(APN: 264-091-90) Reference (a): Update Letter and Foundation Recommendations Report by North County Compaction Engineering, Inc., dated November 21, 2005. Dear Mr. Sides: Pursuant to your request, we have completed our inspection and compaction testing of the re-grading operations for the subject parcel. The results of our field density tests and our laboratory soil tests are shown on Enclosure (1). Site preparation, compaction, and testing were accomplished between 22 August and 5 October, 2006. Based on our observations and testing, it is our opinion that the work performed during that period was in general conformance with the requirements of Reference (a) and the City of Encinitas Grading Ordinance. On 22 August, clearing began on the subject lot with the contractor removing some surface vegetation. On this date, the contractor processed and recompacted the surface soils for the house pad by ripping and cross-ripping the surface materials to an approximate depth of 1 to 2 feet below the existing surface. The processed surface soils were watered as necessary and recompacted. The limits of over-excavation extended across the entire flat portion of the house pad. This grading operation was accomplished to help mitigate the effects of differential settlement of the proposed structure. The contractor placed and compacted the native soils on the house pad until the designed pad grades were achieved. Density was achieved by the use of a 950 rubber tire loader and a D-4 bulldozer compacting the soil as fill was placed in thin lifts. Since the existing soils were low in moisture content, the contractor spent additional time and effort 1 161 1-A SO.MELROSE DRIVE#285,VISTA,CA 92081-5471 Ph:(760)945-3150 Fax:(760)945-4221 - Sid 806 in his mixing operation in order to ensure near-optimum moisture and proper compaction in the fill material. As indicated by our Compaction Test Results, Enclosure (1), density tests performed in the re-construction of the house pad indicated over 90% relative compaction as compared to the Maximum Dry Density per ASTM Test Procedure D 1557-91. The surface soils at finish grade are considered to exhibit a low to medium expansion potential (EI = 32 to 53) per Reference (a). p It is recommended that the continuous perimeter foundations and concrete slabs for a light weight, wood framed, stucco type structure founded on the native soils shall be constructed and reinforced in accordance with Reference (a) and as modified by the following minimum design criteria: a. The continuous perimeter foundations shall extend a minimum depth of 24 inches and a minimum width of 15 inches into the compacted fill soils for both a single and two story structure. Foundation depths shall be measured from the lowest adjacent grade. The continuous foundations shall be reinforced with at least four No. 4 steel bars, two bars shall be placed 3 inches from the top of the foundation and the other bars shall be placed 3 inches from the bottom. b. Footings which span from native cut material to compacted fill soils, where applicable for a transition lot, shall be reinforced with a minimum of one additional No. 5 steel bar top and bottom to control potential differential -. movement extending 10 feet on either side of the daylight line. No. 3 rebar ties at 12 inches on center shall be used for the construction of this grade beam to help control potential differential movement. c. Footings placed on or adjacent to the top of cut or fill slopes shall have a minimum horizontal distance of 7 feet from the bottom edge of the footings to the face of the slope, for slopes less than 20 feet in height. For slopes greater than 20 feet, a horizontal distance of H/3 shall be used where H= height of slope, but need not exceed 40 feet maximum. (See attachment A) - d. All concrete slabs shall be a minimum of full 5-inches in thickness, and reinforced with a minimum of No. 3 steel rebars at 18-inches on center both ways and placed in the center of the slab. The steel bars shall be wire tied to the perimeter foundation steel and bent downward into the foundations at 18-inches on center to a depth of 3-inches from the bottom. The visqueen shall be covered with 2-inches of sand to protect it during construction and the sand should be lightly moistened just prior to placing concrete. All concrete used on this project shall have a minimum compressive strength of 3000 psi unless otherwise increased on the Building Plan. - e. Interior concrete slabs shall be provided with saw-cut joints spaced at a maximum of 10 feet on center each way within 24 hours after the pour and the saw-cuts shall be 1/4 of the slab thickness. It is imperative that the drainage system around the proposed structure shall be designed and implemented to provide positive drainage away from all buildings in order to preclude moisture intrusion into the subgrade soils beneath the building foundations and slabs. f. Exterior slabs for hardscape, pool decks, walkways, patios, etc. shall be a minimum of 4 inches in thickness and reinforced with a minimum of No. 3 steel rebars at 18 inches on center each way. The reinforcing steel shall be placed in the upper 1/3 of the slab and held in place with concrete chairs. All hardscape slabs and sidewalks shall be founded on a minimum of 3 inches of clean, poorly graded, coarse sand, gravel or crushed rock. These foundation and slab recommendations are minimum design requirements for the soils encountered during grading; however, the actual foundations shall be designed by the Structural Engineer for the expected live and - dead loads, and for wind and seismic loads. Findings of this Report are valid as of this date; however, changes in conditions of a property can occur with passage of time, whether they be due to natural process or works of man on this or adjacent properties. In addition, - changes in applicable or appropriate standards occur whether they result from legislation or broadening of knowledge. Accordingly, findings of this Report may be invalidated wholly or partially by changes outside our control. Therefore, this Report is subject to review and should not be relied upon after a period of one year. Testing and inspection services were performed from July 16, 2001 through January 21, 2003. Briefly,our findings reveal filled ground has been compacted to a minimum of ninety percent (90%). Therefore, we recommend construction continue as scheduled. 