VOTER REGISTRATION
WHEN TO RE-REGISTER: If you have moved since you last registered to
vote, wish to change your party affiliation, or have changed your name,
you need to re-register as soon as possible. You must register by
October 18, 2010 to be able to vote in the November 2, 2010
Gubernatorial General Election. Voter registration cards are available at
post offices, Department of Motor Vehicles offices, libraries, various City
Clerk offices and the Registrar of Voters office.

the Registrar of Voters website at www.sdvote.com. Click on Register to
Vote and you will find a blank form that you can fill in online, print, sign,
enclose in an envelope, and mail back to the Registrar of Voters. It's

Ordnance Disposal officer in,the U.S. Navy,earned a doctorate in American Literature,and spent

are one of the few cities that has not cut law enforcement. We completed a new fire station in
Leucadia,and the new Cardiff station is slated for construction.
We'.ve maintained and improved infrastructure and city services, including repaving Encinitas
Boulevard and San Elijo Avenue, installing new curbs, gutters and sidewalks, completing Cardiff
alley improvements, and adding 22 new parking spaces downtown. Construction will soon be
underway on the long-anticipated Hall Park. -

County construction projects except where required by State or federal law?
This proposition requires approval by a simple majority(over 50%)

COUNTY COUNSEL IMPARTIAL ANALYSIS
You are asked to vote on a proposed amendment to the San Diego County Charter. This
proposed amendment,if approved,would add Section 705.4 to the San Diego Charter. Proposed
Section 705.4 would prohibit the County from requiring contractors to enter into project labor
agreements as a condition of pedorming County construction projects unless a project labor
agreement is required by Slate or federal law, or the project labor agreement is a condition to
receive,State or federal funding. ,
A project labor agreement is a type of collective bargaining agreement entered into between labor
organizations and a contractor that applies to the contractor's construction project. The
agreements can cover a wide variety of matters, but typically limit strikes, lockouts and other
types of work stoppages in exchange for concessions from the contractor regarding wages,
benefits and other terms of employment in connection with the construction project. The
proposed Charter amendment language only applies to County construction projects.
Construction projects are defined as County projects for the construction,rehabilitation,alteration,
conversion,extension,maintenance,repair,or improvement of any structure or real property.
This proposed Charter amendment, with two exceptions,prohibits the County from taking action
that would require a contractor to enter into a project labor agreement as a condition of
performing a County construction project. The two exceptions are: (1) If State or federal law
requires a project labor agreement in connection with a particular County construction project,the
County would be able to require such a project labor agreement in order to comply with State or
federal law. (2)If the receipt of State or federal funding is conditioned upon there being a project
labor agreement applicable to a County construction project,the County would be able to require
such a project labor agreement.
It is important to note that the proposed Charter amendment would not restrict contractors and
labor organizations' from voluntarily entering into project labor agreements on their own,
independent of any County requirements. A contractor and labor organization will continue to be
free to agree between themselves to enter into a project labor agreement on a County
construction project even if the proposed Charter amendment is approved by the voters.
A"YES"vote is a vote in favor of amending the San Diego County Charter that would prohibit the
County from requiring project labor agreements on County construction projects unless required
to do so by State or federal law or to receive State or federal funding. -

On the surface, "Ensuring Fair and Open Competition in Contracting" seems like an admirable
goal for the County of San Diego.
But that's not what Proposition A is about)
Proposition A was put on the ballot by the same County Board of Supervisors who have spent
$100 Million in taxpayer money on pet projects like the Ugly Dog Parade and office furniture for
private organizations.
Now, Supervisor Bill Horn proposed wasting$100,000 on Proposition A even though the County
already has a law. Supervisors Ron Roberts,,Dianne Jacob and Pam Slater-Price went along
with the plan.
Why should the County Supervisors care? It's not their money!
But it's our money! The County Supervisors have been in office for so long, they forgot about
that.
So what does spending$100,000 on Proposition A get the taxpayers?
Proposition A bans agreements requiring government contractors provide health care to workers
on the job. That's bad news. Taxpayers get stuck holding the bill when construction workers
show up to our already crowded emergency rooms for care because they have no insurance.
Proposition A bans agreements that require government contractors to hire local workers. In
these tough economic times, we need to make sure San Diego County tax dollars are spent
putting San Diego County residents back to work—not people from out of statel

contractor on a construction project to execute or otherwise become a party to a project
labor agreement as a condition of bidding, negotiating,awarding or the performing of a
contract.
(c) Nothing in this Section shall be construed as prohibiting private parties that may
perform work on County construction projects from entering into project labor
agreements or engaging in activity protected by law.

