2010-02-01 MEETING MINUTES —_ CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, February 1, 2010 City Hall, Council Chambers 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Buxbaum at 5:05 p.m. PRESENT: Chair Buxbaum, Commissioners Cope, Lemen, Thum, Tucker and Zimdars ABSENT: None ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner Cope led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS Mayor Dalager spoke regarding the Encinitas Child sculpture which was unveiled on January 29, 2010. He thanked the Commissioners for their role in bringing the project to fruition. Artist Stefan Steiner introduced himself to the Commission. Mr. Steiner specializes in Italian mosaics. He will participate in a mosaic exhibit at City Hall later this year. 4. APPROVAL OF JANUARY 11, 2010 MEETING MINUTES CHAIR BUXBAUM REQUESTED A CORRECTION TO HER REPORT ON ADVOCACY. THE TITLE OF THE TWO STUDIES REFERENCED SHOULD READ "THE ARTS AND ECONOMIC PROSPERITY" AND "GIFTS OF THE MUSE." COMMISSIONERS COPE MOVED AND THUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JANUARY 11, 2010 AS AMENDED. MOTION CARRIED: AYES: BUXBAUM, COPE, LEMEN, THUM, TUCKER AND ZIMDARS: NAYS: NONE: ABSENT: NONE; ABSTAIN: NONE. 5. OLD BUSINESS A. 2009/10 Arts Goals Reports: 1. Arts Education: Commissioners Zimdars (Chair) and Thum Commissioner Zimdars presented the proposed calendar of arts education workshops, noting that on February 10, 2010, the Lino Cut Relief Workshop, would take place at the Encinitas Library. Commission Zimdars and Thum are organizing the workshop. Performing Arts: Commissioners Thum (Chair) and Buxbaum No report. III. Advocacy: Commissioners Buxbaum (Chair) and Thum Chair Buxbaum will be meeting with Fran Carrillo of EAAE to share results of the Commission's survey of arts education opportunities in Encinitas and discuss advocacy efforts on behalf of the schools. Chair Buxbaum, who is the Commission representative, gave an update on the General Plan Update. The Steering Committee consists of approximately 45 broad-based members of the community representing particular areas of expertise or interest throughout the City. The purpose of the committee is to gather and present information to the City Council on an advisory basis. The update would be a two year plan with several workshops to take place throughout the City. Chair Buxbaum recommends that commissioners attend the workshops and advocate art and art elements within the General Plan. The General Plan represents a blueprint for many decision making aspects including land use, housing, circulation, resource management, open space management, noise, safety, and recreation elements. Chair Buxbaum discussed the City's demolition plan for the Hall Property currently scheduled for Council approval on the February 10, 2010 council meeting. The current plan would demolish all of the structures on the site; however, the main residence and out buildings may have the potential for being developed into a temporary art center. As such, Chair Buxbaum would like to see those buildings removed from the current demolition plan. Discussion ensued. Commissioner Cope and Lemen requested a site visit to determine the condition of the buildings. ACTION: COMMISSIONERS COPE MOVED AND THUM SECONDED TO ENDORSE CHAIR BUXBAUM TO SPEAK ON BEHALF OF THE COMMISSION DURING THE FEBRUARY 10, 2010 COUNCIL MEETING TO REQUEST THAT THE MAIN RESIDENCE BUILDING AND OUT BUILDINGS BE REMOVED FROM THE HALL PROPERTY DEMOLITION PLAN IN ORDER TO EXPLORE THE POSSIBIBLITY OF DEVELOPING A TEMPORARY ARTS CENTER IN THAT LOCATION. MOTION CARRIED: AYES: BUXBAUM, COPE, LEMEN, THUM, TUCKER AND ZIMDARS: NAYS: NONE; ABSENT: NONE: ABSTAIN: NONE. Arts Administrator Gilliam will request a site visit of the main residence and out buildings to determine the feasibility of an arts center and develop a draft site development and business plan. IV. Encinitas Friends of the Arts: Commissioners Zimdars (Chair), Cope and Thum No report. 6. NEW BUSINESS A. Establish an Art Center in Encinitas, Jeanette Shires, Dody Tucker Jeanette Shires spoke about her efforts to develop an arts center at the Pacific View site. She would also like the Hall Property site considered as a temporary arts center. Ms. Shires noted that an art center has the possibility of being self sustaining. The key is to get a project up and running, prove it as a viable plan, and then develop a permanent plan and art center. Ms. Shires is working on gaining support at the February 10, 2010 City Council meeting. Commissioner Tucker indicted that during DEMA's retreat, they recognized as one of their long- term goals the value of a Cultural Art Center in the downtown area. As such, she recommended that Ms. Shires not give up on the idea developing a plan at Pacific View. Commissioner Tucker offered to organize a meeting with the school district and see where they stand on the idea. Commissioners Zimdars and Lemen agreed to assist Commissioner Tucker in her efforts with the school district. COMMISSION CONSENSUS TO ORGANIZE A FIELD TRIP TO VISIT SEVERAL ART CENTERS IN ORDER TO GAIN IDEAS ON HOW THEY ARE SET UP AND RUN. B. Encinitas Arts & Events Calendar for February, 2010 Arts Administrator Gilliam presented the Arts and Events calendar for February 2010, noting several exciting events scheduled for this month. He also indicated that the calendar is full of events throughout the year. 7. AGENDA ITEMS FOR NEXT MEETING 1. Report on the Art in Business, Chamber of Commerce (Cope) 2. Temporary Art Center Footprint (Lemen) 3. Encinitas Photo Contest (Cope) 4. Public Art, Tom Dempsey Project (Gilliam) 5. Extreme Sports/Walk of Fame Project (Lemen) 8. OPEN DISCUSSION Chair Buxbaum indicated she would like to see more dance elements to the performing arts opportunities within the City. Commissioner Thum indicated that the Coastal Communities Concert Band would be performing on February 20th. Commissioner Lemen indicated that the City of Vista has expressed an interest in his Extreme Sports project; however, he would prefer to develop the event in Encinitas. 9.