502P& Our firm was retained to observe grading operations with regard to current standard practices and to determine the degree of compaction of placed fill. Grading plans for parcels F-I and G-1 were prepared by K& S Engineering of San Diego. Grading plans for Mayo subdivision, Tract No. 99-207 were prepared by San Dieguito Engineering of Rancho Santa Fe, California. P. O. Project No. CE-5693 Page 2 Grading operations were performed by Greg Whillock(CWG)of Vista,California. Approximate locations and depth of filled ground and extent of earthwork construction covered in this report are indicated on the attached Plate No. One entitled, "Test Location Sketch". Subdivision grading operations were performed to create level building pads to accommodate the proposed dwellings and to construct interior roadways. Should the finished pads be altered in any way, we should be contacted to provide additional recommendations. The site was graded in accordance with the recommendations set forth in referenced reports No.'s 1 and 2. The site was graded to approximately conform to project plans. Actual pad size and elevation may differ. Finish grade operations are to be completed at a later date. LABORATORY TESTING Representative soils samples were collected and returned to the laboratory for testing. The following tests were performed and are tabulated on the attached Plate No. Three, 1. Optimum Moisture/Maximum Density(ASTM D-1557) 2. Expansion Potential Test(FHA. Standard) 3. Direct Shear Test (ASTM D-3084) SOIL CONDITIONS Native soils encountered were silty-sands, clayey-sands, gravelly-clays and silty-clays. Fill soils were generated from on-site excavation. The building sites contained a transition from cut to fill. However,cut areas located within the building area were over excavated a minimum of 3 feet and brought to grade with compacted soil. The expansion index for each lot is as follows: Parcel Ind= CIa� i anon F-1 &G-1 82 High No. 1 66 Moderate No. 2 32 Low No. 3 53 Moderate Prior to constructing fill slopes,keyways were constructed to depths varying between 2 feet and 12 feet in depth into firm formational soils. The bottom of the keys were a minimum of 15 feet wide and inclined a minimum of 2%back into slope- During earthwork construction,native areas to receive fill were scarified, watered, and compacted to a minimum of ninety percent (90%) of maximum density. Subsequent fill soils were placed, watered,and compacted in 6 inch lifts. Benches were constructed in natural ground at intermediate levels to properly support the fill. To determine the degree of compaction,field density tests were performed in accordance with ASTM D-1556 or D-2922 at the approximate horizontal locations designated on the attached Plate No. One entitled, "Test Location Sketch". A tabulation of test results and their vertical locations are presented on the attached Plate No, Two entitled "Tabulation of Test Results". Fill soils found to have a relative compaction of less the ninety percent(90%)were reworked until proper compaction was achieved. During grading, water seepage was encountered at the toe of the cut slope on Parcel F-1. A subsurface drain was constructed adjacent and parallel to the toe of slope a minimum of 3 feet below finish pad grade. The drain has a minimum of one percent(I%)fall and daylights off the pad to the south. Drain materials consisted of 4 inch perforated pipe centered in 3 cubic feet of minus I inch crushed rock per linear foot of pipe. The pipe and rock were wrapped in filter fabric to reduce future soil siltation of drain materials. COMMEIITDATIONS AND CONCLUSIONS Continuous inspection was not.requested to verify fill soils are placed in accordance with current standard practices regarding grading operations and earthwork construction. Therefore,as economically feasible as possible, part-time inspection was provided. Hence, the following recommendations are based on the assumption that all areas tested are representative of the entire project. NOtTH COUNTY C'0MPACTIQTI EI`ICINEEWNGI V INC. Project No. CE-5693 Page 4 1.)Compacted fill and natural ground within the defined building areas have adequate strength to safely support the proposed loads. 2.) Slopes may be considered stable with relation to deep seated failure provided they are Properly maintained. Slopes should be planted with light groundcover (no gorilla ice Plant)indigenous to the area. Drainage should be diverted awav from the slopes to prevent water flowing on the face of slope. This will reduce the probability of failure as a result of erosion. 3.)Continuous footings having a minimum width of 12 inches and founded a minimum of 24 inches below lowest adjacent grade,will have an estimated allowable bearing value of 1500 pounds per square foot, 4.) Footings located on or adjacent to slopes should be founded at a depth such that the horizontal distance from the bottom outside face of footing to the face of the slope is a minimum of 8 feet. 5.)Plumbing trenches should be backfilled with a non-expansive soil having a swell of less than two percent(2%)and a minimum sand equivalent of 30. Backfill soils should be inspected and compacted to a minimum of ninety percent (m). 6.)Unless requested,recommendations for future improvements(additions, pools, recreation slabs,additional grading,etc.)Were not included in this report, Prior to construction, we should be contacted to update conditions and provide additional recommendations, 7.)Completion of grading operations was left at rough grade. Therefore,we recommend a landscape architect be contacted to provide finish grade and drainage recommendations. Drainage recommendations should include a two percent(2%) minimum fall away from all foundation zones. 8.)Expansive soil conditions observed during grading operations will require special recommendations to reduce structural damage occurring from excessive subgrade and foundation movement. -CoMpAcnori .EIYGI MERING, iris. Project No. CE-5693 Page 5 For Parcel F-1 and G-1 (High Expansive Soils) Recommendations set forth will reduce the probability of future damage and should be strictly adhered to: All isolated or continuous footings should be founded a minimum of 24 inches below lowest adjacent grade. Continuous footings should be reinforced with two#5 bars top and bottom(total of 4 bars). Steel should be.positioned 3 inches above bottom of footing and 3 inches below top of footing.