COUNTY COUNSEL IMPARTIAL ANALYSIS
This proposition, if approved by 55% of the voters voting on the proposition, will authorize
the Encinitas Union School District("District")to issue and sell$44,200,000 in general obligation
bonds. The sale of these bonds by the District is for the purpose of raising money for the District,
and represents a debt of the District. In exchange for the money received from the holders, the
District promises to pay the holder of the bonds an amount of interest for a certain period of time,
and to repay the bonds on the maturity date.
Voter approval of this proposition also will authorize an annual tax to be levied upon the taxable
property within the District. The purpose of this tax is to generate revenue to pay the principal and
interest on the bonds, and such tax revenue will be an amount sufficient to pay the interest as it
becomes due and to provide a fund for payment of the principal on or before maturity.
Proceeds from the sale of bonds authorized by this proposition may be used by the District for the
construction, reconstruction, rehabilitation or replacement of school facilities, including the furnishing
and equipping of school facilities,or the acquisition or lease of real property for school facilities.
The interest rate on any bond, which is established at the time of bond issuance, cannot
exceed 12%per annum. The final maturity date of any bond could be no later than 25 years or
40 years after the date the bonds are issued as determined by the District.
The tax authorized by this proposition is consistent with the requirements of the California
Constitution. The Califomia Constitution permits property taxes,above the standard one percent
(1%)limitation,to be levied upon real property to pay the interest and redemption charges on any
bonded indebtedness for the acquisition or improvement of real property, including the furnishing
and equipping of school facilities,when approved by 55%of the voters if:
(1) the proceeds from the sale of the bonds are used only for the purposes specified,
(2) the District, by evaluating safety,class size reduction, and information technology, has
approved a list of specific projects to be funded,
(3) the District will conduct an annual,independent performance audit,and
(4) the District will conduct an annual,independent financial audit.
If a bond measure is approved,state law requires the District to establish an independent citizens'
oversight committee. The District has made this ballot proposition subject to these requirements.
Approval of this proposition does not guarantee that the proposed projects in the District that are
the subject of these bonds will be funded beyond the local revenues generated by this proposition.
A "YES" vote is a vote in favor of authorizing the District to issue and sell $44,200,000 in

Voters should note that the estimated tax rate is based on the ASSESSED VALUE of
taxable property on the County's official tax rolls, not on the property's market value. In addition,
taxpayers eligible for a property tax exemption, such as the homeowner's exemption, will be
taxed at a lower effective tax rate than described above. Certain taxpayers may also be eligible
to postpone payment of taxes. Property owners should consult their own property tax bills and
tax advisors to determine their property's assessed value and any applicable lax exemptions.
The attention of all voters is directed to the fact that the foregoing information is based upon
Projections and estimates only. The actual tax rates and the years in which they will apply may.
vary from those presently estimated,due to variations from these estimates in the timing of bond

Everyone knows the importance and value of having quality schools. From higher achieving
students, to training for future jobs, to greater neighborhood safety, quality schools make a
difference. Our teachers and staff do their best in educating our children, but many classrooms
and school facilities in the Encinitas Union School District are outdated and inadequate to provide
students with the school facilities they need to succeed.
Our students need your YES vole on Proposition PI In 1996, our District passed a proposition to
modernize and repair some of our elementary schools. Today,we need to finish our projects and
upgrade our technology district-wide. We also must become more energy efficient,which will put
more money in the classrooms and promote a more environmentally conscious community.
Proposition P will not increase current tax rates from the 1996 program and will allow us to meet
today's safety,technological,and educational standards.

