UN 2 6 1974 No . 1 This being the time set for a conference on the establishment of Board policy regarding a future regional airport site , the matter is now called up . There is presented to the Board a letter from the Director of Regional Transportation and Land Use Programs transmitting a Comparative Evaluation of Alternative Sites ; stating that the San Diego Plan for Air Transportation ( SANPAT ) studies have been concluded and public hearings have been sched - uled before a special hearing board ; and recommending 'that the Board , after review , adopt as ' policy the following ; ( 1 ) Miramar be designated as the San Diego region ' s commercial airport site ; ( 2 ) the region negotiate u transfer of Miramar to civilian control by 1980 and provide for the reten - tion of all compatible naval operations at Miramar ; ( 3 ) the region offer all possible assistance to accommodate within the region naval operations or personal displaced from Miramar * and further , that the Board (4 ) request that the Airport Land Use Commission protect • the Miramar Airport Influence Area as defined by future air carrier operations ; and ( 5 ) direct staff to examine the scope and requirements of a regional agency to implement the regional air transportation plan and to report back no later than October 1 , 1974 ; all as more fully set out in Board of Supervisors Document No . 490245 . . . Using certain visual aids , the Director of Regional Transportation and Land Use Programs orally reviews the Comparative Evaluation and the consultant evaluation studies involved . There is considerable discussion relative to the alternative sites of Otay Mesa , Palomar , Carmel Valley , and a realignment- of Lindbergh Field ; the potential accident risk at the present site ; the loss of revenue if the Navy decided to abandon Miramar ; the financial impact on the County if the Mexican government expands their present airport at Tijuana to an interna - tional airport ; and many other problems relative to the relocation of the regional airport . A suggestion is made that the land under the flight pattern of Lind - bergh Field be purchased , cleared of housing and made into an attractive commercial area and the feasibility of this suggestion is ' considered . ' n • Adj . /Reg , WFnNFCnAVJUN 2 6 1974 No . 2 On May 29 , 1974 , Board Order No . 84 , the Board adopted a resolution giving notice of its intention to lease real property of the County of San Diego , said property being located at 442 Harbison Canyon Road , E1 Cajon , rCalifornia , for a minimum rental of $ 125 per month ; setting the time . for the opening of bids on June 26 , 1974 , at 9 : 30 a . m . AThis being the time set for the opening of bids on said proposed d, the matter is now called up . Evidence is on file indicating that proper notice calling for bids �. Vn the lease of said real property has been given as required by law . At this time , one written bid , that of Gerald Underwood , is opened and read aloud ; said bid being in the amount of $ 125 per month , which is the amount of the minimum rental required . There are no oral bids submitted . ON MOTION of Supervisor Taylor , seconded by Supervisor Bear , the Board hereby accepts the bid of Gerald Underwood in the amount of $ 125 per month for the County-owned residence at 442 Harbison Canyon Road , E1 Cajon , California ; and refers said matter to the Public Works Agency , Real Property Division , for consummation of the transaction . Roll call on the foregoing motion results in the following vote : AYES : Supervisors Walsh , Conde , Bear and Taylor NOES : Supervisors None ABSENT : Supervisor Brown No . 2 6 / 26 / 74 Adj . /Reg . efh/vw WEDNESDAY JUN 2 6 1974 No . 3 At this time the Board considers the pending matter of the proposed acquisition of rights of way relative to the Descanso Disposal Site , Parcel 73 - 0010 -A - 1 on the north side of Japatul Road in the Descanso area ; said matter having been held in abeyance because of questions concerning the environmental impact status of said Site . There now is presented to the Board a letter from the County Counsel stating that a review has been made of the proposed form of resolution and notice of intention to purchase real property regarding the Descanso Dis - posal , Site and that an environmental impact report has already been adop - ted (Board Order No . 92 of February 13 , 1974 ) ; and recommending that , if the Board intends to purchase subject parcel , an amended form of resolution and notice of intention be adopted which replaces the finding of "no sig - nificant impact " with the finding that an environmental impact report cov- ering the project has been previously adopted ; all as more fully set out in Board of Supervisors Document No . 490244 , The County Counsel orally reviews the problems involved and the status of the Petition for Writ of Mandamus Regarding Descanso Sanitary Land Fill filed by Ben Sapir , et al , versus the Board , et al , and states that there has been no stay order granted which would preclude the consummation of this purchase . SDAV JUN 2 6 1974 This being the time set for the ' hearing .on H/D Development Corporation Application PDP73 -04 for Pala Mesa Private Development Plan encompassing 421 acres located on the westerly side of Highway 395 between Highway 76 and Reche Road in the Fallbrook area presently developed with a golf course , country club and an 83 unit resort and recreation lodge and propos - ing additional development of ' 691 attached dwelling units , 18 single - family residences on large lots , 100 additional two -room lodge suited , 2 commercial sites on 4 acres total , and additional recreation .facilities , the matter is now called up . The Planning Commission and Planning Department recommend that the Board certify that the Environmental Impact Report has been completed and is considered to be in compliance with the provision of the California Environmental Quality Act ; and adopt a resolution , approved as to form by the County Counsel , approving the Pala Mesa Private Development Plan . Evidence is on file that due and proper notice of said hearing has been given as required by law . There is presented to the Board a letter from the Pala Mesa Village Homes Association stating that said Association is not in favor of the high density factor in Area "C " of the proposed development and request - ing that any action on PDP73 - 04 be deferred until final approval and acceptance of the Fallbrook Community Plan by the Board of Supervisors . There also is presented to the Board a petition from the Pala Mesa Village Homes Association , Board of Supervisors Document No . 