I. All work shall be done in accordance with these plans, the Standard Specifications for Public
Works Construction, the Design and Construction Standards of the City of Encinitas, and the
San Diego Area Regional Standard Drawings and Leucadia Wastewater Dist. Standard Specifications. Any
Changes or Revisions therefrom shall be approved by the City Engineer pr or to any request for inspection.
2• The Soils Reports entitled "PRELIMINARY ENGINEERING GEOTECHNICAL INVESTIGATION, Proposed
Single Family Residence, 1329 Lake Drive, Encinitas, Cali ' " dated December 6, 2006 and "PRELIMINARY
GEOTECHNICAL INVESTIGATION, Proposed Private Road, 13 Drive, Cardiff, Califomia" dated May 1, 2006,
prepared by Coast Geotechnical shall be considered as a pa is Grading Plan. All grading shall
be done in accordance with the recommendations and specs ' s contained in this report.
3. Approval of this plan does not constitute approval of sizes, location and typ ainage facilities,
nor of improvements within street right -of -ways. Separate approvals and perms hese shall
be required in conjunction with improvement plans.
4. Written permission shall be obtained for any off -site grading.
5. The Contractor shall take any necessary precautions required to protect adjacent properties during
grading operations. Anything damaged or destroyed shall be replaced or repaired to the condition
existing prior to grading.
6• The developer shall be responsible that any monument or benchmark which is disturbed or
destroyed shall be re- established and replaced by a Registered Civil Engineer or
a Licensed Land Surveyor
7. The Contractor shall design, construct and maintain all safety devices, including shoring, and
shall be responsible for conforming to all Local, State and Federal Safety and health standards,
laws and regulations.
8. Grading and equipment operating within one half (1/2) mile of a structure for human occupancy
shall not be conducted between the hours of 5:30 p.m. and 7:30 a.m., nor on Saturdays, Sundays
and City recognized holidays.
9. No grading operations shall commence until a pre- grading meeting has been held on -site with the
following people present: City Inspector, Civil Engineer, Soils Engineer, Grading Contractor and
Permittee. The pre - grading meeting shall be scheduled with the City at least 48 hours in advance
by calling (760) 633 -2770
10. Prior to hauling dirt or construction materials to any proposed construction site within this project,
the Developer shall submit to and receive approval from the City Engineer for the proposed haul
route. The Developer shall comply with all conditions and requirements the City Engineer may
impose with regards to the hauling operation.
11. Upon final completion of the work under the grading permit, but prior to final grading approval
and /or final release of security, an As- Graded certification shall be provided stating: "The grading
performed under Permit No. 820 -G has been performed in substantial conformance with the
approved Grading Plan or as shown on the attached As- Graded Plan ". This statement shall be
followed by the date and signature of the Civil Engineer who certifies such grading operation.
GRADING NOTES
1. All grading shall be observed and tested by a qualified Soils Engineer or under his /her direction.
He /She shall observe and test the excavation placement and compaction of fills and back fills
and compaction of trenches. He /She shall submit soils reports as required and will determine
the suitability of any fill material. Upon completion of grading operations he /she shall state
that observations and tests were made by him /her or under his /her supervision and that in
his /her opinion, all embankments and excavations were constructed in accordance with the
approved grading plans and that all embankments and excavations are acceptable for their
intended use.
2. The Contractor shall properly grade all excavated surfaces to provide positive drainage and prevent
ponding of water. He /She shall control surface water and avoid damage to adjoining properties
or to finished work on the site and shall take remedial measures to prevent erosion of freshly
graded areas until such time as permanent drainage and erosion control measures have been
installed.
3. All areas to be filled shall be prepared to be filled and fill shall be placed in accordance with
the Standard Specifications. All vegetable matter and objectionable material shall be removed
by the Contractor from the surface upon which the fill is to be placed. Loose fill and alluvial
soils shall be removed to suitable firm natural ground. The exposed soils shall be scarified to
a depth of 6" and then compacted to a minimum of 90 percent. It shall be the Contractor's
responsibility to place, spread, water and compact the fill in strict accordance with the Specifications.
4. Cut and fill Slopes shall be cut and trimmed to finish grade to produce smooth surfaces
and uniform cross sections. The slopes of excavations and embankments shall be shaped,
planted and trimmed as directed by the Engineer of Work and left in a neat and orderly
condition. All stones, roots and other waste matter exposed or excavation or embankment slopes
which are liable to become loosened shall be removed and disposed of. The toe and top of all
slopes shall be rounded in accordance with the Grading Ordinance
5. All trees, brush, grass, and other objectionable material shall be collected. piled or otherwise
disposed of off the site by the Contractor so as to leave the areas that have been cleared
with a neat and finished appearance free from unsightly debris Approval of location of debris
fill shall be secured from the Soils Engineer and City Engineer prior to the disposal of any
such material.
NOTIFICATIONS
1. The existence and location of underground utility pipes and structures shown on these plans
were obtained by a search of available records. To the best of our knowledge there are no
existing utilities except as shown on these plans, however:
The contractor is required to take due precautionary measures to protect any existing utilities
or structures located at the work site. It is the contractor's responsibility to contact the
following owners of said utilities or structures prior to any excavation, for verification and
location of utilities and notification of commencement of work:

