ENCINITAS, CA
The purpose of this letter is to address the hydrology and hydraulics of the improvements
associated with a proposed development at 234 Rancho Santa Fe Road.
HYDROLOGY
All proposed grading for this project will be for the construction of a retaining wall and
no drainage patterns will be significantly altered as a result of the grading. Runoff will
continue to be flow from north to south along the western portion of the property to the
existing private road as it does in the current condition. Additionally, there is no
measurable increase in the volume of runoff generated as a result of the proposed
improvements. This is due to the fact that the increase of impervious surface area of as a
result of the proposed development is negligible.
HYDRAULICS
The existing topography and drainage structures are adequate to convey and contain Qloo
from the rest of the site as they did prior to the proposed work.
Based on the discussion in this letter it is the professional opinion of Pasco Engineering,
Inc. that the existing drainage system on the corresponding Grading Plan will function to
adequately intercept, contain and convey flow from a 100 year storm to the appropriate
points of discharge.

Sinnett has requested a proposal from our office to provide geotechnical consulting
services for design of.a proposed sewer main extension at the subject site. Upon
authorization of our proposal by Mr. Sinnett,we will perform a subsurface investigation
at the site in order to provide geotechnical parameters for the design of the sewer main
extension. At the completion of our investigation, and upon Mr. Sinnett's request, our
office will provide a proposal to perform geotechnical observation and testing during
construction of the sewer main extension.

("OWNER", hereinafter) is the owner of real property described in Exhibit "A"which is attached
hereto and made a part hereof("PROPERTY" hereinafter).
For valuable consideration, OWNER hereby grants to the City of Encinitas ("CITY" hereinafter),
(for the benefit of CITY), easements across PROPERTY located as described in Exhibit "B",
which are attached hereto and made a part hereof, for Public Recreational Trail purposes which
include, without limitation, use by members of the public to walk, jog, run, ride horses, and
operate non-motorized bicycles. However, no motorcycles or other motor vehicles shall be
permitted on the trails with the exception of emergency and maintenance vehicles.
B. CITY agrees to properly and safely maintain the trails and related improvements to a
level satisfactory to serve sufficiently the public need. Construction and maintenance activities
include, but are not limited to, work on, below, and above the surface of the easements.
C. Pursuant to a permit issued by the CITY, private owners of lots adjacent to the easement
granted to the CITY may construct and maintain driveways and install underground utilities
across the easement, subject to the following conditions:
1) No culverts, berms, ditches or other features which may impede or restrict the intended
use of the trail, shall be permitted.

easement and right-of-way by this grant is situated in the County
of San Diego, State of California, and is particularly described
as follows :

The Grantors may, at their own risk, use the surface of the above
described real property in a manner that will not interfere with
or be detrimental to the use of said easement and right-of-way by
Grantee, its successors and assigns, provided no trees shall be
planted or grown thereon.
The Grantors hereby covenant and agree for themselves, their
heirs, successors and assigns, that there shall not be
constructed or maintained upon the above described real property
or within said easement and right-of-way any building or
structure of any nature or kind that will interfere with the use
of said easement and right-of-way by Grantee, its successors or
assigns, or that will interfere with the ingress or egress along
said easement by said Grantee, its successors or assigns .
The Grantee hereby covenants . and agrees for itself, its
successors and assigns, not to prevent the Grantors, their
successors or assigns, from crossing over said real property and
agrees that the Grantors, their heirs, successors and assigns,
may enjoy the continued use of the surface of said real property
herein described, subject to the conditions above stated; and the
Grantee hereby covenants and agrees that after the installation
of any pipe line by it in any excavation made by it in the above
described easement and right-of-way it will backfill any such
excavation made by it so as to fill said excavation as nearly as
practicable to the level of the surrounding ground, and will
replace any oiled, asphalt or concrete surface with like material
and will replace any fence removed by it .

The Grantee hereby covenants and agrees for itself, its
successors and assigns, not to prevent the Grantors, their
successors or assigns, from crossing over said real property and
agrees that the Grantors, their heirs, successors and assigns,
may enjoy the continued use of the surface of said real property
herein described, subject to the conditions above stated; and the
Grantee hereby covenants and agrees that after the installation
of any pipe line by it in any excavation made by it in the above
described easement and right-of-way it will backfill any such
excavation made by it so as to fill said excavation as nearly as
practicable to the level of the surrounding ground, and will
replace any oiled, asphalt or concrete surface with like material
and will replace any fence removed by it .