As an Encinitas Union School District Trustee, I voted against placing Proposition P on the
ballot because the measure is Flawed. At a time when valued programs are being cut and
classroom sizes increased,it is difficult to ask the voters to approve a measure that does nothing
to remedy our most important priority—the quality of our children's education. No cost benefit
analysis has been performed for this measure,and EUSD cannot tell you what the bond funds will
ultimately be spent on, as they don't have final pricing for the listed projects. Prop P is a blank
check and the community gets stuck with the bill'— $150 million (with interest). A shopping
spree with our hard-earned tax dollars is not something I can support,and neither should you.
One of the most concerning items is $6.7 million to create an outdoor 'learning center', food
garden, and 'farming studies'. Not math curriculum, not reading specialists, Fanning Studiesl
We can all support green initiatives, but in these difficult financial times,can we afford$5 million
dollars in solar panels? We need every dollar to go into benefiting our children in the classroom.
Prop P obligates tax Pavers to decades of additional debt. New debt incurred even before the
$29.5 million debt from Prop O is paid off and accounted for. Is this fiscally responsible?
Prop P is Pricey and Poorly conceived. Please join me in requiring more accountability to

The Isom Company asked 400 tax payers which upgraded school projects they might be willing to
pay for over an additional 16 years. EUSD then packaged the voters.,most,.enthusiastic
responses and framed them into a Wish List'that voters were guaranteed to like.
What's in the$44.2 million dollar Wish List'?.
1) $6.7 million of Prop P is to create fan outdoor 'Learni ng Center', for 'farm ing studies' and
science; including an organic garden, a 'staging area for field trips', built on an isolated property
distant from any school site. .'
Why?'build the expensive'Learning Center now? '
Annually EUSD has been charged by the Stale $56,566 for not developing this 10-acre Quail
Gardens Drive property. ,
When asked Why not sell this property it cannot afford?" Baird stated in a news article,"By using
the ($6.7 mil) garden as a living lab for science classes, the district can avoid the (annual
assessment fee on unused property)payment of$56,566."
2) Prop P is for$5.7 million dollars in solar technology. Current district security cannot protect
this expensive technology from vandalism.
3) Prop P creates a $5 million dollar "Endowment" for technology, paid for with borrowed
money. Endowments come from private donations that do NOT require payback.
4) Prop P is for a $1.7 million dollar "technology plan"; little to none of which reaches the
classroom;but replaces'atlendance'technology just recently purchased.

Proposition P is a well thought out and affordable plan that will allow the Encinitas Union School
District to continue to provide a quality education and the best learning environment for local
children.
The reason Encinitas schools are some of the best in the state is because voters in our
community have consistently supported our schools at the ballot box. In the 1970s, voters
approved a ballot proposition to construct classrooms and school facilities. In 1996,voters again
approved a ballot proposition to modernize and upgrade our local schools without increasing the
lax rate from the earlier proposition. Today,in 2010,Proposition P will allow us to again renovate
our schools without increasing the current tax rate from the 1996 program.
The Proposition P project list is based on a Needs Assessment established over the last two
years.. A survey was conducted by the district and voters indicated a willingness to support every
project.
Proposition P will upgrade and renovate outdated classrooms, improve student access to
computers and technology, and make the District energy efficient, saving over$700,000 annually
that can be used to maintain small class sizes. As state funding for schools is being slashed.this
is not a want,but a need. -
So please join us in voting Yes on Proposition P to improve our local schools.

