Arts 8t Events Calendar for May, 2010 Arts Administrator Gilliam reported on the arts and events taking place during the month of May, 2010. 7. AGENDA ITEMS FOR NEXT MEETING 1. OPEN DISCUSSION Commissioner Thum announced that the Coastal Communities Concert Band would perform on May 23, 2010 funded in part by the Community Grant Program. 8.