STATEMENT OF ENGINEER OF WORK
WATER SERVICES NOTES
1. Water services, laterals and appurtenances shall be constructed according to the Standard
specifications of the current Water Agencies Standards Committee (WASC). The Contractor
shall and hereby guarantee all work for a period of one year after the date of acceptance.
2. Unless otherwise noted, all connections to existing mains will be made by the Contractor, under
the supervision of San Dieguito Water District, after payment of the estimated cost by the
Developer.
4. All services to be constructed clear of driveways.
5. Utilities to maintain minimum 5 -foot separation when paralleling water services.
16. Water connections to this project shall have an approved backflow device installed to the
District's Satisfaction and current Water Agencies Standards Committee (WASC) standards.
Backflow devices are to be installed directly outside City or County right -of -way or outside Water
District easement. Repair, maintenance and annual testing of backflow device are responsibility of Owner.
The undersigned engineer agrees that the work performed by the engineer shall
comply with the generally accepted standards and practices of the engineer's
trade or profession. The engineer further agrees that the work performed herein
shall be in accordance with the rules and regulations required by the City of
Encinitas. The engineer agrees that any plan check or review performed by the
City of Encinitas in its capacity as a public entity for the plans prepared by the
engineer is not a determination by the City of Encinitas of the technical
sufficiency or adequacy of he plans or design, and it therefore does not relieve
the engineer of responsibility for the plans or design of improvements based
thereon. The engineer agrees to indemnify and hold harmless the City of Encinitas
and its officers, agents, and employees from property damage or bodily
injury arising solely from the negligent act, errors, or omissions of the engineer
and his /her agents or employees acting within the course and scope of such
agency and employment and arising out of the work performed by the engineer.

GRADING NOTE
All the work proposed on this plan is entirely within the applicant's property. If any disturbance
to adjacent properties is anticipated as a result of any proposed work, or at the discretion of the
City Field Inspector, a written letter of permission from the adjacent property owner must be
obtained and submitted to the City prior to the start of any such work. Any disturbance on the
adjacent private property that has not been previously authorized in writing and submitted to the
City is grounds for a STOP -WORK to be issued for the project until the required permission is
obtained. .

In accordance with the requirements of the Notice of Decision for Coastal Development Permit
No. 07 -101 CDP, condition No. SC12, the Grading Permit shall be issued for approved Grading
Plan No. 0177 -G prior to the issuance of a Building Permit for this project. The work associated
with the Grading Permit shall be satisfactorily completed prior to issuance of building occupancy.
CONCRETE DRIVEWAY CONSTRUCTION NOTES
1) CONCRETE DRIVEWAYS SHALL BE CONSTRUCTED WITH 560 -C -3250 CONCRETE.