District conducted a facilities evaluation and received public input and has prepared a Facilities
Master Plan which was approved by the Board on June 29, 2010 and which is incorporated
herein and on file in the Office of.lhe Superintendent. Teachers, staff,community members and
the Board have prioritized the key health and safety needs so that the most critical facility needs
are addressed. The Board concluded that if these needs are not addressed now, the problems
will only become more pressing. Therefore, in approving this Project List, the Board of
Trustees determines that: _ - „
(1) all of Its schools should Incorporate 21" Century teaching methods by
providing student access to computers and up-to-date technology; and
(II) In repairing aging schools, priority shall be given to basic repairs, such as
leaky roofs,plumbing,electrical and utility systems;and

(III) all of Its schools should be energy efficient to help reduce operating costs
and provide more funds for the classroom;and
(Iv) the District must Install and upgrade fire detection systems, security and
emergency response systems at every school so that all students are safe,as
well as make repairs In compliance with energy saving and sustalnability
standards;and
(v) all bond money shall be used exclusively In our local community.

Goal and Purpose: To ensure that our local.schools save money by installing energy
efficient utility systems and are safe for students and teachers. Schools and school sites
will benefit from a variety of efficiency/conservation,health and safety projects,such as:
• Upgrade heating,ventilation,and air conditioning systems for greater energy efficiency.
• Install solar panels and bring more natural light into classrooms to reduce the cost of
energy.
• Automate energy use systems for greater efficiency.
• Make water conservation improvements to restrooms and playfields including:
incorporate reclaimed water into water use plan, install watedess urinals, and design
rainwater collection systems into water use plan to reduce operating expenses and
reduce water bills.
• Install energy and water use computerized measurement system for greater efficiency.
• Upgrade fire alarm systems to automatic systems, repair fire safely equipment, add
sprinklers and fire safely doors.
• Replace/upgrade existing signage,bells and clocks.
• Install/replace/upgrade security fencing and emergency communication systems, as
necessary. -
.• Replace/upgrade existing.security systems, such as security cameras, outdoor lighting,
fencing,gates and classroom door locks. .
• Upgrade site playground equipment and hard court surfaces to meet current safety
standards.

School Renovation,Upgrade and New.
Construction Educational Enhancement Protects
Goal and Purpose: To maintain our neighborhood schools, schools will benefit from the
renovation, repair and upgrade of outdated classrooms, school buildings, computer labs
and equipment,allowing all children to have the resources they need to learn and stay up-
to-date with the latest advances In education:
• Repair and replace aging roofs.
• Replace existing water, sewer and plumbing systems to meet current codes,including the
elimination of lead-containing fixtures.
• - Provide additional electrical service capacity to relieve overloaded electrical systems and
accommodate technology.
• Upgrade aging.school restrooms. -
• Modernize special education classrooms.
• Replace older windows,ceilings,healing,ventilation,air conditioning and lighting systems
with building code compliant, energy-efficient systems; .which will save money on
operating costs:
• Renovate, modernize and equip classrooms, multipurpose .rooms, libraries, physical
education facilities,and educational support spaces.
• Make federal.and State-mandated Americans with Disabilities Act (ADA) accessibility
upgrades including site access, ramps, parking, staff and student restrooms and
relocation of some existing electrical devices.
• Replace old, temporary portable classrooms and construct new permanent classrooms
and facilities.
• Construct a new Learning Center for science labs, farm studies, community exploration
and other purposes.
The listed projects will be completed as needed. Each project is assumed to include its
share of furniture, equipment, architectural, engineering, and similar planning costs, program
management, staff training expenses and a customary contingency, and escalation for
unforeseen design and construction costs. In addition to the listed projects stated above, the
Project List also includes the payment of the costs of preparation of all facility planning, facility
assessment reviews, environmental studies, construction documentation, inspection and permit
fees, and temporary housing of dislocated District activities caused by bond projects, as well as
the retirement of outstanding lease obligations. The upgrading of technology infrastructure
includes, but is not limited to, computers, LCD projectors, portable interface devices, servers,
switches, routers; modules, sound projection systems, laser printers, digital white boards,
document projectors, upgrade voice-over-IP, call manager and network security/firewall, and
other miscellaneous equipment and software. The repair of school facilities includes the
construction of shade structures for student assembly and protecting students from inclement
weather during lunch, classrooms,media centers,computer labs,trash enclosures, libraries and
District support facilities, athletic fields, tracks and turf may be upgraded for safety and
operational efficiency, and replacement of drinking fountains. The allocation of bond proceeds
may be affected by the District's receipt of State matching funds and the final costs of each
project. In the absence of State matching funds, which the District will aggressively pursue to
reduce the District's share of the costs of the projects, the District may not be able to complete
some of the projects listed above. The budget for each project Is an estimate and may be
affected by factors beyond the District's control. The final cost of each project will be determined
as plans are finalized, construction bids are awarded and projects are completed. Based on the

