1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Buxbaum at 5:11 p.m.
PRESENT: Chair Buxbaum, Commissioners Cope, Lemen (arrived at 5:13
p.m.), Thum, Tucker and Zimdars
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
There was no flag present in the meeting room. As such, there was no pledge of allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF DECEMBER 7. 2009 MEETING MINUTES
ACTION:
COMMISSIONERS COPE MOVED AND TUCKER SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF DECEMBER 7, 2009. MOTION CARRIED:

Commissioner Lemen arrived at 5:13 p.m.
5. OLD BUSINESS
A. 2009/10 Arts Goals Reports:
I. Arts Education: Commissioners Zimdars (Chair) and Thum
Commissioners reviewed the 2008 William D. Cannon Art Gallery's "On Flowers" Resource Guide
which could be used by the Arts Education ad hoc committee as a guide in developing an arts
education program for the Commission for the Arts.

II. Performing Arts: Commissioners Thum (Chair) and Buxbaum
Arts Administrator Gilliam reported that Commissioners Buxbaum and Thum met and developed a
list of ideas for performing arts programming. The Commission will collaborate with Encinitas
Theatre Consortium to present two reader's theatre productions.
III. Visual Art: Commissioners Lemen (Chair) and Tucker
Arts Administrator Gilliam provided an update on the Downtown Encinitas Mainstreet Association
sculpture, the Encinitas Child. The sculpture has been installed on Coast Highway 101 with an
unveiling scheduled for January 29, 2010 at noon.
Also, Gilliam presented the proposed 2010 Civic Art Program exhibit schedule for the Civic Center
Gallery and the Encinitas Library. The schedule was developed by Visual Art ad hoc committee
members Lemen and Tucker and artists Mary Fleener and Jim Hornung.
IV. Percent-for-Art Policy: Commissioner Cope (Chair)
Commissioner Cope reported on the Percent-for Art policy project. The purpose of the policy
would be to develop a mechanism to fund public art projects and to encourage the incorporation of
public art within future public and private development projects throughout the community.
Potential sites for projects could include: 1) The outdoor lobby area at the Encinitas Library; 2) the
Hygeia Street round-a-bout; 3) the Hall property; 4) the Cottonwood Creek wall mural; 5) the
Community Center; 6) the K Street Right-of-Way; 7) Moonlight Beach Overlook; 8) the entrance to
Moonlight Beach; 9) the property located between Encinitas Blvd, Vulcan Avenue, and Hwy 101;
10) alleyways; 11) the pocket park at 3`d Street and J Street lookout area; and, 12) Olivenhain
Meeting Hall.
V. Advocacy: Commissioners Buxbaum (Chair) and Thum
Commission Chair Buxbaum reported that the Advocacy ad hoc committee met to discuss ideas
on arts advocacy. They would continue in their efforts to develop an advocacy program with the
intent to highlight the importance of and the benefits to having arts in the community. Chair
Buxbaum noted that the Americas of the Arts' "Arts and Economics Prosperity' guide and "The
Muse" may be valuable resources.
VI. Encinitas Friends of the Arts: Commissioners Zimdars (Chair), Cope and
Thum
Commissioners Cope and Zimdars provided an update on the efforts to establish an Encinitas
Friends of the Arts volunteer support group. A draft letter was presented which could potentially
be used by the Commissioners to garner community interest in forming such a group. The use of
"Facebook" was suggested as an additional means to integrate the community and make people
aware of the Commission's efforts.

6. NEW BUSINESS
A. Sculpture along the Walking Trail at the Hall Property Park
Arts Administrator Gilliam discussed the August 18, 2004 Commission for the Arts memorandum
to the City Council which presented ideas and recommendations on 1) the amphitheater and 2)
how to incorporate public art at the park. Discussion ensued regarding how best to proceed with
the recommendations.
B. Encinitas Arts & Events Calendar for January, 2010
Arts Administrator Gilliam reported on the activities included in the Encinitas Arts & Events
Calendar for the month of January, 2010.
7. AGENDA ITEMS FOR NEXT MEETING
1. Potential arts center at the Pacific View Elementary School site.
2. Update on the Encinitas Photo/Song Contest
8. OPEN DISCUSSION
Commissioner Thum thanked Commissioner Cope for hosting the luncheon after last month's
tour of the San Diego Botanic Garden's Sculpture in the Garden exhibit.
Commissioner Tucker noted that the Arts Alive banner unveiling would take place on
February 20, 2010 at Cabo Grill.
Commissioner Lemen indicated that the Artist Sketch Jam was growing and becoming a
popular event with musicians and artists alike.
9. ADJOURNMENT
Chair Buxbaum adjourned the meeting at 6:27 P.M.