1.0 APPLICABLE CODES
1.1 C Report No. ER -4599: The Keystone Retain Wall System show
on thes plans shall be constructed in accordance with all
requirem nts of the above report dated March 1, 2004. Specifi aterials
and desig parameters used for this project are as specified below.
1.2 Unif rm Building Code: The Keystone Retaining Wall System s be
designed a constructed in accordance with the 2004 UBC as detailed
in ICC Repo No. ER -4599.
1.3 Local nicipal Codes: Building and Grading Permits for the
construction o he Keystone Wall Retaining Wall System are require by
Local Ordinanc All required permits shall be obtained prior to the
construction of th wall system shown on these plans.
2.0 COMPONE TS
2.1 Keystone Un s: Standard Keystone concrete units shall a used.
2.2 Fiberglass Pi : Fiberglass pins as called out in the ref ence report
shall be placed in the ear pin holes of each course of the Key tone Wall
units to provide appro 'mately 1 inch setback per course.
2.3 Drainage Core F I: Drainage core fill is % inch to % i ch rock placed
between and behind the nits. Drainage core fill shall ext d back a
minimum of 2 feet from th front face of the wall.
2.4 Geogrid: Geogrid s it reinforcement is required f r all wall heights over 4
feet. The geogrid fabric sh II be "StrataGrid 200" man actured by Strata
Systems, Inc. or an approve equal (written approval ' required prior to
construction for substitutes). he geogrid fabric shal be placed at the
vertical locations shown on th plan details at the nimum length called
out.
2.5 Compacted Backfill: Wall ackfill material shall be granular, well -
draining, and non - expansive. Th project Soils ngineer shall approve all
backfill materials to be used and s all moniter d test the backfill to
ensure a minimum compaction of 9 % of the aximum dry density.
Imported backfill materials may be re uired.l
2.6 Wall Drains: 4 inch diameter p rfora d wall drain pipe located at the
back base of the reinforced soil mass i re uired as detailed on the plans.
Wall drains shall be connected to outlet es through the wall with at a
minimum spacing of 8 feet on center, or nnected to a single outlet at
the lower elevation end of the wall syst m if a suitable outlet location
exists.
3.0 DESIGN
3.1 General: The Keystone Wall ystem own on these plans has been
designed in accordance with the r uirements of the reference report
using the Keystone Design Manu I and Keywa Design Software
provided by Keystone Retaining all Systems, I c (Version 3.1.3).
3.2 Reference Soils Report: A Soils Report en 'tied "Preliminary
Geotechnical Investigation, Pr posed Single Fami Residence and Guest Hou
1329 Lake Drive, Cardiff, Cal' ornia" dated Decemb r 5, 2006
has been prepared for this oject by Coast Geotech ical, Solana Beach,
California. All recommend tions contained in the soil report shall be adhered
to during the construction f the retaining wall system etailed on these plans.
3.3 Soil Design Para eters: Soil Design Parameter used in the Keystone
Retaining Wall design Iculations are specified in the S 'Is Report and
are noted as follows:

EROSION CONTROL NOTES
1. In case emergency work is required, contact DIANE KOEHNKE at (858) 245 -7119, 24 hours a day.
2. Equipment and workers for emergency hall be made available at all times during the
rainy season (October 1 to April 15). All nec ry materials shall be stockpiled on site
at convenient locations to facilitate rapid cons ion Of temporary devices when
rain is imminent.
3. Devices shown on plans shall not be moved or modified without the ap I of the Engineering
Inspector.
4. The Contractor shall restore all erosion control devices to working order to the satisfa of
the City Engineer after each run -off producing rainfall.
5. The contractor shall install additional erosion control measures as may be required by the City
Engineer due to an incomplete grading operation or unforeseen circumstances which may arise.
6. The Contractor shall be responsible and shall take necessary precautions to prevent public
trespass onto areas when impounded waters create a hazardous condition
7. All erosion control measures provided per the approved Grading Plan shall be incorporated hereon.
8. Graded areas around the project perimeter must drain away from the face of slope at the
conclusion of each work day.
9. All removable protective devices shown shall be in place at the end of each working day when
the five (5) day rain probability forecast exceeds forty percent (40 %). Silt and other debris
shall be removed after each rainfall.
10. Should germination of hydroseeded slopes fail to provide effective coverage of graded slopes
(90% coverage) prior to November 15, the slopes shall be stabilized with punched straw installed
in accordance with Section 35.023 of the Erosion Sediment Control Handbook of the State of
California Department of Conservation.
HYDROSEED NOTES
1) Hydroseeding shall be applied to all slopes that are graded 6:1 (Horizontal to Vertical) or steeper
when they are:
1. Three feet or more in height in fill areas.
2. Five feet or more in height in cut areas, unless slope is not subject to erosion due to the
erosion resistant character of the material as approved by the City Engineer.
2) Irrigation shall maintain a moisture level of the soil at the optimum level for the growth of the
hydroseed mix.
3) Hydroseeding Mix shall consist of all of the following:

b. The addition of soil amendments, ph adjustment, leaching or covering saline soils to
provide viable conditions for growth.
5) Hydroseeded areas shall be maintained to provide a vigorous growth until the project is permanently
landscaped or, for areas where hydroseeding is the permanent landscaping, until the project is
completed and all security released.

or any receiving water. Contractor shall post a sign designating the washout location.
Construction Site Access
A stabilized construction site access shall be provided for vehicles egress and
ingress to prevent tracking dirt off site. This shall include using material
such as gravel and /or corregated steel panels /plates.
