2010-04-05 MEETING MINUTES CITY OF ENCINITAS -- COMMISSION FOR THE ARTS Monday, April 5, 2010 City Hall, Council Chambers 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Buxbaum at 5:05 p.m. PRESENT: Chair Buxbaum, Commissioners DiBenedetto, Lemen, Thum, Tucker and Zimdars ABSENT: Commissioner Cope ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Chair Buxbaum led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. Commissioners Zimdars and Thum arrived at 5:07 p.m. 4. APPROVAL OF MARCH 1, 2010 MEETING MINUTES ACTION: COMMISSIONERS ZIMDARS MOVED AND THUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF MARCH 1, 2010. MOTION CARRIED: AYES: BUXBAUM, DiBENEDETTO, LEMEN, THUM, TUCKER AND ZIMDARS; NAYS: NONE: ABSENT: COPE; ABSTAIN: NONE. 6A. The Brown Act Item 6A was heard next out of order. Assistant City Attorney Greg Lusitana provided the Commissioners with an overview of the Brown Act, and reviewed issues of meetings, quorums and noticing requirements. Arts Education: Commissioners Zimdars (Chair) and Thum Commissioner Zimdars reported that Kathie Jenuine of the San Dieguito Union School District was laid off due to district budget cuts eliminating the Visual and Performing Arts Coordinator position. ll. Arts Venues: Commissioners Cope (Chair) and Thum Commissioner DiBenedetto reported that she visited the Carlsbad Cultural Art Center, owned by the Carlsbad School District. She also visited the Hall Property and would like to see a space or element in the park which could be used by and for artists and art activities. Arts Administrator Gilliam reported that the park plans do include an outdoor amphitheater. III. Performing Arts: Commissioners Thum (Chair) and Buxbaum Commissioner Thum reported that the committee met to discuss programming plans and decided to bring in a couple of smaller events with a classical connection to perform June 131h and 20th. Arts Administrator Gilliam indicated that they were moving in the direction of musical artists that excel in unamplified musical performances. IV. Visual Art: Commissioner Tucker (Chair) and Zimdars Commissioner Lemen reported that he was drafting a list of necessaries for start-up of an art center. Arts Administrator Gilliam reported that the Environmental Art Exhibit was gearing up. He would like to review the applications and make selections next Monday. B. General Plan Update: Story Boards, Community Meetings Chair Buxbaum reported on the ongoing General Plan Update process. Workshops were held in each of the five communities. At each meeting, the audience was placed into smaller focus groups to provide community input and recommendations. In addition to the community workshops in March, a General Plan Update city-wide goal setting workshop would take place at the Community Center on May 1, 2010. Additional information and a-alert notification sign-ups could be found on the website established specifically for the General Plan Update process: www.Encinitas2035.info. Commissioner Buxbaum recommended that the commissioners attend the community workshop to advocate the arts. 6. NEW BUSINESS B. Revised IOD, Theatre Pad. Encinitas Ranch Town Center Arts Administrator Gilliam reported on the City Council's recently adopted modifications to the Irrevocable Offer of Dedication for the City-owned property located in the Encinitas Ranch Town Center. Prior to the changes, activities other than a performing arts center were not allowed. The modifications allow for greater flexibility for development and allowable uses on the site. Report: Encinitas Alliance for Arts Education Chair Buxbaum reported on the Alliance for the Arts Education. She was looking forward to attending their upcoming retreat in northern California. Chair Buxbaum also reported on the newsletter recently issued by the California Alliance for Arts Education which included aides to drafting advocacy letters. D. Encinitas Arts & Events Calendar for April, 2010 Administrator Gilliam reported on the Arts and Events calendar for the month of April, 2010. 7. AGENDA ITEMS FOR NEXT MEETING 1. Appointment of a Commissioner to the Community Grant Program Evaluation Panel. 8. OPEN DISCUSSION Arts Administrator Gilliam distributed the Friends of the Arts letter to the commissioners and indicated that it would also be available to them in electronic format. Gilliam further reported that plans were being finalized for the Green Spring Encinitas activities at the Library. Commissioner Zimdars discussed the article, The Intersection of Art and Commerce, in the March/April 2010 edition of Carlsbad Magazine on the Coast Artwalk held in Carlsbad Village. Gilliam updated the commissioners on the Tom Dempsey sculpture, indicating that the schedule is on a fast track: April/May - completing the form; June — fabrication of the statue; October— ship statue to Encinitas; November— temporary installation and unveiling. Commissioner Thum reported on the Coastal Communities Concert Band's upcoming concert in Carlsbad. 9. ADJOURNMENT Chair Buxbaum adjourned the meeting at 6:12 P.M.