final costs of each project,certain of the projects described above may be delayed or may not be
completed. Demolition of existing facilities and reconstruction of facilities scheduled for repair
and upgrade may occur, if the Board determines that such an approach would be more cost-
effective in creating enhanced and operationally efficient campuses. Necessary site
preparation/restoration and landscaping, may occur in connection with new construction,
renovation or remodeling, or installation or removal of relocatable classrooms, including ingress
and egress, removing, replacing, or installing irrigation, utility lines, trees and landscaping,
redirecting fire access, and acquiring any necessary easements, licenses,or rights of way to the
property.
Bond proceeds shall belexpended only for the specific purposes identified herein. Proceeds
of the bonds may be used to pay or reimburse the District'for the cost of District staff when .
performing work on or necessary and incidental to the bond projects:-The District shall create an
account into which proceeds of the bonds shall be deposited and-comply with the reporting
requirements of Government Code§53410.
FISCAL ACCOUNTABILITY: IN ACCORDANCE WITH EDUCATION CODE SECTION
15272, THE BOARD OF TRUSTEES WILL APPOINT A CITIZENS' OVERSIGHT COMMITTEE
AND CONDUCT ANNUAL INDEPENDENT AUDITS TO ASSURE THAT FUNDS ARE SPENT
ONLY ON DISTRICT PROJECTS AND FOR NO OTHER PURPOSE. THE EXPENDITURE OF
BOND MONEY ON THESE PROJECTS IS SUBJECT TO STRINGENT FINANCIAL
ACCOUNTABILITY REQUIREMENTS. BY LAW, PERFORMANCE AND FINANCIAL-AUDITS
WILL BE PERFORMED ANNUALLY,AND ALL BOND EXPENDITURES WILL BE MONITORED
BY AN INDEPENDENT CITIZENS'OVERSIGHT COMMITTEE TO ENSURE THAT FUNDS ARE
SPENT AS PROMISED AND SPECIFIED. THE CITIZENS' OVERSIGHT COMMITTEE MUST

How We Maintain the Accuracy of the Voter. Rolls
The San Diego County Registrar of Voters office works continuously to keep
the list of registered voters as accurate,and up to hate as possible. This
protects_the,integrity of the voter rolls and,reduces the cost of mailing election
materials to voters who have moved away.
One method we use for this purpose is called the"Alternate Residency,.
Confirmation" procedure'. This procedure allows us to mail{a postcard to
voters who have not voted in any election during the past four,years and who
have not updated their name, residence address, or party affiliation during this
same, four-year period. The purpose of the postcard is to confirm the.
residency of the voter. It is a self-addressed, two-part, postage-paid card
which we ask the voter to return to confirm they still live at the listed address.
When this card is mailed, the voter's registration is inactivated. ,However, if
the voter returns the card indicating they still reside at the same address, their
registration is reactivated. Alternatively, if they return the card indicating a
new,.in-county address, we update their address,information and return their
name to the active voter list.
If the voter indicates an out-of-county address;the registration is cancelled.
If the card is not returned within 15 days, or is returned by the postal service
as undeliverable, the voter's registration remains-on the"inactive"voter roll
which means we do not'send them voting materials such as sample ballot
booklets. However, registrants on this inactive roll may vote if they go to their
polls and.sign the roster. If they do vote, they are returned to the active voter
list.
These efforts help us better serve our voters, promote the accuracy of the
lists, and reduce costs.
'The "Alternate Residency Confirmation" procedure is described in California
Elections Code§ 2224( c ). This notice is a legal prerequisite to its use.
