1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Buxbaum at 5:08 p.m.
PRESENT: Chair Buxbaum, Commissioners Cope, DiBenedetto, Lemen,
Thum, Tucker and Zimdars
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns
Chair Buxbaum introduced new Commission for the Arts Commissioner, Donna DiBenedetto.
2. PLEDGE OF ALLEGIANCE
Vice-Chair Thum led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS

4. APPROVAL OF FEBRUARY 1, 2010 MEETING MINUTES

5. OLD BUSINESS
A. 2009/10 Arts Goals Reports:
Arts Administrator Gilliam reviewed the 2009/2010 Work Plan for the Commission for the Arts.
I. Advocacy: Commissioners Buxbaum (Chair) and Thum
Chair Buxbaum and Vice-Chair Thum attended a recent Encinitas Alliance for Arts Education
meeting and reported on the status of this new group.

Chair Buxbaum also noted that she and Vice-Chair Thum attended the February Commissioners
Breakfast with the City Manager, Mayor and Deputy Mayor, and provided an update on the
Commission for the Arts.
II. Arts Education: Commissioners Zimdars (Chair) and Thum
Commissioner Zimdars reported on the February 10, 2010 workshop with Kirsten Francis which
took place in the Encinitas Library Community Room. Commissioner Zimdars noted some
lessons learned for future artist workshops included: 1) build in two months lead time for every
workshop and schedule early in the exhibit's tenure to allow for the possibility of additional
workshops; 2) send out news releases in advance; 3) consider supplies, inventory, storage; 4)
develop on-line registration; 5) extending length of each workshop to two hours; 6) begin each
workshop with the artist's self-introduction and promotion, 7) consider reducing the fee paid to
artists and/or allowing two workshops for the price; 8) improve signage, consider purchasing a
"Sponsored by the Commission for the Arts" banner, and allow the artist signage; 9) provide a
"Friends of the Arts" sign-up sheet at each event; 10) provide schedule of upcoming events; 11)
consider alternate venues (i.e., Community and Senior Center).
Arts Administrator Gilliam presented an info sheet on a future workshop: Mosaic Art from the
Heart, by Dr. Tim Lueker. Dr. Lueker will offer a two-day workshop in order to complete the
mosaic process. Dr. Lueker would like to target individuals age 14 years and older. The
workshop is scheduled to take place in the Poinsettia Room at the Civic Center in June.
III. Arts Venues

DIBENEDETTO AS CHAIR OF THE ARTS VENUES COMMITTEE. MOTION CARRIED:

Commissioner Cope offered to serve with Commissioner DiBenedetto on the Arts Venues
committee.
IV. Performing Arts: Commissioners Thum (Chair) and Buxbaum
Arts Administrator Gilliam reported on an upcoming Reader's Theater Performance by Moira
Keefe entitled "My Year of Living Anxiously" scheduled for the Encinitas Library Community Room
on March 12, 2010.
Arts Administrator Gilliam and Vice-Chair Thum commented on potential future performances.
V. PUBLIC ART (Commissioner Cope)
No report.
VI. VISUAL ART (Commissioners Lemen (Chair) and Tucker
Arts Administrator Gilliam reported on two upcoming exhibits at the Encinitas Library: The Ledge
Group and Paul Terlouw.

VII. Volunteers for the Arts: Commissioners Zimdars (Chair), Cope and Thum
Commissioners reviewed and commented on the draft letter seeking volunteer support.
Comments included: 1) develop a postcard version; 2) send it out on letterhead; and 3) place on
the City's website. A revised letter will be presented at the next meeting in April.
B. General Plan Update: Story Boards, Community Meetings
Chair Buxbaum provided an update on the General Plan Update process noting that
neighborhood meetings would be taking place throughout the month of March. Commissioners
were encouraged to attend one of the workshops for their community. The workshops are
intended to solicit desires, goals, and values for the City over the next 20 years. Some identified
needs included: An Arts Center, a theatre, public art, sculpture along the walking trail at the Hall
Property.
In addition to the community workshops in March, a General Plan Update city-wide goal setting
workshop would take place at the Community Center. Additional information and a-alert
notification sign-ups can be found on the website established specifically for the General Plan

6. NEW BUSINESS
A. Proposal for Public Art: Tom Dempsey Sculpture
Administrator Gilliam reported on a proposed sculpture of Tom Dempsey, former Encinitas
resident and nationally recognized former football player with the New Orleans Saints. The
project is sponsored by friends and colleagues of Mr. Dempsey. The goal is to complete the
statue by November 2010, the anniversary date of Dempsey's record setting kick, for placement at
the Hall Property Park once it is developed. Gilliam indicated the need to establish an ad hoc
committee to work on the project.
ACTION:
COMMISSIONER COPE MOVED AND TUCKER SECONDED TO FORM AN AD HOC
COMMITTEE TO WORK WITH THE NEW ORLEANS GROUP TO HELP FACILITATE THE
TEMPORARY PLACEMENT OF THE TOM DEMPSEY SCULPTURE AND THE PERMANENT
PLACEMENT OF THE SCULPTURE AT THE HALL PROPERTY. MOTION CARRIED: AYES:
BUXBAUM, COPE, DIBENEDETTO, LEMEN, THUM, TUCKER AND ZIMDARS: NAYS: NONE:

Commissioners Cope and Tucker volunteered to participate on the ad hoc committee.
B. Chamber of Commerce Artist in Business Program, Commissioner Cope
Commissioner Cope reported that Pat Reinhart with the Encinitas Chamber is pulling together
businesses throughout Encinitas that would be willing to hold a rotating art show at their business.

C. Arts Center
Commissioner Cope reported that she attended the February 24, 2010 City Council meeting and
noted the efforts made to support the preservation of the main residence on the Hall Property.
Commissioner Lemen noted that John McDonald is spearheading efforts to develop an arts center
in Oceanside and suggested that he may be a source of information.
D. Encinitas Photo Contest, Commissioner Cope
Commissioner Cope provided an update on the Encinitas Street Fair Photo Contest. Applications
are now available for distribution. Commissioner Cope indicated that she is seeking donations
from local businesses for prizes.
E. Encinitas Arts 8t Events Calendar for March, 2010
Administrator Gilliam reported on the Arts and Events calendar for the month of March, 2010.

8. OPEN DISCUSSION
Commissioner Lemen recommended using social media to support artists and arts venues.
Chair Buxbaum suggested having Arts Venue as an all-commission action item on every agenda. "
Commissioner Cope reported on the Poetry Slam at La Paloma held on February 28, 2010. The
event was successful and well attended. Commissioner Cope promoted the upcoming Encinitas
Rotary Wine Festival at the San Diego Botanic Garden.
9. ADJOURNMENT
Chair Buxbaum adjourned the meeting at 6:38 P.M.
