2013-04-16 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION REGULAR MEETING APRIL 16, 2013, 2:00 PM 505 SOUTH VULCAN AVE ENCINITAS, CA 92024 SECTION 1: PROCEDURAL CALL TO ORDER/ROLL CALL Chair Harp called the meeting to order at 2:00 p.m. Present: Chair Harp, Vice-Chair Vance, Commissioners Drielsma, King, Ortley, Bolus and Simon Absent: None Also Present: Parks and Recreation Director Rudloff, Recreation Superintendent Gorham, Senior Center Manager Goodsell, Management Analyst Roff There being a quorum present, the meeting was in order. PLEDGE OF ALLEGIANCE CHANGES TO THE AGENDA None ACTION VICE-CHAIR VANCE MOTIONED TO ADOPT THE APRIL 16, 2013 AGENDA COMMISSIONER BOLUS SECONDED THE MOTION AND THE MOTION CARRIED 6-0 (COMMISSIONER BOLUS ABSTAINED). APPROVAL OF THE MARCH 19, 2013 REGULAR MEETING MINUTES. ACTION COMMISSIONER KING MOTIONED TO APPROVE THE MINUTES OF THE MARCH 19, 2013 MEETING MINUTES, VICE-CHAIR VANCE SECONDED THE MOTION AND THE MOTION CARRIED 6-0 (COMMISSIONERS BOLUS ABSTAINED). PRESENTATION Parks and Recreation Director Rudloff presented a Certificate of Appreciation to outgoing Commissioner Saxena for his service on the Senior Citizen Commission. Chair Harp welcomed Commissioner Bolus and Commissioners provided introductions. PUBLIC COMMENT None SECTION 2: ADMINISTRATIVE BUSINESS 1. 2013/2014 Commission Work Plan 2. Elect Chair and Vice Chair Chair Harp nominated Commissioner King for Chair, Commissioner King accepted the nomination, with no other nominations Chair Harp closed the nominations and Commissioner King was appointed as Chair. Commissioner Drielsma nominated Commissioner Simon as Vice Chair, Commissioner Simon accepted the nomination, with no other nominations, Chair Harp closed the nominations and Commissioner Simon was appointed as Vice Chair. 3. City Commissions Orientation and Training SECTION 3: OPERATIONS REPORTS  Senior Center SECTION 4: COMMISSION REPORTS  GPAC Representative (Commissioner Vance) Commissioner Vance reported GPAC is on hold.  Commissioners Corner Commissioner Drielsma reported attending the State of the City Address. Commissioner King reported seniors expressed concerns regarding senior transportation and the behavior and hygiene of non-legitimate users at the April 5 senior lunch. Commissioner Simon expressed concerns for better security and staff training at the Senior Center and reported on the March Egg Hunt. Commissioner Harp requested volunteers for Parks and Recreation booth at the April 27 and 28 Street Fair, and announced the April 24 Volunteer Recognition Celebration and the April 26 Hearing Screening, both will be held at the Community Senior Center. Commissioner Drielsma reported attending the NCTD workshop at the Senior Center. SECTION 5: ADJOURNMENT ACTION COMMISSIONER VANCE MOTIONED TO ADJOURN THE MEETING AT 2:58 PM, COMMISSIONER DRIELSMA SECONDED THE MOTION AND THE MOTION CARRIED 7-0.