489990 , containing approximately 110 signatures ; said petition requesting de - ferral of the approval of the proposed Plan . There also is presented to the Board a letter from Erik H . Franzen , owner of 24 acres in the same area , stating that the land as it is now zoned light farming and residential is not compatible with property taxes and land prices and that he is in favor of the proposed private develop - ment plan . A representative of the Planning Department orally reviews said matter and comments upon the reasons for the Planning Commission ' s recommendation for approval of the proposed Private Development Plan . He states that the overall residential density , excluding the area reserved for lodge and Nos . 5 and 6 6 / 26 / 74 Adj . /Reg . efh/vw Page 1 of 8 pages WEDNESDAY JUN 2 6 IN commercial development , but including the golf course and other open space is 1 . 98 dwelling units per acre and that the proposed plan is in conform- ance ,- with the San Diego County General Plan 1990 and is also consistent with the preliminary Fallbrook Community Plan . Questions are raised relative to the impact on public services in the area such as school services , sewers and water . Maureen McReynolds of the Office of Environmental Management reviews the significant environmental impacts and the mitigating measures involved . Mike O ' Hara , representing The O ' Hara Group , applicants , and Alvin Ray , A . I . A . ; appear before the Board and speak in favor of the proposed development . David H . Lewis and Orville W . Hudson speak against the proposed development , particularly Area "C" as the site for condominiums , and the approval of said development before the Fallbrook Community Plan is adopted and request that the Board instruct the Planning Commission that they should insure compatibility of the proposed development with their already established homes in design and fabrication , There is discussion relative to schools in that there is expected to be no problem ; the plan for Area "C" , condominiums , one - story single dwellings or open space ; the traffic pattern in the area ; overall density ; and compatibility with surrounding areas . Questions are raised as to whether a golf course already in existence can be considered as open space relative to this particular plan and it is pointed out that the plans will be back before the Board several times before final approval , such times being tentative map approval and special use permits , therefore , this is only an approval of the develop - ment plan with details to be approved at the proper level of hearing . (2 ) Concurrently filing for the required zone reclassifications as necessary . (3) Concurrently filing a modification of nil special use permits which have been previously issued . (4) Piling subsequent tentative maps on sub- areas or portions of sub- areas as each becomes the subject of development in substantial accordance with the phasing schedule proposed by the developer and on file I� ith the County Planning Department , C . Access roads to all sub- areas within the project shall be constructed to standards required by the County . San Diego , California 92101 Gentlemen : There is now an emergency situation involving approximately 290 families , 95 % of which are receiving public assistance . Because of defective piping , San Diego Gas f, Electric Company has had . to discontinue service to the entire Bay Vista Mousing Complex . It appears that there will not be any resumption of gas services at least until next Monday , and that it will take tip to two weeks to provide complete gas service to the entire complex . Consequently , families that are already hard pressed arc unable to cook or without hot water for laundry or cleanliness . In my opinion , these families need special assistance particularly since they do not have the funds to cope with the unexpected problem of this sort . Therefore , it is my recommendation that the Chief Administrative Officer along with the Welfare Department immediately develop a plan for emergency assistance and community support for these families . County Counsel indicates that , since this is not a statutory hearing , all members of the Board are eligible to vote . Robert B . James , Law and Justice Coordinator , and Sheriff John F . Supervisor Board , MIND c Precedes • 6 / 26 / 74 • WEDNESDAY JUN 2 6 1974 On this date , Board Order No . 1 , during a conference on the estab - lishment of Board policy regarding a future regional airport site , the Board determined to take no formal action until it had had time to fur - ther review the Comparative Evaluation of Alternative Sites submitted at that conference by the Director of the Office of Environmental Man - agement , the input at said conference , as well as the input received at the public hearing for technical presentations set for this date at 7 : 30 p . m . ; further considering the possibility of setting future confer - ences for consideration of a decision on said Board policy . This bein g conference ion of to the time set for a conf c discuss technical presentations on airport site alternatives , the matter is now called up . There now is presented to the Board a letter from the Director of Environmental Management making certain suggestions , specifically that it appears desirable the Board take no position on airport site loca - tion until the results of the Comprehensive Planning Organization ( CPO ) public hearings and certain other population growth studies and Envir - onmental Impact Reports have been prepared and are available for Board review . At this time the Directors of Environmental Management (OEM) and Regional Transportation and Land Use Programs proceed with an oral com - parative analysis of future airport site possibilities , further elabo - rating on the OEM report referred to above . During discussion , the suggestion is made that a more detailed analysis should cover the anticipated population growth figures , to de - termine the need for an international airport site , as well as alterna - tive solutions to the problem , if indeed there are or will be the prob - lems now anticipated . It is also mentioned that there are other con - cerns related to airport relocation or expansion , such as restrictions of hours of operation , volume , types of aircraft , and noise levels associated with airport operation . At this time the Commanding Officer of the Miramar Naval Air Sta - tion , Captain B . D . Franklin , utilizing certain visual aids , orally presents the position of the U . S . Navy Pacific Coast Fleet that it has no current or future intention of vacating the property , and reviews its plans for continued Naval use of Miramar , and the economic impact that the transfer of such a major operation would have on the San Diego area .
