1987-01-05 (2)MINUTES OF ADJOURNED REGULAR MEETING OF CARDIFF SANITATION DISTRICT BOARD OF DIRECTORS, JANUARY 5, 1987, 7:00 P.M. Meeting adjourned from regular meeting December 17, 1986. 1. CALL TO ORDER/ROLL CALL Board Chairman Shea called the meeting to order at 8:07 P.M. Pre sent: Chairman Shea, Board Members Gaines, Luke, Omsted, Steel. Absent: None. Also Present: City Manager Shafer, City Clerk Pool, City Attorney Krauel, Interim City Engineer Hoffland. There being a quorum present, the meeting was in order. 2. REPORT BY MURK ENGINEERING RE.: METER AND FLOW TESTS Matt Tebbetts, Vice President of John S. Murk, Engineers, Inc., presented and discussed a report dated January 5, 1987. The dye tests and data indicated inaccurate flow readings of the effluent meter at the San Elijo Water Pollution Control Facility; accurate readings at the Solana Beach meter; an available capacity of between .450 MGD and .580 MGD. Mayor Gaines suggested modifying the proposed urgency ordinance to allow applications for sewer commitment letters and wastewater discharge permits to be accepted but not granted until accumulation of more hard data, and to lift the sewer moratorium at once for those who already have sewer commitment letters and wastewater discharge permits. Betty Knutson, from the Cardiff Chamber of Commerce, thanked the Council for the engineering study being done as quickly as possible. Duane Knutson also thanked the Council for hiring Murk Engineering and Attorney John McEvoy. John Cover expressed the hope that the sewer moratorium would be lifted on Wednesday, January 7, 1987. Ken Snyker asked that people with commitment letters be allowed six months to start construction. Steel moved, Luke seconded to lift the sewer moratorium. Cardiff Sanitation District ~in., 1/5/87 Steel moved, Luke seconded to rescind Ordinances 55 and 56; to require anyone who buys a sewer permit to sign a letter that says they will pay the fee for the sewer permits that the City will come up with in the next six months; starting Thursday at 8:00 A.M. asd for the following week, only the people who have sewer commitment letters or wastewater discharge permits can pick up their permits and/or connect to the sewer, and after that week anyone can; to instruct Staff to monitor permit issuance and notify Council when permits have been issued to the extent there is only 250,000 gallons of capacity left. Motion carried unanimously. Staff was directed to bring to the Cardiff Sanitation District meeting on January 7 an ordinance repealing everything in the sewer moratorium ordinance except relating to an:~exations; and to deal with any possible islands that need annexation. 3.
